TITLE

APPROVE A DUPLICATE STATE HOMELAND SECURITY PROGRAM (SHSP) SUBRECIPIENT

AGREEMENT BETWEEN THE COUNTY OF LOS ANGELES AND THE CITY OF REDONDO BEACH

EXECUTIVE SUMMARY
State Homeland Security Program (SHSP) grant funding originates from the California Governor’s Office of Emergency Services (CAL OES) and is allocated to local counties. The counties then award grant funds to local jurisdictions as subrecipients. Redondo Beach Police Department was a subrecipient for Los Angeles County of a 2021 SHSP grant award. On October 4, 2022, the City Council approved a grant agreement with the County for the 2021 SHSP and allocated awarded funds in the amount of $291,354.

A fully executed copy of the Grant Agreement was not retained by either party. Therefore, in order for Redondo Beach to submit final reimbursement claims prior to the deadline of December 31, 2024, approval of a duplicate agreement is needed. The agreement includes updated signatory names for the appropriate City and County officials.

This action is only seeking approval of the duplicate agreement, no additional funds have been awarded to the City.

BACKGROUND
The Los Angeles County Office of Emergency Management is responsible for managing the SHSP grant and overseeing grant funds distributed to specified jurisdictions within Los Angeles County, including the City of Redondo Beach.

LA County’s Subrecipient Agreement sets forth the guidelines for grant management. SHSP is a multi-year program with a 3-year performance period to expend grant funds. The timeline to submit reimbursement claims extends approximately nine to twelve months after the performance period.

The 2021 SHSP performance period ran through February 29, 2024, with reimbursement claims due by December 31, 2024.

SHSP assists public safety agencies with purchases of equipment to support law enforcement activities that have been approved by the funding authority which address law enforcement concerns, with a terrorism nexus. Specifically for the 2021 SHSP, Redondo Beach was awarded funds to purchase software programs which enhance investigative techniques, information sharing and

purchase software programs which enhance investigative techniques, information sharing and collaboration. These programs include Peregrine, Leads Online, Callyo, and Vigilant software systems.

As City staff was coordinating reimbursement claims with LA County, it was discovered the County did not receive a signed copy of the original subrecipient agreement approved by Council back in October 2022. A copy was also not located with the City Clerk’s records. Therefore, LA County has provided a duplicate agreement for re-approval by Council, updated to reflect current signatory names for the City and County officials.

Once the City Clerk’s Office obtains electronic City signatures on the duplicate agreement, it will be transmitted to the County, at which time it will be submitted to the Board of Supervisors for their approval, with LA County staff coordinating their officials’ signatures.

Upon a fully executed agreement, LA County will continue with processing of the City’s reimbursement claims.

COORDINATION
The Subrecipient Agreement has been reviewed as to form by the City Attorney’s Office. The Police Department will coordinate reimbursement claims with the Financial Services Department.

FISCAL IMPACT
The grant is fully funded by CAL OES in the amount of $291,354. There is no requirement for local matching funds. Reimbursement claims have been submitted in the amount of $119,354, for which the County will resume review after it receives the signed subrecipient agreement. Remaining claims in the amount of $172,000 for previously approved software programs will be submitted by the December 31, 2024 deadline.
