A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDONDO BEACH, CALIFORNIA, ADOPTED BY A 4/5 VOTE
TO AUTHORIZE A BUDGET MODIFICATION FOR FISCAL
YEAR 2024-2025 TO ALLOCATE TO AND APPROPRIATE
PROPOSITION A LOCAL RETURN TRANSPORTATION FUNDS
IN THE AMOUNT OF ONE HUNDRED SIXTY-EIGHT THOUSAND
DOLLARS ($168,000) TO THE TRANSIT FUND
WHEREAS, the City of Redondo Beach (“City”) adopted budget needs to be modified from time to time to appropriate monies from fund balances for necessary additional expenditures; WHEREAS, Beach Cities Transit (“BCT”) services are funded through dedicated transportation resources, including the Municipal Transit Operator Formula Allocation Procedure (FAP), Local Return Proposition A funds, BCT fares, and bus pass sales, without any support from the City’s General Fund;
WHEREAS, on May 5, 2020, the City Council approved an Agreement with Parking Concepts, Inc. dba Transportation Concepts, to manage the BCT fixed-route and dial-a-ride systems as the contract operator;
WHEREAS, recent increases in the minimum hourly wage to $20.00 in the fast-food industry have created competitive challenges in compensating BCT bus drivers; WHEREAS, in response to the need to retain skilled BCT bus operators, the City desires to increase the hourly wage rate by $4.00 to establish a starting wage of $24.00 per hour; WHEREAS, the proposed hourly rate of $24.00 per hour is to be effective January 1, 2025, resulting in an additional expenditure of $168,000 from January 1, 2025 to June 30, 2025; and
WHEREAS, there are sufficient funds in the amount of $168,000 in the Proposition A Local Return Funds to cover this increase.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the amounts allocated in the budget for Fiscal Year 2024-2025 and the amounts required to meet conditions which have arisen during the budget year, require a modification in the budget appropriations; and, upon recommendation of the City Manager, the budget appropriation as adopted for Fiscal Year 2024-2025 is modified as follows:
One hundred sixty-eight thousand dollars ($168,000) from the Proposition A Local Return Transportation fund shall be transferred to the Transit Fund One hundred sixty-eight thousand dollars ($168,000) shall be appropriated to the Transit Fund Budget.

SECTION 2. That, pursuant to Section 11(f) of the City Charter, the City Clerk is hereby directed to correct the budget record of said City for Fiscal Year 2024-2025 in accordance with the above modification.
SECTION 3: This Resolution shall take effect immediately upon its adoption by the City Council.
SECTION 4: The City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.
