Thank you to Mayor, City Council, staff, and everyone who has invested so much time and energy into getting this right. The topic of retail cannabis has been a challenge all the way back to when I was on the Planning Commission and I appreciate the challenge of balancing all the variables that went into this. I also appreciate the recommended changes to the ordinances for their thoughtful approach to meeting the needs in our community.

In particular I would like to highlight "Community Benefit Plan in the Application Process" as a critical component towards identifying compatible vendors. Preventing youth cannabis use and abuse in our community should be a high priority in allowing retail cannabis operations in our City and I commend the work that went into and will continue to go into these efforts. Being invested in our community is important and requiring these types of activities helps ensure retail operations will be partners and be engaged rather than someone looking only at profits. Requiring applicants to "secure a property" also helps establish a longer term commitment to our community and helps build trust in these types of operations.

Thank you carefully considering all the details of these ordinances so that negative impacts are minimized and positive impacts are maximized, your service to our community is greatly appreciated.
