Regarding the changes for the Agenda for the City Council.
Some of us have observed that it would seem more practical to address Public Participation on Non- Agenda Items BEFORE the Consent Calendar.
It can be very difficult for attendees to estimate when the Non-Agenda section might be discussed,
as the Consent Calendar can be very short or can be very long. We are all sometimes surprised
when one of more excluded consent items result in lengthy discussions.
When newer folks, who wish to comment on non-agenda items, query more experienced folks about when the Non-Agenda section will come up, we often cannot provide them with helpful guidance, as the time for
the Consent Calendar can vary so widely.
