Subject: Facts about BCHD's $30M Bond Measure that you need to know - Spread the word!
Friends, Neighbors,
As you know, BCHD has a $30M Bond Measure BC on the
November ballot for residents of Redondo Beach, Manhattan Beach, and Hermosa Beach. If passed, Measure BC would help to subsidize their private developer and help BCHD to move forward on their damaging oversized RCFE project.

Right now is our best chance to date to significantly impact Beach Cities Health District’s building plans. We need your help, your friend's help, and your friend’s friend’s help. Ballots are out and we need to act fast!
Please do the following:

1. Email this message to your friends and family in the three beach cities of Redondo, Manhattan and Hermosa Beach

2. Instead of forwarding, please "copy and paste" the facts text, under the line in this email below into a new email from you. This avoids long chains and keeps the privacy of emails. A pdf file is also enclosed for your
convenience.

3. Important: Ask them to pass this on to their friends and family in the three beach cities to keep the messaging
going.

Your quick action can help to protect our community against BCHD's misleading Tax Measure and overdevelopment project.

NO on Measure BC
Facts About BCHD’s $30M Bond Measure
Beach Cities Health District’s $30M Bond Measure BC is substantially misleading. BCHD omits important information that the taxpayers of Redondo Beach, Manhattan Beach and Hermosa Beach NEED TO KNOW.

Poor fiscal management
BCHD would increase their own tax levy on residents of the three beach cities by 35%, for up to 40 years. BCHD already takes in over $5M annually of Beach Cities residents’ property taxes.

BCHD's top 5 executives take in $1.2M per year. Nearly half of the $5M from taxpayers goes to their top 14 executives. [Ref.

Transparent California -2023]
BCHD has spent nearly $13 million of your tax money on “PreDevelopment” for its so-called “Healthy Living Campus” project. [Ref. HLC Budget July 2024]
Your tax dollars would benefit private developers
Taxpayers would now fund projects that BCHD’s private developer, PMB had agreed to pay for: demolition of the former South Bay hospital, open space, and other construction, grading, retaining wall and parking lot. [Ref: Cain Bros. Ground Lease]
Measure BC indirectly funds the private developer and relieves them of $21M in costs. If the bond passes, BCHD states they will go back to PMB to build an 100% privately owned, high-cost RCFE structure on public land. All for a project never voted for by the three beach cities.
allcove cost obligations
In accepting a $6.3M building grant for allcove youth center, BCHD agreed to an obligation of 30 years, with NO longterm grant funding. Estimated bond costs for allcove nearly tripled from previous estimates ($3M to $9M), for a project touted as being nearly completely covered by grants. [Ref:

Terms of allcove BHCIP grant, 2023] [Ref: BCHD
BOD Jun/July 2024].

While allcove renders beneficial services for youth, BCHD fails to mention it is fully operating now. allcove can continue to operate fully within existing space on BCHD’s sites without new construction, even if BCHD voluntarily decides to demolish Building 514. The Bond is NOT needed for allcove, there is no connection between BCHD spending your tax dollars and their providing mental health services to youth. BCHD has stated, allcove can just as easily operate at another of their sites.

Taxpayers of Redondo, Hermosa and Manhattan Beach alone would pay for allcove services that covers L.A. County Dept. of Health Service Planning Area (SPA8) spanning 23 cities* from Athens to Avalon, with a population of 1.4 million residents.

Beach cities taxpayers would be paying for a service area 10X larger than the three beach cities.

Optional Building 514 Demolition
The demolition of Building 514 is voluntary - there is no legal requirement to demo at this time. Like many other Los Angeles County buildings constructed in the 1960s,
the structure conforms to existing earthquake standards.

BCHD’s own consultant (Youssef Assoc. Engineers)
reported that “best practice” for LA County allowed the building up to 25 more years of use. [Ref: BCHD CWG
Presentation – Youssef 2018]
Open Space not for public general use
Previously, BCHD claimed they were creating “public open space”. The measure now states that any open space
created is “limited to” BCHD’s use for programming. It
would not be for general public use.
*SPA 8: comprised of the communities of Athens, Avalon, Carson, Catalina Island, El Segundo, Gardena, Harbor City, Hawthorne, Inglewood, Lawndale, Lennox, Long Beach*, Hermosa Beach, Manhattan Beach, Palos Verdes Estates, Rancho Dominguez, Rancho Palos Verdes, Redondo Beach, Rolling Hills, Rolling Hills Estates, San Pedro, Torrance, Wilmington, and others. [Ref.: LA County SPA8]. *Long Beach has its own health district.

FACT CHECKING COMPLETE OF CEO BAKALY'S EMAIL POSTED BY O'LEARY SEE LINKS BELOW Brenda O'Leary posted a long email from BCHD's Tom Bakaly to numerous of our posts. We now have drafts of fully cited FACT CHECKS of the claims made by Bakaly in his email. The 4 links below represent the first 4 completed FACT CHECKS with analysis and citations as needed. #1 FALSE - There is 30-year, SPA8-wide Liability Caused by Measure BC as a result of its $9M increased funding that allows construction of the standalone allcove Building using the $6.3M State grant executed by BCHD - Program Funding Agreement ID 7469-CA BHCIP-B4_209_Allcove-01
https://www.stopbchd.com/post/fact-check-bchd-ceo-bakaly-response-to-brenda-o-learypage-1 #2 FALSE - BCHD's math does not substantiate the claim that allcove will have $8.16B in local savings to residents. https://www.stopbchd.com/post/copy-of-fact-checkbchd-ceo-bakaly-response-to-brenda-o-leary-page-2 #3 FALSE - BCHD has no "return on investment" of taxpayer property tax revenues. Taxpayers founded, funded, and own all BCHD assets. The returns that Taxpayers get on an annual basis are a function of prior expenditures on the District, including land, buildings, cash reserves, and outside enterprises. https://www.stopbchd.com/post/fact-check-bchd-ceo-bakaly-response-tobrenda-o-leary-page-3 #4 UNSUPPORTED - BCHD's $400K contractor Gallup calculates a hypothetical health savings using an invalid base health and provides no substantiation that the savings ever reach Residents. In fact, even if true, Gallup's savings may all accrue to Insurance Companies in the form of profits. BCHD needs to provide evidence that the hypothetical savings can be identified as SAVINGS TO RESIDENTS to make its CLAIM. https://www.stopbchd.com/post/fact-check-bchd-ceo-bakaly-response-to-brenda-o-learypage-4 #5 FALSE - Bakaly's execution of the $6.3M grant agreement for allcove building construction creates a $172M estimated liability to District Taxpayers. Only if BCHD builds the allcove building using the $6.3M grant + the $9M proceeds from Measure BC do Taxpayers face the Bakaly approved requirement to provide 30-year allcove services to all of LA County SPA8 at the expense of the District Taxpayers only. https://www.stopbchd.com/post/fact-check-bchd-ceo-bakaly-response-to-brenda-o-learypage-5 #6 FALSE - allcove currently operates in a purpose built, ocean view, 4th floor suite in 514 N Prospect. That use can continue for 25 years according to BCHD consultant Youssef Associates that state Best Practice is up to 25 more years use of 514 N Prospect prior to demolition or retrofit. https://www.stopbchd.com/post/fact-check-bchd-ceo-bakalyresponse-to-brenda-o-leary-page-6 All other claims in Bakaly's email to O'Leary are either irrelevant or personal attacks. A complaint will be filed with BCHD.

Two for three
Dear ER:

Voters in Redondo Beach will soon weigh in on three bond measures – to be financed via three new additions to our property taxes over the next 30 years.

I urge voters to say Yes to two of them: city Measure FP (for long-overdue police and firefighter building updates); and school district Measure S (for much-needed school repairs and upgrades) — and No on Measure BC, sponsored by the Beach Cities Health District.

The District plans to spend a whopping $9 million – out of the $30 million it is asking us to pay — to build a new state-of-the-art structure to house the allcove youth mental health program. This will be added to the $7 million the District has already raised for this project. Yet their CEO recently stated this still won’t be enough. Never mind the District only recently estimated the entire cost to construct the new allcove building would be $6 million.

What will happen to the rest of the $30 million our new property tax dollars will raise under Measure BC? Most will be used to demolish the old hospital building and turn that property into what Measure BC simply refers to as “open space.”
With Dominguez Park directly across the street, this new patch of open land would bring little added value to nearby residents – and even less to people in Manhattan and Hermosa Beach, who will also pay for 30 years to create this new open space in South Redondo Beach.

Let’s end this wasteful spending. Vote NO on Measure BC.

To: Judy Rae <[email protected]>
Regarding last week's "Measure BC a call to action" letter; yes, Measure BC is a call to action to get BCHD back under control. BCHD asked for and received a $6.3M grant for an allcove building. But, BCHD underestimated the allcove building cost by $9M and instead of getting grant money, BCHD now asks taxpayers to fix its bad math by approving Measure BC Worse yet, in order to get the $6.3M grant, BCHD agreed to provide allcove service to all LA County SPA8 (population 1.4M) youth without any source of funding other than District taxpayers.

BCHD never calculated the 30-year cost, but it looks to be around $175M. That's a really big screwup - trading a $175M debt for a $6.3M grant.

BCHD's investment banker assured taxpayers that BCHD's lease deal with PMB LLC would force PMB to pay for demolition, greenspace and parking. Was that another math screwup by BCHD or simply a con job? BCHD's engineering firm (Youssef Associates) told the Community Working Group that the "best practice" for the building that BCHD wants to demolish is up to 25 years continued use. No previously built building meets current seismic standards, nor is it required to do so. That's a BCHD hoax.

Last, BCHD is a 100% optional local agency. Only 5% of LA County is covered by the two health districts. They do not provide essential services. They provide 100% optional services.

Again, we're being scammed by BCHD. Vote NO on Measure BC.

BCHD Community Working Group member
Dear ER:

By voting Yes on Measure BC, the $30 million Beach Cities Health District bond, we are creating a community that gives people of all ages a means of engaging in healthy behaviors, forming meaningful connections, and living well, for generations to come.

The wellbeing of our youth is paramount.

Over the past decade, the mental health of our young people has faced unprecedented challenges. The Centers for Disease Control and Prevention (CDC) reports that feelings of persistent sadness, hopelessness, and suicidal thoughts among young people nationwide have surged by 40%. Here in the Beach Cities, the situation is no less dire. According to the California Healthy Kids Survey, one in twelve 11th graders in our community has seriously considered attempting suicide within the last year. The Surgeon General has called youth mental health an “urgent public health crisis,” demanding immediate action. Mental health is not a luxury; it’s a necessity.

By voting Yes on Measure BC, we commit to prioritizing mental health and ensuring that all our kids have the resources and support they need to thrive.

Measure BC is more than just a general obligation bond measure on the November 5, 2024, ballot. It’s a vision for a healthier community hub, brimming with life and activity. Picture walking trails, a great lawn, a community garden, and spaces for exercise, relaxation, and social connections. The programs provided in this open, inviting environment will reduce stress and promote healthier lifestyles.

Measure BC commits to enhancing community health through a series of significant projects:

1. Addressing Urgent Mental Health Needs: Fund the construction of a new state-of-the-art allcove Beach Cities building. This center will offer comprehensive mental health, physical health, and substance abuse programs; peer and family support; and education/employment services for ages 12-25. Built and furnished with sustainable materials, equipped with energy-efficient technology, and offering electric vehicle/bike charging, it aligns with the environmental concerns that increasingly occupy the attention of youth today.

2. Creating More Open Space: Transform the decaying hospital property into a welcoming, intergenerational community campus, providing approximately two acres of outdoor wellness space for exercise, relaxation, and social connections. Beach Cities Health District programs will make extensive strategic use of these spaces as well as having them available for the community at large to enjoy.

3. Addressing a Deteriorating Building: Safely remove an outdated building that fails to meet current seismic standards, thus reducing earthquake risks and potentially saving lives. This demolition paves the way for new, safe, cost-efficient facilities that better serve our community’s health needs.

4. Safeguarding BCHD’s Essential Programs: Modernize the campus to ensure continued revenue through leases, supporting BCHD’s extensive menu of free programs and services for the community. This modernization helps guarantee that programs essential for safeguarding the health and wellbeing of the Beach Cities’ youth, adults, and elders continue to thrive.

By voting Yes on Measure BC, we acknowledge these urgent needs and take a stand to ensure a brighter, healthier future for all Beach Cities residents. Your vote for Measure BC can make a lasting difference.

***UPDATE: HERE IS MY RESPONSE FROM TOM BAKALY, CEO*** Basically there is no more or new liability from operating allcove than what a resident already pays, which is less than a penny from each Property tax dollar paid annually, plus the $1.00 per assessed value for the Bond for Property Owners to build the new building. The District generates the remaining revenue needed, that is how residents have a 300% ROI in programs and services, plus $182 million in savings in healthcare cost from Good Health. THERE IS NO LIABILITY TO RESIDENTS – ALLCOVE OPERATIONS WILL NOT CHANGE THIS FACT:

THIS IS WHAT YOU PAY TO THE DISTRICT IF YOU OWN PROPERTY – AND YOU GET A 300% RETURN o For every 1% Prop 13 Property Tax dollar Beach Cities residents pay, less than a penny ($0.0088) goes to the District. THIS WILL NOT CHANGE For example: If your house has a tax assessed value of $1,000,000. o Per Prop 13, 1% Property Taxes, you pay $10,000 annually in property taxes $88 goes to the BCHD annually – THIS WILL NOT CHANGE $88.00 x 30 = $2,640 over 30 years o For every $1.00 paid, each resident has a 303% of return from the District’s. o Additionally Good Health saves the Beach Cities residents $182 million healthcare cost annually reported by Gallup. MARK N'S TABLE FLAW: SCARE TACTICS ONLY – · THERE IS NO MORE LIABILITY TO RESIDENTS THAN $1.00 per $100,000 TAX ASSESSED VALUE TO BUILD ALLCOVE. · THERE IS NO RENT PAYMENT TAKING AWAY FROM OTHER SERVICES. · Table states “unavailable services”; that means MARK N doesn’t want allcove mental health services for District’s youth residents. · Mental Health is a core service need in the District and if a new building is not built for allcove then other services will have to move or no mental health services to youth. o Residents tax bill will not change because of allcove operations. o There is no added liability to the District residents. o The allcove building is going to be built sustainably. o ROI (Return on Investment), Mark N's table would indicate $172 million x 3 savings to residents over $8,160,000,000 over 30 Years – BILLIONS IN SAVINGS.
