TITLE
APPROVE AN AMENDMENT TO THE AGREEMENT WITH BOWMAN INFRASTRUCTURE ENGINEERS LTD. FOR BUILDING PLAN CHECK REVIEW SERVICES INCREASING THE AMOUNT BY $40,000 FOR A NEW NOT TO EXCEED TOTAL OF $150,000 AND THE EXISTING TERM THROUGH APRIL 1, 2028
EXECUTIVE SUMMARY
On April 2, 2024, the City Council approved agreements with five consulting firms to provide on-call building plan check services. Contracted services have enabled the Building Division to demonstrably improve project review turnaround times and quickly bridge staffing gaps, when needed. The proposed amendment would increase the contract with Bowman Infrastructure Engineers Ltd. by $40,000 and allow them to finalize projects currently in the re-check phase. If approved, the new total contract not to exceed amount would increase to $150,000, which has been budgeted for and is fully offset by plan check fee revenue.
BACKGROUND
In 2020, the City Council directed staff to select outside consulting firms to provide plan check services on an as-needed basis. Through the request for proposals process, the Community Development Department selected five firms for contract award based on their qualifications and experience. The City Council approved these Agreements, including an agreement with Bowman Infrastructure Engineers Ltd., on April 2, 2024.
Contract plan check services have significantly improved turn-around times for project reviews.
Bowman Infrastructure Engineers Ltd. has demonstrated competency and expertise in the review of all project types for the City.
COORDINATION
The contract amendment was prepared by the City Attorney’s Office.
FISCAL IMPACT
Funding for contract plan check services was approved as part of the Community Development Department’s FY 2023-24 Budget, via Decision Package #30.
