APPROVE THE EQUIPMENT DONATION AGREEMENT BETWEEN THE CITY OF REDONDO

BEACH AND THE EL CAMINO COMMUNITY COLLEGE DISTRICT FOUNDATION ADOPT BY TITLE ONLY, RESOLUTION NO. CC-2410-100 A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF REDONDO BEACH AUTHORIZING THE DONATION OF FIRE

EQUIPMENT, INCLUDING TWENTY-TWO HARNESS ASSEMBLIES, EIGHTY-EIGHT AIR

CYLINDERS, AND SIX FACE MASKS TO THE EL CAMINO COMMUNITY COLLEGE DISTRICT

FOUNDATION FOR ENTRY LEVEL FIREFIGHTER TRAINING

EXECUTIVE SUMMARY
The Redondo Beach Fire Department recently acquired new SCBA equipment to replace equipment that has reached the end of its useful life and must be retired. El Camino Community College is interested in acquiring the retired equipment for their Fire Academy (ECFA), to train academy students. Approval and execution of the Donation Agreement will waive any liability against the City associated with the donation. The accompanying Resolution authorizes the donation of the surplus equipment.

BACKGROUND
The SCBA air cylinders to be donated reached the end of their useful service life in 2024. The new cylinders were purchased from a different manufacturer, which necessitated the purchase of new face masks and harnesses that are compatible with the new tanks. As a result, the aging masks and harnesses have been put out of service along with the expired cylinders.

The equipment requested to be designated as surplus is expired and/or heavily used. As such, these items are better suited for use in hands-on training rather than continued use by firefighters on the front line. ECFA has expressed a need to acquire equipment for training and the Fire Department is requesting Council’s approval to donate the retired SCBA equipment to the El Camino Community College District Foundation, which will allocate the equipment to the ECFA program. Staff recommends Council approval of the Agreement and Resolution which will authorize the transaction and help provide learning opportunities to those in the ECFA program that may not have access to

realistic firefighter training equipment otherwise.

COORDINATION
This item was coordinated with the City Attorney’s Office, the Financial Services Department, and the Public Works Department.

FISCAL IMPACT
Because the air cylinders have expired, they cannot be auctioned and therefore have zero value.

Auctioning the harnesses and masks is possible, but finding buyers willing to waive liability could be challenging. In 2020, one harness, one mask, and two (non-expired) cylinders were auctioned together for a total of $180. This puts the maximum value of the harnesses and masks at $3,960, if a suitable buyer could be found.
