TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2502-006, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, ADOPTING A MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF REDONDO BEACH AND THE REDONDO BEACH FIREFIGHTERS’ ASSOCIATION/FIRE MANAGEMENT UNIT FROM JULY 1, 2024 THROUGH JUNE 30, 2028
EXECUTIVE SUMMARY
In the Fall of 2022, the City’s Fire Division Chiefs voted unanimously to affiliate with the Redondo Beach Firefighters’ Association and become the first members of the newly formed RBFA-Fire Management Unit (RBFA-FMU). Previously, under the City’s Employer-Employee Relations Resolution, Fire Division Chiefs were recognized as unrepresented members of the City’s Management and Confidential Employee Group. As the RBFA Memorandum of Understanding (MOU) at that time wasn’t set to expire until June 2024, the Division Chiefs delayed implementation of a new MOU until the 2024-2028 RBFA MOU was adopted, so that the Management Unit MOU could coincide with the current RBFA MOU.
In 2024, concurrent with and following the negotiations that resulted in the updated RBFA MOU, City representatives met and conferred collaboratively with the newly formed Fire Management Unit and agreed on updated compensation and health contributions for the Division Chiefs. The new RBFAFMU MOU, covers the period July 1, 2024 through June 30, 2028.
The attached Agreement will provide the RBFA-FMU Division Chiefs with the same terms and conditions of employment they enjoyed as part of the Management and Confidential Group, with the following enhancements:
1) Effective July 1, 2024, a 0% increase to base salary 2) Effective July 1, 2025, a 3% increase to base salary 3) Effective July 1, 2026, a 3% increase to base salary 4) Effective July 1, 2027, a 3% increase to base salary; 5) Increases to monthly City health insurance contributions in January 2025 and January 2026 of $50/month per employee; $100/month for employees plus one and $150/month for family coverages;
6) Effective July 1, 2026, new employees will have to abide by the recently agreed upon RBFA Residency Requirement by maintaining residence in one of six Southern California counties; 7) Members serving on State of California Office of Emergency Services (OES) deployments
H.13., File # 25-0214 Meeting Date: 2/18/2025
7) Members serving on State of California Office of Emergency Services (OES) deployments may receive reimbursable overtime pay; and,
8) Members assigned as the Administrative Chief will receive 5% additional special pay while serving in that assignment.
It is important to note that in January 2024, Division Chiefs previously benefitted from a 5% COLA and salary range adjustment where Management Incentive Pay was converted into salary range.
This benefit was provided to the Division Chiefs while they were still under the auspices of the Management and Confidential employee group. They also were provided health contribution increases in January 2024 along with other City bargaining units. This is why the RBFA-FMU MOU is providing them with a 0% increase to base salary in 2024, and no additional health contribution increase until January 2025.
The Division Chiefs ratified the attached Agreement on January 31, 2025. The projected cost of the Agreement for this fiscal year is $14,590, and the total additional cost over four years equals $149,704. The FMU has four members all serving in the classification of Fire Division Chief.
BACKGROUND
In 2022, the City’s Fire Division Chiefs voted unanimously to join the Redondo Beach Firefighters’ Association by forming a new employee bargaining unit called the Redondo Beach Firefighters’ Association-Fire Management Unit (RBFA-FMU). As the RBFA already was under contract with an existing four-year MOU, the Division Chiefs waited until the RBFA MOU was coming to an end to begin negotiations for the new Management Unit MOU. During that time, they remained part of the unrepresented Management and Confidential Employee Group.
City representatives and members of the RBFA-FMU have recently concluded negotiations to create a new, four-year MOU for the Division Chiefs’ bargaining unit. The attached Agreement will provide the RBFA-FMU Division Chiefs with the same terms and conditions of employment they enjoyed as part of the Management and Confidential Group, with the following enhancements:
Salaries: RBFA-FMU employees will receive a 3% increase to their base salaries in July 2025, July 2026, and July 2027, which is consistent with the current RBFA MOU. As Division Chiefs already benefitted from a January 2024 5% COLA and salary range adjustment as members of the Management and Confidential employee group, they will see no increase in July 2024 at the inception of the new MOU.
Health Contributions: Members will see increases to monthly City health insurance contributions in January 2025 and January 2026 of $50/month per employee; $100/month for employees plus one and $150/month for family coverages.
Residency Requirement: Effective July 1, 2026, new employees will have to abide by the recently agreed upon RBFA Residency Requirement by maintaining residence in one of six Southern California counties.
Strike Team Pay: Members serving on State of California OES deployments may receive reimbursable overtime pay. Such pay is 100% reimbursed by the State of California at no additional cost to the City.
H.13., File # 25-0214 Meeting Date: 2/18/2025
Administrative Chief Pay: Members assigned as the 40 hour/week Administrative Chief will receive 5% additional non-PERSable special pay while serving in that assignment.
The provisions of this MOU were ratified by the RBFA-FMU on January 31, 2025. The RBFA-FMU contains four members and represents the classification of Fire Division Chief.
