To: MAYOR AND CITY COUNCIL
From: GREG KAPOVICH, WATERFRONT AND ECONOMIC DEVELOPMENT DIRECTOR TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2502-005, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA AUTHORIZING STAFF TO SUBMIT
A LOCAL COASTAL PROGRAM GRANT APPLICATION TO THE CALIFORNIA COASTAL
COMMISSION FOR PREPARATION OF A CLIMATE RESILIENCY PLAN AND AUTHORIZING THE
CITY MANAGER OR DESIGNEE TO EXECUTE APPLICATIONS, CONTRACTS, AGREEMENTS,
AND AMENDMENTS NECESSARY TO IMPLEMENT THE GRANT
EXECUTIVE SUMMARY
In 2021, the California Coastal Commission acquired $31 million in funding for a Local Coastal Program (LCP) Assistance Grant Program to support local governments in developing and amending LCPs and Land Use Plans (LUP) to address coastal resiliency. More specifically, the program provides funding to support local governments in planning for the impacts of sea level rise. Staff recommends that the City apply for $500,000 in funding, which is the maximum grant award allowed by the Coastal Commission. If the City is awarded the grant, the funds will be used to complete an updated vulnerability assessment for King Harbor and to prepare updates to the City’s LCP and LUP that will guide future waterfront projects in a way that makes them more resilient to coastal change.
No matching funds from the City are required as part of the grant program. The grant funds are expected to enhance the City’s ability to address emerging coastal challenges and promote sustainable future development in the coastal zone.
BACKGROUND
The California Coastal Commission LCP Assistance Grant Program was established to assist local governments in developing and amending LCPs and LUPs to improve coastal resiliency. In 2019, the City made progress in assessing vulnerabilities and developing adaption strategies through a Sea Level Rise study, however, the methodology to calculate the effects of sea level rise has changed since 2019 and an update to the study is needed to accurately assess the associated sea level rise impacts to the City over multiple time horizons including 2030, 2050, and 2100.
The 2019 study only looked at sea level rise and did not address other potential climate impacts to the City considered by the Coastal Commission’s Grant Program, such as rising temperatures, changes in rainfall, potential drought, flooding, heat island effect, etc. If awarded, the grant will allow the City to conduct a comprehensive vulnerability analysis and update policies and zoning regulations within the LCP and LUP based on the new assessment. In addition, years of previous amendments to the City’s LCP have created a document that is effective, yet difficult to read and utilize for City staff, City elected officials, the Coastal Commission, the development community, and

utilize for City staff, City elected officials, the Coastal Commission, the development community, and members of the public. As such, the grant funds will also be used to cover the cost associated with re-organizing the existing LCP into a more user-friendly format.
Staff recommends that Council adopt the attached resolution authorizing the submission of a grant application to the California Coastal Commission for a LCP Assistance Grant and authorize the City Manager or designee to execute all necessary documents to submit the grant application package.
COORDINATION
The Waterfront & Economic Development Department coordinated this report with the Community Development Department. The proposed Resolution was reviewed and approved as to form by the City Attorney’s Office.
FISCAL IMPACT
If selected for award, the City would receive $500,000 which would be used to hire qualified consultants to complete the updated vulnerability assessment and assist City staff with updates to the City’s LCP and LUP.
