TITLE

APPROVE AN AGREEMENT WITH AMERICAN TEXTILE MAINTENANCE COMPANY, DBA

MEDICO PROFESSIONAL LINEN SERVICE, FOR THE SUPPLY AND MAINTENANCE OF

BEDDING AND LINENS FOR THE POLICE DEPARTMENT JAIL FACILITY IN AN AMOUNT NOT TO EXCEED $45,000 PER YEAR, FOR A FIVE-YEAR TERM BEGINNING FEBRUARY 18, 2025 THROUGH FEBRUARY 17, 2030

EXECUTIVE SUMMARY
The Redondo Beach Police Department operates a jail facility to house arrestees. The California Code of Regulations requires that jail facilities implement a program for the scheduled exchange of laundered and sanitized bedding and linens. The Department currently uses a variety of vendors to perform this service at varying cost. American Textile Maintenance Company, dba Medico Professional Linen Service (Medico) is an industry leader in providing such services using state of the art equipment for hygienic care and offers competitive pricing.

The proposed Agreement with Medico will provide weekly delivery of clean and sanitized bedding and linens, including blankets, sheets, towels, and wash cloths. Medico will also pick up and remove used linens as part of each delivery. By entering this Agreement, a discount from Medico’s contractual pricing will apply, for a five-year term, with nominal increases each year to adjust for inflation. Approval of the Agreement will keep the City in compliance with State regulations related to bedding and linen exchange for jail facilities in a more efficient and cost-effective manner.

BACKGROUND
The Redondo Beach Police Department oversees a jail facility which houses approximately 3,000 arrestees per year. The jail averages six to ten in-custody persons at any given time. Title 15 of the California Code of Regulations sets forth minimum standards for the operation of local detention facilities. The standards are enforced by the Board of State Community Corrections (BSCC) through regular reporting and inspections. The regulations include provisions that a jail facility must implement a program for the scheduled exchange of laundered and sanitized bedding and linens, including blankets, sheets, towels, and wash cloths.

The Police Department has placed weekly orders with various linen services, on an as-needed basis, to comply with state regulations. Entering into a service agreement with a dedicated provider will guarantee a standardized delivery and pickup schedule, reducing the burden on staff to ensure weekly orders are placed. A service agreement also offers the opportunity for the City to enjoy

reduced pricing through contractual rates.

The linen service industry is comprised of many providers, and certain providers tailor their services to a specific category of business, such as restaurant, hospitality, or healthcare. In researching the various vendor options, staff took into consideration the specialty of each vendor along with the travel distance for delivery. It was determined that Medico is best suited for the needs of the City’s jail.

Medico utilizes state of the art equipment for hygienic care, and is the only vendor within a reasonable delivery distance that provides fire retardant protected blankets, a best practice for jail facilities.

Medico has four Los Angeles area locations within a 20-mile radius to serve Redondo Beach, ensuring a guaranteed weekly delivery and pick-up schedule without disruption, and the ability to easily incorporate emergency deliveries, if needed. Additionally, this reduces the transportation charges which are incorporated into the overall cost of services for all vendors. For example, Mission Linen Supply, Braun Linen Service, and California Lines Services were also researched; however, each have single distribution facilities and are beyond the immediate LA area, located in Chino (54 miles), Pomona (48 miles), and Pasadena (31 miles). Initial savings for the linen services were offset by the increased charges for the travel distance, making the difference in cost between Medico and the others firms smaller.

By entering into a service agreement with Medico, the City secures discounted pricing, from the previous non-contractual rates, and can establish a standardized delivery and pickup schedule. The overall cost of Medico services is slightly higher than some of the other firms, however the Police Department is recommending Medico as a sole source provider of linen services due to their proximity, state of the art hygienic equipment, and their ability to provide products that provide fireretardant protection.

Should the need arise, the Agreement can be terminated at any time with 60-day written notice.

COORDINATION
The Agreement was reviewed and approved as to form by the City Attorney’s Office.

FISCAL IMPACT
The estimated total cost for Medico’s linen services is expected to range from $38,000 to $45,000 per year based on prior needs. Funding for jail linen services is available in the Police Department’s annual operating budget. Historically, the Department has spent an average of $50,068 per year on linen services. The proposed contract with Medico is expected to save the City between approximately $5,000 - $12,000 annually. The five-year Agreement includes a 6% annual price increase for inflation.
