TO THE INTERGOVERNMENTAL GRANTS FUND

EXECUTIVE SUMMARY
The Police Department has been awarded a grant from the California Office of Traffic Safety (OTS) in the amount of $24,800 for the Traffic Records Improvement Project (TRIP). Grant funds will be used to purchase a software enhancement for the Police Records Unit from Crossroads Software, Inc. (Crossroads) which will interface directly with the California Highway Patrol (CHP) for electronic reporting of traffic collision data. Currently, the Department utilizes a manual process to transfer data to the CHP. The new electronic interface will improve the efficiency, timeliness, and accuracy of collision data reporting to CHP, which is then aggregated at the state level.

The grant term runs from October 1, 2024 through September 30, 2025. The award is a reimbursement grant with grant funds being provided to the City to cover the cost of the Crossroads software. No matching funds are required from the City.

BACKGROUND
The mission of the California OTS is to effectively administer traffic safety grants that deliver innovative programs and eliminate traffic fatalities and injuries on California roadways. As part of this mission, OTS tracks and analyzes traffic accident data from local jurisdictions across the State, which informs the decision-making process for setting program priorities. Each local jurisdiction is tasked with entering their accident data into a database, and then transmitting the data to CHP, which then coordinates with OTS for further analysis.

Currently, the Police Department Records Unit utilizes a program from Crossroads to enter local accident data. The Records Unit staff then manually prints the data and sends it to CHP. The TRIP Grant will fund an enhancement to the existing software which will transmit the data electronically, resulting in a more timely and efficient process. The OTS TRIP Grant is meant specifically for this type of software interface, which ultimately results in more accurate and complete information for OTS.

COORDINATION
The Grant Agreement and Resolutions have been reviewed as to form by the City Attorney’s Office.

The Police Department will ensure compliance with grant requirements and coordinate all final reports and reimbursement claims with OTS for the performance period.

As the funding authority, signatures for the Grant Agreement will be coordinated by OTS. Upon adoption of the Resolution authorizing the Mayor to sign on behalf of the City, OTS staff will email the Agreement to the City for electronic signature.

FISCAL IMPACT
The grant is fully funded by OTS in the amount of $24,800. There is no requirement for City matching funds.

The software enhancement purchase will be a one-time cost, fully funded by the grant. Ongoing software license fees are incorporated into the current subscription, with funding available in the Police Department annual operating budget.
