Taxpayers have virtually no control of BCHD ability to saddle us with off balance sheet debt.
That was a practice pioneered by Enron. In this case, BCHD approved accepting a $175M, 30- year allcove debt to provide allcove service all of LA County SPA8. BCHD conducted no 30- year cost analysis and received only $6.3M in grant funds in return for this huge taxpayer obligation. BCHD's Measure BC also asks for $9M for the initial cost overrun on the allcove building. The $6.3M building cost is now $15.3M.
As Taxpayers, our only way out of this $175M, non-voter approved allcove debt is to vote NO on Measure BC. That will stop the construction of the allcove building, require BCHD to return the $6.3M to the state, and force BCHD to continue providing allcove in its ocean view 4th floor hospital building suite. BCHD's Youssef seismic consultants have clearly written that "best practice" allows up to 25 years continued use of hospital building, so there's no seismic safety issue.
A NO vote on Measure BC also forces the $21M cost of demolition, greenspace, and parking back onto PMB LLC. They are the commercial developer that BCHD has leased 3 acres of public land to in order to build a 100% private assisted living development. The existing agreements already require PMB LLC to conduct and fund the demolition, greenspace, and parking. BCHD is simply trying to sweeten the deal for the developer by getting taxpayers to pay more.
A NO vote on Measure BC will be a powerful tool to get BCHD's financial house in order by forcing the District to prioritize its residents and taxpayers over the rest of LA County and other non-residents.
