A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO
BEACH, CALIFORNIA AUTHORIZING STAFF TO SUBMIT A LOCAL
COASTAL PROGRAM GRANT APPLICATION TO THE CALIFORNIA
COASTAL COMMISSION FOR PREPARATION OF A CLIMATE
RESILIENCY PLAN AND AUTHORIZING THE CITY MANAGER OR
DESIGNEE TO EXECUTE APPLICATIONS, CONTRACTS,
AGREEMENTS, AND AMENDMENTS NECESSARY TO IMPLEMENT
THE GRANT
WHEREAS, the California Coastal Commission, under the authority of the California Coastal Act, may provide financial assistance to support coastal planning and has approved a grant program to provide such financial assistance for LCP & LUP planning; and WHEREAS, the goal of the grant program is to develop new or updated LCPs in conformance with the California Coastal Act, promote coastal resiliency, and address the effects of climate change and sea-level rise; and
WHEREAS, the grant proposals submitted under this program must complete LCP planning work with special emphasis on coastal resiliency, addressing the effects of climate change, and providing meaningful public participation; and WHEREAS, the City of Redondo Beach has an effectively certified LCP; and WHEREAS, the City of Redondo Beach desires to pursue a project that will update and amend the certified LCP and LUP in response to changing coastal conditions, including climate resiliency, and support the community's adaptation and resiliency efforts; and WHEREAS, the City of Redondo Beach commits to and agrees to fully support a planning effort intended to amend the certified LCP in accordance with the California Coastal Act with full public participation and coordination with the Coastal Commission staff.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redondo Beach hereby:
SECTION 1. Directs City staff to submit the grant application package attached hereto to the California Coastal Commission to provide financial and planning assistance, under the authority of the California Coastal Act, in the amount of $500,000 to fund the project more particularly described in the grant application package ("EXHIBIT A").
SECTION 2. Authorizes the City Manager or designee to execute, in the name of the City of Redondo Beach, all necessary applications, contracts, agreements, and amendments thereto to implement and carry out the grant application package attached hereto and any project approved through the LCP grant application to the Coastal Commission.
