To: MAYOR AND CITY COUNCIL
From: ANDREW WINJE, PUBLIC WORKS DIRECTOR
TITLE
APPROVE AN AGREEMENT WITH TDG ENGINEERING, INC. TO CONDUCT TRAFFIC

ENGINEERING, DESIGN, AND COMMUNITY ENGAGEMENT SERVICES FOR PROPOSED

TRAFFIC STRIPING AND TRAFFIC FLOW IMPROVEMENTS ALONG DIAMOND STREET AND EL REDONDO AVENUE FOR AN AMOUNT NOT-TO-EXCEED $84,965 AND THE TERM SEPTEMBER 17, 2024 TO JUNE 30, 2027

EXECUTIVE SUMMARY
Approval of the agreement with TDG Engineering, Inc., an affiliate of Toole Design Group (TDG), would allow the consultant and their subconsultant to conduct traffic engineering/operations analyses, community engagement, observations and intercept surveys, conceptual engineering, and design work for potential restriping and access plans along Diamond Street between PCH and Prospect Avenue, and El Redondo Avenue, that focus on improving safety, traffic flow, and pedestrian access to and from Redondo Union High School (RUHS). Funding for this work was included as part of the Fiscal Year 2024-25 Budget adoption.

BACKGROUND
As part of the FY 2024-25 budget adoption process, the City Council identified the need to address concerns regarding traffic patterns in the vicinity of RUHS, especially along Diamond Street. Staff has solicited proposals from engineering service firms related to improvements to traffic patterns and recommends a contract with TDG be approved to study existing conditions, perform analysis, prepare proposed conceptual design for any changes, engage the public on those changes, and develop implementation plans upon design approval. The proposed changes could include reconfigured pick-up/drop-off zones, evaluation of existing stop-controlled intersections and crosswalks, bicycle lane upgrades, and other needs as-determined by input from the local neighborhood and RUHS community.

The City Council dedicated $180,000 for the planning, design, and restriping needed to execute the improvements, which may include slurry seal. TDG’s proposal for the work was determined to offer the best combination of price, experience, and expertise. Although TDG is new to working in Redondo Beach, TDG has prior experience working on very similar projects in Lomita and the greater Los Angeles area. TDG has offices across the country and can offer industry best practices associated with designing safer streets near schools.

The total not-to-exceed amount of the Agreement is $84,965 inclusive of expenses and any necessary subconsultant work managed by TDG. Work would be authorized by City staff in two

necessary subconsultant work managed by TDG. Work would be authorized by City staff in two phases, Phase I ($52,357) and Phase II ($32,608). Phase I work includes data collection, observations, traffic analysis, conceptual design, and community engagement. If there is consensus for striping improvements at conclusion of Phase I, Phase II would be authorized to complete final design plans, specifications, and estimates for construction. Staff anticipate completing the Phase 1 work in the spring of 2025. It will be reviewed first by the Public Works and Sustainability Commission and then presented to City Council.

COORDINATION
The City Attorney’s Office approved the contract as to form.

FISCAL IMPACT
Funding for the agreement was included in the Fiscal Year 2024-25 Budget as part of the Traffic Calming Project Account.
