RE: South Bay Local Travel Network in Redondo Beach Project – Letter of No Prejudice for Expenditure of Local Funds
Dear Mr. Liu:

This is in response to your June 17, 2024, letter requesting a Letter of No Prejudice from the Los Angeles County Metropolitan Transportation Authority (“LACMTA”). This Letter of No Prejudice will allow the City of Redondo Beach (the “Grantee”) to spend its local funds for the South Bay Local Travel Network in Redondo Beach (the “Project”) prior to execution of a Measure M Funding Agreement (FA) with the understanding of an agreement to the following:
• Uncertainty in transportation revenues and costs prevents LACMTA from guaranteeing that the Measure M funds planned for the Project under the Transportation System & Mobility Improvements Program will be available to the Grantee at a specific time within the schedule of the funding availability identified in the Measure M Expenditure Plan. Accordingly, any work and related local expenditures that the Grantee makes under this Letter of No Prejudice is undertaken solely at the risk of the Grantee, as LACMTA cannot guarantee the availability of funds to be programmed. LACMTA shall have no responsibility or obligation to fund the Project based on anything contained in this letter.
• The Grantee understands and agrees that should the Grantee choose to initiate any work under this Letter of No Prejudice, it in no way implies or assures that the Project will be given a higher priority by LACMTA in the assignment of available funds over other projects within the Measure M program.

With this understanding, if the Grantee still desires to go forward with the Project at this time, LACMTA agrees that if the Grantee chooses to spend local funds in an amount up to $1,272,700 for the scope of work contained in Attachment A, then such funds shall be considered local expenditures contingent upon meeting the following conditions:
• LACMTA shall consider expenditures in an amount up to $1,272,700 as local expenditures for the Project effective as of the date of this letter.
• All expenses made prior to the execution of the FA and as of the date of this letter must be fully documented, in compliance with the scope of the Project approved by the LACMTA Board.

02.09.2020 2 MM MSP LONP
• The Grantee understands that funds are subject to programming by the LACMTA Board and no guarantee is made as to when such funds will be available for the Grantee’s use; • Upon commencement of local expenditures, the Grantee shall submit Quarterly Progress/Expense Reports consistent with the Measure M Multi-Year Subregional Funding Agreement;
• Any local expenditures incurred under this Letter of No Prejudice will be audited and any expenses found not to be in compliance with the terms and conditions of the FA will be disallowed;
• The Grantee will comply with LACMTA’s Funding Agreement - Funding Recipient Communications Guidelines including installing signage and media notification, etc.; and • The indemnity requirements as provided in the FA shall apply to any local match funds expended as described in this letter.

If the Grantee fails to meet the above conditions, this letter shall be void and not binding upon LACMTA. Nothing in the letter is intended to or shall be construed to allow the Grantee to spend Measure M funds.

If you should have any questions regarding the terms and conditions of this Letter of No Prejudice, please call Fanny Pan, Executive Officer, at (213) 418-3433 or email [email protected].

Sincerely,
Ray Sosa

PROJECT TITLE: South Bay Local Travel Network in the City of Redondo Beach PROJECT LOCATION:

The project is located in the City of Redondo Beach.

PROJECT LIMITS:

This project limits are citywide. Specific street segments are available in the spreadsheet included as Exhibit 1 with the project maps.

PROJECT DESCRIPTION INCLUDING MULTI-YEAR SUBREGIONAL PROGRAM AND PROJECT NEXUS:

The purpose of this project is to support the goals of active transportation, reduce vehicle miles travelled and greenhouse gas emissions, and support the adoption of zero-emission micro-mobility vehicles. This project will implement a Class III shared lane (sharrow) network and branded wayfinding system on low-speed neighborhood streets to connect individuals with key destinations.

PROJECT BACKGROUND:

Over the past 15 years, research conducted by the South Bay Cities Council of Governments (SBCCOG) demonstrated that approximately 70% of trips in the South Bay are within 3 miles of an individual’s home, and 90% are within 10 miles. The data showed that these trips are too short for the frequency and quality of the transit service in the South Bay, but too far to walk. Micro-mobility however does offer a solution. By replacing the trips that are currently being made with internal combustion engine powered cars with zero-emission micro-mobility vehicles, GHG emissions would be reduced. Micro-mobility devices are generally low-speed pedal/battery powered devices including, but not limited to, bikes, e-bikes, e-scooters, e-skateboards, and neighborhood electric vehicles (street legal golfcarts). The market and use of these types of vehicles continues to grow. Ebike use has exploded through the COVID-19 pandemic and is likely to continue as the State of California implements an e-bike rebate program.

The initial conceptual plan for a “slow-speed” network to support micro-mobility modes was funded by Metro in 2017. From this effort a Caltrans Sustainability grant provided funding to refine the concept into what is now called the South Bay Local Travel Network (LTN). A route network of South Bay streets which connects neighborhoods to neighborhood to destinations both within and between South Bay cities. The plan proposes a system of low-speed neighborhood streets with crossings of major streets at controlled intersections. The network was specifically designed to operate predominately on 25 mph streets, but never on streets above 35 mph. Although many micro-mobility devices, such as bikes and e-bikes, can travel on streets with posted speeds higher than 35 mph, the mixing of these slow-moving vehicles with significantly higher speed and heavier weighted automobile traffic on major streets poses significant safety concerns.

Through a collaborative process, the SBCCOG worked with the City of Redondo Beach to develop the network of neighborhood streets as shown in the project maps in the city. Through a Class III shared lane (sharrow) network and a branded wayfinding system, users will be able to reach destinations such as schools, parks, civic centers, business/employment centers, and other FTIP #: N/A

destinations throughout the city and between cities. It’s also the goal that the wayfinding sings include QR codes to further guide travelers if they so desire. Motorists will identify the shared nature of the street through the sharrow markings and network signs. A subsequent goal is to eventually add the LTN to electronic wayfinding (e.g. Google Maps, Apple Maps, etc.).

The map below shows the proposed LTN in Redondo Beach, slower speed neighborhood streets designated for “Class III style” wayfinding and in-road sharrow treatments. These streets cross major arterials at signals, are less steep than parallel routes, and have lower speed limits. The routes connect neighborhoods with various destinations like schools and parks. The network complements the local/regional bicycle master plan. Signs and sharrows would be placed periodically per the SBCCOG’s LTN Playbook and in accordance with the CAMUTCD and other relevant laws governing the public right-of-way.
