The minutes include a statement by Bakaly claiming that BCHD would provide public comments beyond a redlining of the proposed smoke-shop ordinance. Bakaly's redlines as well as any other comments from BCHD on behalf of BCHD to the CIty are all public comments. There is no differentiation. BCHD has no fiduciary or contract relationship to the City of Redondo Beach for smokeshop consulting, nor any demonstrated fidelity nor fiduciary responsibility to the residents of Redondo Beach.

BCHD Board Member Martha Koo appears to be #1 or #2 at Clear Recovery. As such, this creates an interlock between Koo and the City. I propose that Koo be recused from any advocacy and votes at BCHD regarding any projects that require City approval or funding. Absent that, the City should terminate all funding with BCHD if Clear Recovery is to be a vendor.

Artesia desperately needs economic revitalization. Reducing the onerous requirements for parking will put people first over cars. Most parking is vacant and under-used during the day. Reducing the requirements will better reflect actual use and make more space for people, commercial use and bikes paths along Artesia.

I support this ordinance to eliminate parking requirements on Artesia and Aviation. I think it's the right move to make to encourage more investment in the corridor and facilitate more walkable street-level environments and building envelopes alongside an FAR increase. I am supportive of the direction the council and staff are moving to apply evidence-based planning principles to allow the area to reach its potential as a vibrant community-serving district. This is a key reform and a low-hanging fruit to implement.
I also support future considerations by the council to allow for a residential overlay and eliminate parking requirements for residential uses as well. When implemented in other cities (thousands of cities in the U.S. have done so including Culver City) the removal of costly parking mandates has enabled more production of muchneeded housing, with projects still including parking based on what the projected needs of residents are, rather than arbitrary formulas set by city code. I believe further discussions are pending on legalizing housing in this corridor, but I want to mention my support for this. Thanks! Devon Hollowood

I strongly support removing parking requirements on Artesia and Aviation! Allowing businesses to have minimal parking goes a long way to driving foot traffic, which is often very good for business. It also gives more freedom to local businesses, trusting business owners to choose the right amount of parking for themselves.
