TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2409-078, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AWARDING A PUBLIC WORKS CONTRACT TO CALPROMAX ENGINEERING INC., A CALIFORNIA CORPORATION, IN THE AMOUNT OF $1,041,335 FOR THE CONSTRUCTION OF THE ARTESIA BOULEVARD SAFETY IMPROVEMENTS PROJECT, JOB NO. 41330.
ADOPT BY 4/5 VOTE AND TITLE ONLY RESOLUTION NO. CC-2409-079, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA AUTHORIZING A FISCAL YEAR 2024-2025 BUDGET MODIFICATION TO TRANSFER $500,000 TO THE ARTESIA BOULEVARD SAFETY IMPROVEMENTS PROJECT, JOB NO. 41330 FROM THE AVIATION RESURFACING PROJECT, JOB NO. 41440
EXECUTIVE SUMMARY
On July 9, 2024, the City Council approved plans and specifications for the Artesia Boulevard Safety Improvements Project, Job No. 41330 (Project). On August 22, 2024, six bids were received and publicly opened. The six bids were well grouped in price, but they all exceeded the engineer’s estimate by at least $337,615 (48%). The large difference between the engineer’s estimate and the submitted bids is likely due to the increased cost of labor and materials associated with public works, infrastructure, and traffic signal projects. Calpromax Engineering, Inc. (Calpromax Engineering), with a bid of $1,041,335, was found to be the lowest responsible bidder.
The Project’s potential cost is $1,166,335, including the assumed contingency budget of $125,000.
There is currently only $666,335 available the two identified funding sources for the Project, the Artesia Boulevard Safety Improvements Project account and the Traffic Signal Improvement Project account. Staff recommends the funding gap be addressed by reallocating $500,000 from the Aviation Boulevard Resurfacing Project (Job No. 41440) to the Artesia Blvd. Project. The funding proposed for transfer will not be needed this Fiscal Year for Aviation Blvd., as the City of Manhattan Beach has offered to take the lead on the design of the project, and the $1.1M of funds that would remain in the Aviation Project account would be sufficient to cover the City’s portion of design costs.
The proposed Resolutions would award the Artesia Boulevard Safety Improvements Project contract to Calpromax Engineering in the amount of the bid and authorize the reappropriation of funds from Job No. 41440 to Job No. 41330. Staff recommends adoption of the two Resolutions so this critical project may move forward.

BACKGROUND
The Project is included in the City’s Capital Improvement Program to perform necessary signal control replacements and traffic control upgrades at the following intersections along Aviation Boulevard:
· Artesia/Aviation Way
· Artesia/Green
· Artesia/Rindge
· Artesia/Slauson
· Artesia/Vail
· Artesia/Mackay
· Artesia/Felton
This project was added to the CIP in FY 2021-22. In 2022, AGA Engineers was contracted to provide conceptual design services and traffic analyses for the Project. In 2023 and 2024, construction plans, specifications, and estimates were prepared to address community concerns regarding traffic safety along the corridor, as well as to replace outdated and failing signal equipment. City staff coordinated with Los Angeles County on specific signal equipment needs for the corridor, as Los Angeles County is responsible for the traffic signal timing along Artesia Boulevard.
If approved, the following upgrades will be performed at each of the identified intersections:
· Replace aging signal controllers and conflict monitors with current Los Angeles County standard
· Replace aging and unreliable video detection systems
· Rewire traffic signal cabinets
· Replace older protected-permissive 5-section left-turn signal heads with modern 4-section flashing yellow arrow (FYA) left-turn signal heads
· Replace all internally illuminated street name signs and traffic signal street lights · Replace existing U-turn signage
· Replace outdated pedestrian signal heads and push buttons with modern standards · Add yellow retroreflective tape to all existing signal heads per current practice At the intersection of Artesia Boulevard and Aviation Way, smaller 8-inch diameter signal heads will be replaced with 12-inch diameter signal heads, which are the current standard.
Additionally, at Artesia Boulevard and Rindge Lane, the Artesia Boulevard left-turn medians will be reduced in width to shift the left-turn lanes towards the left, which improves sight lines and left-turn safety. New bicycle detection feedback lights will be added to face the Rindge Lane approaches to provide confirmation of detection for micromobility devices. This will help address red light running and sidewalk riding by micromobility users who may think they aren’t recognized by the traffic signal.
A striped bulbout will also be added to the northeast corner to reduce pedestrian crossing distances and reduce conflicts between westbound right-turns and the east leg crosswalk.
These upgrades help address safety issues along the Artesia corridor by allowing the City and Los Angeles County to implement FYA operations and leading pedestrian intervals (LPIs) at each intersection. LPIs give a head start for pedestrians to reduce conflicts between turning vehicles and people crossing the street. In addition, FYAs allow the City and County to program time-of-day or demand-based functions where permissive (yielding) left-turns would be prohibited during heavier

demand-based functions where permissive (yielding) left-turns would be prohibited during heavier traffic times, and left-turns would be only allowed on a protected left arrow. This reduces conflicts between left-turning drivers, opposing through traffic, and individuals in the crosswalk.
On July 9, 2024, the City Council approved plans and specifications for the Project and authorized competitive bidding. The project was publicly advertised with a bid opening scheduled on August 22, 2024. Six bids were received for the Project and publicly opened. The six bids were not significantly different in amount from each other, but they all exceeded the engineer’s estimate by at least $337,615 (48%). The large difference between the engineer’s estimate and the submitted bids is due to inflationary increases in the cost of labor and materials associated with public works, infrastructure, and traffic signal projects. Calpromax Engineering, Inc., with a bid of $1,041,335, was found to be the responsible bidder with the lowest responsive bid.
The engineer’s construction cost estimate for the Project was $703,720. The Project, including an assumption of 10% for potential contingencies, may cost up to $1,166,335, of which $666,335 is available in the Artesia Boulevard Safety Improvements Project fund balances. In order to close the funding gap, staff recommends reallocating $500,000 from the Aviation Boulevard Resurfacing Project Job No. 41440 to the Project.
The City of Manhattan Beach is the lead on the Aviation Boulevard Resurfacing Project and has determined that construction will not start until next fiscal year. The reallocation of $500,000 in this fiscal year, leaves $1,100,000 in available funding for the Aviation Boulevard Resurfacing Project, which is sufficient to cover the City’s share of design costs. Staff anticipates recommending additional funding for the Aviation Boulevard Resurfacing Project in the 2025-26 Fiscal Year CIP to backfill the proposed budget transfer.
Staff has prepared two resolutions for consideration by the City Council. The first is a resolution of award, to assign the project to Calpromax Engineering, Inc., and to allow for the execution of the contract documents. The second is for the budget appropriations/modifications, which requires a 4/5th vote to pass. If approved as presented, Project construction is expected to begin in October 2024 and be completed within 60 working days.
COORDINATION
Public Works Department staff coordinated preparation of the Resolutions with the City Attorney’s Office.
