Glad to see Manhattan Beach and El Segundo agreeing to cost sharing for Line 109. Hopefully Hermosa Beach joins soon. In speaking with transit advocates in the Beach Cities and riders of Beach Cities Transit and Torrance Transit, there's a real need to improve the 109 Route to better serve Beach Cities residents. The goal should be to get everyday people riding transit more, and to create a more useful service that serves as an alternative to driving and parking at the beach, one that councilmembers would choose to take over driving. Transit should be so frequent and ubiquitous that everyone wants to ride it. Currently, unless you really plan your trip around the BCT schedule, it's difficult to justify a transit trip over driving or biking.

Advocates would love to speak with BCT staff on potential improvements to Line 109 (and 102). In general, several suggestions are: update and straighten out the routing of Line 109 using ridership data, increase service frequency to every 20-30 minutes including on weekends, facilitate better connections to RB Marine K Line Station to enhance rail ridership, market Line 109 as an alternative to driving/parking at the beach, and implement trolley-type service similar to the popular San Clemente Trolleys for an overall more frequent, connected, and convenient network.

Thank you for funding and enhancing Beach Cities Transit! Brianna Egan

I am writing to support from Hermosa Beach. The 109 is very useful for beach cities transit especially with its connection to the new LAX Metro center. I would ask the 109 to come more frequently (once an hour on weekends is not enough) and to be better marketed as transit between beach cities, to increase ridership and decrease car traffic/parking demands.

I oppose store front cannabis businesses in Redondo Beach. I appreciate the efforts of the council to crack down and regulate the many smoke shops operating here. However, supporting a survey that only goes to 500 people that is conducted by a seemly biased company feels like a step backward. Please find a unbiased company to conduct the survey, with a larger sample size. If we end up having a survey with leading questions it would be dishonest and a waste of taxpayer money.

I don't see why more firms aren't being given a chance to bid on this survey. I feel it is important that the survey be conducted without bias for either side. Better to take our time and get it right.

I feel that other contractors should have an opportunity to bid for this survey. FM3's solicitations to local governments boast about how many successful ballot measures they've secured, including cannabis taxes. It seems they start with a clear objective- secure a revenue generating end result for the city. I am not confident they would draft unbiased survey questions.

This contractor was chosen as the sole source with no others requested to bid. This contractor has a record of promoting bias in its survey work related to cannabis. The cost of this contract exceeds the normal cost of an equivalent survey by at least 50%, and FM3's added cost is probably the cost of promoting bias. The city needs to request more bids for the survey and seek a contractor with no record of promoting bias on this subject.

I wanted to compliment the city council on the strategic plan; it's really great to see! Recently, I was especially glad to hear about the elimination of parking minimums along Artesia/Aviation. This will do so much over time to turn this area into a pleasant and walkable community.

On transit specifically, I think it would be really good moving forwards to see a focus on frequency and connectivity for BCT. I wonder if we could turn some street parking lanes on busier streets into bus lanes in order to get more out of our existing buses, making them faster and more consistent.

Long term, it would be cool to see something like San Clemente's successful trolley system here. Trolleys could make it much easier to get to and from the beach and to travel along it (and reduce parking headaches), and they very much have that "beach town" feel. I think they would be a great addition to Redondo Beach! Maybe if we redevelop the Galleria, we could run a trolley along 190th from the Galleria to the beach.

I appreciate the diligence of the city council and staff in crafting and executing the city's strategic plan. I am happy to see alignment in the Strategic Plan on a number of shared goals expressed in South Bay Forward's 2025 Redondo Beach policy and budget priorities (https://www.southbayforward.org/blog/south-bay-forwards-2025- policy-budgeting-priorities-for-redondo-beach).

In particular, we are grateful to see recent policy reforms moving forward on Artesia and Aviation Corridor to improve walkability and reinvestment by eliminating commercial parking requirements and increase the FAR. On the city's approach to addressing homelessness, it's great to see pallet shelter expansion moving forward and exploration of family supportive housing and foster youth housing. There is still more we can do to facilitate senior housing, affordable housing, and transit-oriented housing in the city and I hope there is consensus on this.

For the Alternative Transportation Options: Thank you for moving forward the item to join Metro's GoPass. We now need RBUSD to enroll so that youth can access free transit passes. We commend the city for its leadership on active transportation and bicycle infrastructure and look forward to updates on the implementation of the Bicycle Master Plan and from the South Bay Bicycle Coalition. For Beach Cities Transit, several suggested improvements include: update the routing of Line 109, enhance first-last mile connections to RB Marine K Line Station by bike and bus, more frequent service, marketing Line 109 as an alternative to driving/parking at the beach, and trolley-type service similar to San Clemente Trolleys for an overall more useful network. We appreciate the city for its openness to work in dialogue with advocates to enhance and improve these services.

This item represents the culmination of years of community input and thoughtful planning to bring forward some very exciting active transportation projects in the city. I'm grateful to city council and city staff for bringing this item along and I ask that you support and approve it today. Redondo Beach has completed 33% (and counting) of its portion of the South Bay Bicycle Master Plan--a clear leader in the region on building out a safe and comprehensive bike network.

NRBB Extension to Grant Ave and Mobility Hub: This is a really appealing project that will add new park space, native gardens, and rest areas for people who pass through this portion of the city on foot or bike. This project will link multiple mobility projects: the NRB Bikeway, the Redondo Beach Blvd MAT Corridor, and the Redondo Beach Transit Center. Please consider the inclusion of the following items: benches for seating and water bottle filling stations.

Redondo Beach Blvd MAT Project: I strongly support this project and the extensive community outreach which revealed strong preferences for Class IV bike lanes and cycle tracks throughout the project. Thank you for planning for Class IV facilities for the Redondo Beach portion. This is a multi-jurisdictional project, with differing levels of cooperation across the jurisdictions. Redondo Beach is the lead agency. I ask you to endorse the recommendations in the letter submitted by South Bay Forward and South Bay Bicycle Coalition for Class IV protected lanes in Torrance, Lawndale, and LA County on 190th St and Redondo Beach Blvd. This is technically feasible without removing car lanes and there is still opportunity at 15% design. Advocates in those cities have expressed to their city councils their preference to update design and have been met with varying levels of resistance, so we would like your official support. I ask that you endorse the recommendations in the coalition letter and express your position to Lawndale, Torrance, and LA County for a fully protected Class IV route from Redondo to El Camino College. Thank you!

First, I wanted to say thank you to the council for all of your work on the Redondo Beach part of this project, especially with regards to the Class IV bike lanes. Protected bike lanes are so important for making it feel safe to ride a bike, and getting people on bikes helps out with both environmental and "blue zone" goals in Redondo. It's awesome to see Redondo being a leader here! I hope the council will approve this tonight.

Second, I wanted to express my support for the coalition letter from South Bay Forward / the South Bay Bicycle Coalition, regarding potential improvements to the Lawndale/Torrance/LA County portions of the project, especially with Class IV bike lanes. I hope that Redondo can endorse this letter, and work with the other local governments to get a fully protected bike route from Redondo to El Camino College. I went to a university where everyone biked (UCSB), and it made commuting a fun part of my day where I would run into my friends, instead of a chore in my car. I hope students at El Camino can experience the same thing! Kristin Marino

Thank you for showing leadership and the best path forward with safer bike lanes with Class IV bike lanes on the Redondo Beach portion of the bike project. Please vote to support this tonight.

Additionally, I support the coalition letter submitted by South Bay Forward and South Bay Bicycle Coalition which outlines opportunities for the Lawndale, Torrance, and LA County portions to be improved with Class IV designs for maximum safety. There is still opportunity to do so at 15% design. I'd respectfully ask you to approve the design recommendations and encourage other stakeholders in the project to also make their portions of the bike path Class IV protected lanes. This is the best way to ensure that this bike path is usable in the future and safe for users.
