J.1 PUBLIC PARTICIPATION ON NON-AGENDA ITEMS

that building is on my plot plan." It turns out, it was BCHD planning to put diesel generators 100-feet from homes. LIE. "the hospital is 6-stories"
- but the certified EIR by BCHD says it's 4 stories. LIE. "the hospital is 60-feet tall"
- but both the certified EIR and the City of Redondo Beach CUP filing state clearly that the hospital is 51.5-feet tall. LIE.
We all had faith in South Bay Hospital until it failed financially in 1984 (per the Daily Breeze). But the "health district" has been a never ending full time job to cull truth from LIES.
What faith I had in government integrity was destroyed by BCHD.

As expected, BCHD still doesn't bother to track the amount of our tax dollars that are lost to subsidies for non-resident services.
BCHD reports that:
ALLCOVE non-resident use is: 44% to 49%
Center for Health and Fitness non-resident use is: 25%
AdventurePlex non-resident use is: over 50%
Yet, BCHD has no idea how much of our taxes, facilities, land, and staff are "spent" on non-residents.
Imagine the pitchforks and torches if any City was spending 25% to 50% of its services on NON-RESIDENTS. Surely that would NEVER happen. Yet, that's exactly what BCHD does.
We have a serious problem with controls at BCHD and the 3 cities need to get off the dime and support responsible use of resident taxpayer funds and asset revenues by BCHD. ---------- Forwarded message ---------

Dear Mr. Nelson,
Please see below (in red) for the District’s response to your public records requests received 8/11/25 that reads:
For years now, BCHD has been counseled that the costs of non-resident services is of interest to the taxpayer-owners of BCHD. BCHD has had ample time to be low cost, high information systems in place to track non-resident use.
Provide documents demonstrating:
1. fraction of use of allcove program by non-residents
Please see website for publicly available usage information for allcove services. https://bchd.org/allcove-beach-cities/metrics-dashboard/ 2) fully loaded cost of allcove service to non-residents (includes all direct cost, overheads, inkind expenditures, etc.
No responsive records.
3) fraction of use of AdventurePLex by non-residents
See attached responsive document.
4) fully loaded cost of AdventurePlex service to non-residents (includes all direct cost, overheads, in-kind expenditures, etc.
No responsive records.
5) fraction of use of CHF by non-residents
See attached responsive document.
6) fully loaded cost of CHF service to non-residents (includes all direct cost, overheads, in-kind expenditures, etc.
No responsive records.
If you believe we have not correctly interpreted your request, please resubmit your request with a description of the identifiable record or records that you are seeking.
Please note that if records you are seeking do not exist, BCHD has no obligation to create new records, or to obtain records from other sources, unless those sources are considered “prepared, owned, used by, or retained by” by the District.
Please note that the District may not respond to questions or comments included with your request that are not themselves requests for identifiable public records under the California Public Records Act. The lack of response by the District to any such questions or comments, including follow-up questions and comments, is not an indication of the District’s position on any topic or item, and should not be presented as such to any person.

See below. BCHD is continuing to operate in the shadows without majority public input. Further, BCHD is misrepresenting HARD DATA and legal, certified filings.
THIS MUST END.
BCHD Certified in the FEIR that the hospital was only 4-stories TALL.
WHO DID BCHD LIE TO? THE STATE OR THE EasyReader?
From the ERNews "The invitation features only the six-story former South Bay Hospital and its ground parking lot."
BCHD filed a draft Pre-CUP that stated the 4-story hospital was 51.5-feet tall.
WHO DID BCHD LIE TO? THE STATE OR THE EasyReader?
"Height is to be limited to 60 feet – that of the four-story main hospital building, not counting its tower." From the BCHD Pre-CUP to the City -
WHY DID BCHD LIE TO THE CITY?
These are LIES and BCHD cannot be trusted.
