2 BACKGROUND
First Amendment Signed: June 2019
Agreement Term: 9 years (through FY 2027-28)
• Optional Extension: 2 years (through FY 2029-30)
• FY 2025-26 is Year 7 of term
Rate Adjustment Formula:
• No changes to formula since 2019
• Formula ratified via Proposition 218 in 2024
3 PROPOSED RATE CHANGES
• No change to approved rate formula/
methodology
• Annual adjustment is indices change + 1%
• FY 2025-26 rate change is 2.6% + 1% = 3.6%
• Rate adjustment 3.6% for all customers

• Fuel (-35.1%)
• Equipment (+1.6%)
• Disposal (+4.73%)
• Other (+3.55%)
Total weighted indices change 2.6%

ANNUAL RATE ADJUSTMENT PROCESS

the County of Los Angeles Tax Roll
• All rate changes effective July 1, 2025
RECOMMENDATION
• Open Public Hearing and take public testimony;
• Close Public Hearing;
• Confirm there is no majority protest (City Clerk); and • Adopt by title only Resolution No. CC-2506-033, a Resolution of the City Council of the City of Redondo Beach, California, establishing contractor’s charges and corresponding City fees for residential, multi-family and commercial refuse collection for the 2025-2026 Fiscal Year and ordering the annual refuse charges for the Fiscal Year 2025-26 to be collected on the County of Los Angeles Tax Roll 10 11
