From: JOE HOFFMAN, CHIEF OF POLICE
TITLE
ADOPT BY 4/5THS VOTE AND TITLE ONLY RESOLUTION NO CC-2410-097 A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AUTHORIZING A FISCAL YEAR 2024-25 BUDGET MODIFICATION TO APPROPRIATE $18,817 IN FUNDS AWARDED BY THE BUREAU OF JUSTICE ASSISTANCE UNDER THE 2024 PATRICK LEAHY
BULLETPROOF VEST PARTNERSHIP PROGRAM TO THE INTERGOVERNMENTAL GRANTS FUND
EXECUTIVE SUMMARY
The Patrick Leahy Bulletproof Vest Partnership (BVP) Program, administered by the Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (BJA), reimburses local government for up to 50% of the cost of bulletproof vests purchased for sworn law enforcement officers.
The Police Department has been awarded $18,817.39 in BVP funds, which will offset half of the cost of up to 45 bulletproof vests for City Police Officers. The grant funds are disbursed on a reimbursement basis, after providing documentation of bulletproof vest purchase to BJA.
BACKGROUND
Bulletproof vests are directly attributable to saving the lives of sworn law enforcement personnel. Per Redondo Beach Police Department policy, officers are required to wear a bulletproof vest that meet or exceeds the standards of the National Institute of Justice as part of their standard issue uniform.
Each bulletproof vest has a finite life-cycle and must be replaced when the vest expires.
The Patrick Leahy BVP Program was started in 2015 to help law enforcement agencies purchase this critical safety device for officers. Awards are distributed to agencies nation-wide based on agency size and available federal funding for that particular year. The Redondo Beach Police Department has been awarded $18,817.39 for the current term.
COORDINATION
The Resolution has been approved as to form by the City Attorney’s Office.
FISCAL IMPACT
The BVP award requires a 50% match from the City. The regular purchase of bulletproof vests is incorporated into the annual operating budget for the Police Department, and no additional

appropriation is needed to satisfy the 50% cost requirement.
