We OPPOSE allowing storefront cannabis retail locations in our community. There are plenty of options available for adults wishing to purchase cannabis without having to bring these stores into our community and normalizing the usage for our children.

I oppose storefront retail cannabis in Redondo Beach. I believe a delivery only model would be a reasonable alternative. I have a child in RUHS and one at Adams middle school. Having retail storefronts will normalize cannabis use for kids in our community, especially when given the tacit approval by our elected leaders. I have noticed there are 2 recurrent arguments some council members make in support of having retail store fronts in Redondo Beach: 1) It is the ONLY way to stop illegal sales, and 2) The money we get from drug sales can then be used to educate children against drug use. The first argument is never supported by FACTS, only personal empirical observations, and the second argument is preposterous. Please vote against today's retail cannabis ordinances.

We STRONGLY OPPOSE the cannabis ordinance. There is NEW information that the City Council, Police Chief, L.A. County Public Health, School Board, BCHD (?), and the community must assess and evaluate to determine what is in the BEST interest of our city. Proceeding with the ordinance while ignoring this NEW information—and without publicly hearing from these public safety, health, and education entities—would be complacent and irresponsible.

We need to PAUSE. What is the urgency to rush this? Furthermore, residents across our city have made it clear that they DON'T WANT it. So why are the City Council and the Treasurer trying SO HARD to push this ordinance through?
We are NOT opposed to adult cannabis use. We ARE opposed to STOREFRONT retail cannabis in Redondo Beach. Research from peer-reviewed studies conducted in California shows that it NORMALIZES and increases youth use. We oppose an industry that operates in a way that negatively impacts public health.

Please read the Santa Cruz Board of Supervisors’ approved resolution urging statewide improvements in cannabis testing.

Please VOTE NO on the ordinance and re-evaluate.

Dear Redondo Beach City Council,
I am writing to vehemently oppose the proposed retail cannabis storefront ordinance and implore you to vote "NO." Instead, I advocate for a delivery-only model, a solution that balances access with community well-being.

Firstly, the 2022 Measure E vote, where 75% of Redondo Beach residents rejected retail cannabis, must be honored. Ignoring this mandate undermines democratic principles. Secondly, the California Department of Cannabis Control's (DCC) failures, as detailed by The Times, constitute a "public health emergency," casting serious doubt on the safety of retail operations.

The impact on youth is paramount. Research indicates retail storefronts normalize cannabis, increasing usage by up to 26%. This poses a grave threat to our children. Moreover, the industry's $1.3 billion tax revenue deficit, intended for vital drug prevention programs, reveals systemic instability.

Retail locations risk altering our community's character, potentially increasing traffic, security issues, and eroding our family-friendly atmosphere. A delivery-only model offers a viable alternative. It provides access for adults while minimizing youth exposure, reducing neighborhood disruption, and respecting voter sentiment. This model allows for stricter regulation and monitoring.

Therefore, I urge the Council to:
* Vote "NO" on the current retail ordinance due to significant public health and safety concerns. * Defer all decisions to the incoming city council and mayor, allowing for a comprehensive review of safety and economic data.
* Impose a moratorium on retail cannabis activity until the DCC can guarantee the safety of commercial cannabis products.

This cautious approach ensures responsible governance and prioritizes the well-being of Redondo Beach residents. Your consideration is greatly appreciated.

I oppose storefront cannabis in Redondo Beach. I would not like underaged kids have an easy access to this addictive and damaging substanse through the older eligible peers. I would not like RBUSD kids to be exposed to cannabis product. As a society we failed to protect kids from Vaping epidemic, we don't handle it well as of today:
vaping product are still available on the market.

I would like to understand better what would be the benefits of this amendment, an impact analysis must be conducted to proof point the revenue effect of this type of business within the other line of business that current promote activation, well-being and entertainment on this critical arterial avenue that is Artesia, I don’t see any.

The community impact should also be evaluated. Also benchmark analysis could help the city to understand the impact of such change in our neighborhood (including MB and HB). I would encourage the City to involve planners to provide a critical analysis of this subject and its impacts. I am oppose to it.

I STRONGLY oppose retail cannabis storefronts in Redondo Beach. I am a mom of 2 RBUSD students. Don't let Redondo Beach be the first South Bay city to experiment with cannabis storefronts that will damage safety of our kids/students, degrade property value, and negatively impact public health. I urge you to also consider alternative revenue streams that would bring pride and business to Redondo without negatively impacting public safety - North Redondo is packed with working parents/families who would love to give business to local green-grocers, cafes, and shops. Please respect our neighborhood and the wishes of our residents. Vote NO on the cannabis ordinance due to public health safety issues. Allow the incoming city council and mayor to review all safety and economic data and pause/halt all cannabis activity until the safety of commercial cannabis products is assured by the CA Department of Cannabis Control (DCC).

I am a 10.5 year resident of District 3 and I strongly oppose the City of Redondo allowing commercial cannabis in our City. Cannabis is a short-sighted means to bring revenue into the City. It is critical that the new mayor and council members focus on revitalization especially along Artesia Blvd and the South Bay Galleria areas in North Redondo. Instead of filling one business front with a Cannabis dispensary, focus on filling all of the vacant businesses with restaurants, shops, and services that will make it a desirable place for the entire community. A dispensary is going to drive away other businesses from the area. Please vote no! Katherine Schryver-Stahly

As a parent, PTA leader, and District 1 member, I strongly oppose store-front cannabis and urge the council to PAUSE voting on any ordinances until both the new city council takes office and more research is published on cannabis safety in our state. The LA Times has once again published a front page news article on the recent findings of toxins and pesticides in cannabis and the complete lack of regulation. Please do not allow our small town community to be impacted by this. Let’s keep Redondo as a destination of choice for families and chose other options for tax revenues (the cannabis industry is drastically declining anyway - all other concerns aside, it simply doesn’t make fiscal sense to move forward!)

As a 15+ year resident of Redondo beach who has many children enrolled in RBUSD, I strongly oppose cannabis dispensaries in Redondo beach. It is unwanted exposure to children and a significant safety concern due to cash on hand and robbery. Additionally, I oppose the location proposed on MBB to take over the 99 cent store property. It is within 1500ft of the South Bay Adult School which has MANY youth programs on campus. There are youth on campus every single day through the special education program and the program for expelled students across the district (Alternative Education).

Dear Council Members,
I strongly oppose the proposed cannabis dispensary in our city. While it may generate tax revenue, the risks far outweigh any financial benefits. Please consider the following concerns:

1. Community Safety – Studies show dispensaries often attract increased crime, including theft, burglary, and illicit drug activity, compromising public safety and burdening law enforcement.

2. Impact on Youth – Despite age restrictions, cannabis products frequently reach minors. Early use negatively affects brain development, academic performance, and mental health. Our city should promote healthy choices and positive role models.

3. Property Values & Business Impact – Dispensaries have been linked to declining property values and reduced foot traffic, deterring homeowners and businesses. Why jeopardize our city’s desirability for this kind of revenue?

4. Public Health Risks – Increased availability of cannabis leads to more emergency room visits, drugged driving incidents, and mental health issues, straining public resources and law enforcement.

5. No Need for a Dispensary – With the existing infrastructure for legal cannabis delivery, residents already have access without the risks of a brick-and-mortar dispensary. There is no justification for adding unnecessary exposure and potential harm to our community.

6. Better Economic Alternatives – Instead of a dispensary, we should attract businesses that enhance our city’s reputation.

Our city is known for its safety and strong community values. A dispensary sends the wrong message and brings unnecessary risks. I urge you to reject this proposal and prioritize business opportunities that align with the wellbeing of our residents.

Thank you for your time and commitment to preserving the integrity of our community.

Sincerely,
Olivia Pucci (Former Public Art Commissioner)

I am a resident of Redondo Beach. My two grandchildren attend RBUSD. I strongly oppose the establishment of storefront cannabis in Redondo Beach. Allowing such retail outlets lead to the normalization of cannabis use among children, who are impressionable and susceptible to external influences. Protecting the younger generation from early exposure to substances that can affect their development should be our paramount concern. Therefore, it is imperative to prioritize the well-being of our children and maintain a safe and healthy environment in Redondo Beach.

I have I have been a resident of Redondo Beach for over 15 years. I am a homeowner. My two children attend RBUSD. I strongly oppose storefront cannabis in our community. It is a fact that storefront cannabis normalizes its use among children as young as 10 years old. We have presented council members with numerous studies illustrating this issue. Additionally, the cannabis industry is failing in California due to, among other things, contamination and high taxation; information which we have also provided to the council. Despite this, the council appears inclined to proceed with the proposal.

Furthermore, one must consider why neighboring cities such as Manhattan Beach, Hermosa Beach, El Segundo, and Palos Verdes Estates have all rejected these cannabis operators. If this proposal were indeed beneficial, why would these sister cities refuse it? Clearly, it is not a sound decision. I urge the council members to act in the best interests of our children and our city.

Finally, I ask council members Obagi and Nehrenheim to recuse themselves due to receiving money from the cannabis industry.

As a D4 homeowner, I strongly oppose retail cannabis storefronts in Redondo Beach. Normalizing cannabis use puts our youth at risk for increased addiction, mental health issues, and the false belief that cannabis is safe.

Retail stores make it easier for young people to access cannabis, which can have serious health consequences.

Our community already spoke through Measure E, and our voices must be heard. Voting 'NO' on this ordinance will help protect the safety, health, and future of our kids while preserving the integrity of our city.

I am keenly aware of the insidiousness of addiction. However, I want to be sure this issue is understood and not just have a knee jerk reaction, as I think some things are getting miscommunicated.

My understanding is that previously any/all vape shops opened were issued a "retail" license and part of this process is stopping that and regulating these Vape shops, which I believe sell other drugs, more stringently. If they violated the new rules, they would be subject to closure. I want to see that. Additionally, currently there is no way to regulate delivery, so if we proceed with this process, that will occur, I would like to see that.

I am considered "sober" I haven't touch alcohol or a drug (which I never did) in 9+ users. That said, Cannabis is legal, and I have no opposition to a highly regulated dispensary as long as it is just that, highly regulated. If it were to open, I would expect ID to be scanned, it not to look like a dispensary, rather look like a pharmacy, and the products be consumed by consenting adults.

I think a fair amount of hysteria is being created and I don't think it is necessary. People need to realize cannabis is likely easily attainable via Vape shops, delivery or illegal to our kids. I think if this process regulates the vape shops more stringently, regulates delivery more stringently and offers a legal alternative it actually would help reduce the risk for kids. By keeping things as they are, what is stopping our kids from simply getting cannabis delivered or via a Vape shop?
I don't want to see MORE shops, but if this process stops issuing retail to Vape shops, closes bad actors, regulates delivery and all shops going forward have additional regulation, I support that. I don't support piling onto what we have now, so I would want to see the current model more stringently regulated before opening anything new.

I oppose cannabis dispensaries in Redondo Beach. Opening legal dispensaries will not stop illegal operations - Illegal dispensaries will continue to operate to provide marijuana to people who can not legally buy it. Residents can currently use deliveries or go to legal dispensaries in the surrounding towns. The only thing legal dispensaries will do will increase the amount of marijuana use in our public spaces. This may drive away families and people who do not like marijuana from areas like the Kings harbor and the Village.

Residents of District 4 and District 5, do not want to see more unwanted businesses, particularly cannabis dispensaries, in our neighborhoods as clearly reflected in the recent community poll conducted by Councilmember Behrendt. The safety of our children is at risk. The introduction of cannabis dispensaries in our area would negatively impact our schools and our youth, who are already at risk from THC-related incidents.

You have a chance to vote down retail cannabis as all our neighboring cities have done.

We especially do not want this on the Artesia Corridor. This area is home to a large number of families, and it is in close proximity to Adams, Washington, and Madison schools. We have safe school routes, and we do not want our children walking by cannabis dispensaries.

Normalizing cannabis use in our community is something we can prevent. While we cannot prevent liquor stores, we do have the ability to prevent cannabis dispensaries. To prioritize the safety and well-being of our children, I urge the council to vote against allowing any cannabis dispensaries in RB. We can boost our sales revenue by focusing on the mall and attracting desirable businesses to our city.

I am opposed to storefront cannabis shops for the reasons I stated before the last meeting on this topic. I would also add that there is no evidence that adding legal dispensaries would lead to a significant decrease in illegal sales because there is little overlap in their respective clientele. An additional problem with storefront shops is the negative impact on nearby businesses. As an example, we stopped at an IHOP restaurant on a recent road trip and found it nearly deserted at lunch time. We learned that their business dropped off after a dispensary moved in next door.

I oppose this measure and encourage the city council to pause the approval of storefront cannabis stores. The incoming city council should have a say in this matter while reviewing safety and economic data.

As a D4 homeowner and lifelong South Bay resident I strongly oppose storefront cannabis stores in Redondo Beach. What kind of message are we sending our children when on one hand we are teaching them in our award winning schools to stay away from drugs while putting the stores that sell drugs in their neighborhoods? What is the message when we are normalizing cannabis use? Our surrounding communities have put the safety and well being of their citizens first and opposed cannabis stores. Surely, we can do the right thing and vote NO to bringing cannabis stores and all that means into our community.

Please vote NO on the cannabis measure. Redondo Beach does not need a dispensary. Our children do not need to be constantly exposed to drugs in our community and it has been proven that exposure to drugs normalizes their use. In addition, the current strains of cannabis is are much stronger and due to this there has been a significant increase of ER visits due to cannabis psychosis nationwide. I live in district 4 and would like Council member Obagi to think of the health and safety of his constituents and vote NO.

I strongly oppose retail cannabis storefronts in Redondo Beach. Allowing commercial cannabis activities threatens our community and raises serious concerns about public safety, youth exposure, and overall quality of life. The presence of cannabis storefronts may deter families and tourists, potentially affecting local businesses and property values. Redondo Beach has long been a family-friendly, vibrant coastal city, and introducing retail cannabis establishments contradicts the community values that residents cherish. I urge the City Council to prioritize public safety and community well-being.

I once again urge the city council to pause all cannabis activities. Retail cannabis normalizes and increases youth use commercial supplies are clearly not safe.

Currently $1.3 billion is owed in back taxes by the cannabis industry (3 tax years) and these funds pay for Tier 3 drug education and addiction support.

The incoming city council should have the opportunity to review the safety and economic data and make a decision based on fact and data and importantly the 75% of residents who voted "no" to retail cannabis via Measure E in 2022.

I am opposed to cannabis dispensaries in Redondo Beach and urge the City Council to pause all cannabis activity until safe product testing is in place, followed by implementing a delivery-only model to prevent the normalization of cannabis use for our youth.

I do not want Redondo Beach with our award-winning RDUSD “best school district in Los Angeles” to be the only beach city with storefront dispensaries. I respectfully request that Councilmembers Nehrenheim and Obagi recuse themselves from voting due to accepting monies from the cannabis industry.

I particularly feel offended that the City of Redondo Beach, after all other beach cities surrounding our community, rejected the approval of this type of business within their cities, are considering approving more cannabis dispensaries in our community.

It is already a shame to observe everyday groups of young individuals “hanging out” in front of the SandBox Cannabis Dispensary at the corner of Artesia and Phelan, North Redondo Beach. This is a shame for our city and community. This represents a risk to all our children and future generations.

As a resident of South Redondo Beach, I am asking city council to please VOTE “NO” on the cannabis ordinance due to public health safety issues. All cannabis activity should be paused until the safety of commercial cannabis products is assured by the CA Department of Cannabis Control (DCC). It is important to ALLOW the incoming city council and mayor to review all safety and economic data before allowing dispensaries to populate our city.

Please vote "no" on the cannabis ordinance due to public health issues and allow the incoming council and mayor to review all detail regarding these new findings in order to keep our public safe.

I strongly oppose retail cannabis in Redondo Beach. Recent research has found harmful substances and practice in the current cannabis industry and I urge the council to stop all cannabis activity until there is more clarity on the safety in this industry.

Furthermore, opening legal retail cannabis does not guarantee that illegal cannabis activity will seize to exist within our city limits. It does however guarantee a normalcy and acceptance of a constant cannabis store- front presence within our city.

For the sake of our youth and our family-friendly and safe community, I do not want our city to normalize the use of cannabis by opening store fronts, especially with all new concerns regarding public health issues.

On 4-3-25 the LA Times published its 4th article detailing the failure of the CA Dept of Cannabis Control (DCC) to test and confirm safe commercial cannabis supply. The City of Santa Cruz Board of Supervisors unanimously declared that this failure is a "public health emergency" and adopted a resolution stating this. https://www.latimes.com/california/story/2025-03-03/frustrated-by-state-delay-a-county-declares-a-cannabishealth-emergency I once again urge the city council to pause all cannabis activities. Little Fish Theater is an incredible community of diverse artists that is committed to giving voice and a platform to new works as well as classics and frankly, they put out some incredibly good theater. Any community would be lucky to have them - they would be an absolute, unequivocal benefit to any neighborhood. LFT's presence will give Redondo Beach some much needed culture. STRONG SUPPORT.

Little Fish Theatre and Shakespeare by the Sea are amazing arts groups, run by a fantastic group of dedicated people who tirelessly support the arts. I have been part of their shows as an actor and every person I have worked with has been not only a wonderful artist but a kind, dedicated, hard-working human. The stories they get to tell onstage bring the community together and help people see eye to eye, beyond creed or politics. I firmly believe in the healing powers of the arts and right now we need community and theater more than we know.

Thank you and I hope you approve this entertainment permit for Little Fish and Shakespeare by the Sea.

Good Evening Mayor and City Council Members, Please approve Little Fish Theatre's Level II Entertainment Permit. Redondo will be enriched by their presence and performances. If Council has any leeway, please reduce the $1,500 security deposit requirement (#27). While the need a $1,500 security deposit may be justified for other entertainment permits, this operation poses a small chance of demanding public safety services. For years our family has donated to this organization and know that $1,500 is a significant sum to Shakespeare By the Sea/Little Fish. I hope the Council can find a way to be business friendly. Respectfully, Laura MacMorran Robyn Okrant

I am thrilled that Little Fish Theatre will enliven the arts and culture scene in Redondo Beach. A community is only strengthened when venues for artistic expression thrive. I once lived in Chicago, which is an incredibly strong theatre city. I worked as a director, playwright, and performer there for twenty years. When I moved to Redondo Beach, I thought that part of my life was over, to be honest. I love this town but had to reconcile myself to the fact that there was a dearth of live performance here. I've had to travel out of town to do all my live theatre work. I was thrilled when I read Little Fish Theatre was hiring directors for their newest project in Redondo Beach. After submitted my resume and going through an interview process, I was delighted that I was brought onboard. Little Fish was really excited that I was a local hire and I know they'd love to meet more theatre professionals living in Redondo Beach. They seek to integrate into this community and I think it's wonderful that they're not just hiring out-of-town talent... they're open and willing to work with Redondo Beach residents. There is a small but mighty group of theatre professionals in this town, eager to work and entertain their fellow community members. Little Fish will support the town and much as the town will support them. I, for one, am so excited to bring all my Redondo Beach friends and colleagues to see the magic that Little Fish creates! I know we will all have our lives enriched by their presence.

Hello, Council Members. I'm a long-time resident of the South Bay, and I've been working with Little Fish Theatre since 2008. During that time, when the theatre was situated in San Pedro, one of the things that I most enjoyed was the feeling of being embraced by that community, and of knowing that our work was contributing to the lives of that community's residents. In the finest tradition of small (or "intimate") theatre, our audience members came to know us - personally as well as artistically - and I felt very strongly that they delighted in seeing their favorite performers in a myriad of roles over the years. Now, this same opportunity will exist for the residents of Redondo Beach (and the surrounding communities). At a time when it's so vitally important for all of us to locate and cultivate a sense of community and belonging, Little Fish Theatre will, as it has always done, create entertainments that stimulate laughter, tears, and respectful debate and discussion. To be part of an audience at a live theatrical event is to bond - instantly - with the other folks in attendance that evening. There's nothing quite like that experience. That's why I've been making theatre for nearly 50 years now, and why I'm so excited to be part of bringing it to this new venue. I urge you to approve the permit in question.

JULY FIREWORKS DISPLAY

The City should not be funding events that cause harm. The annual celebrations that the City sponsors off shore pollute our ocean water and spread toxins into our air causing harm to people and animals. It’s time to update our celebrations to something environmentally sound and sustainable.

While they are exciting to watch, fireworks create highly toxic gases and pollutants that poison our air, water and soil, making them toxic to birds, wildlife, pets, and also to people. The aerosols left by fireworks contribute to a wide-range of illnesses and cancer. The pollutants travel far from the location of the fireworks, and end up polluting local watersheds. As if that isn’t bad enough, the loud explosions during these shows cause extreme stress to many residents, especially veterans, and to our pets and wildlife.

With modern, environmentally friendly options to replace fireworks such as laser light or drone shows, there is simply no excuse to continue the harmful fireworks shows that have been a tradition in Redondo Beach. So many other cities have made the change. It’s’ time for Redondo Beach to step up.

If the City Council is sincere about making Redondo Beach environmentally conscious, then I believe you will seriously consider more sustainable alternatives to fireworks for City celebrations. At a minimum, we should not be spending general fund monies on an outdated tradition that pollutes our City and harms the environment we live in.
