TITLE
APPROVE AN AGREEMENT WITH SLATER WATERPROOFING, INC., A CALIFORNIA

CORPORATION, FOR COMPLETION OF THE NORTH PIER PARKING STRUCTURE REPAIRS PROJECT, JOB NO. 70610, FOR AN AMOUNT NOT TO EXCEED $931,861 AND A TERM LASTING

THROUGH FINAL COMPLETION AND ACCEPTANCE OF THE PROJECT BY THE CITY ENGINEER, WITH THE REPAIRS EXPECTED TO TAKE 45 WORKING DAYS

EXECUTIVE SUMMARY
The City of Redondo Beach owns two concrete parking structures at the west end of Torrance Blvd. that provide access to the City's Pier and the International Boardwalk. The Pier Parking Structure, which is comprised of the North Pier Parking Structure and the South Pier Parking Structure, contains approximately 1,018 spaces. The North Pier Parking Structure was built in the early 1960's and is comprised of three levels, two structure-supported parking levels and one on-grade level with leasable space for commercial businesses on the International Boardwalk.

Due to the coastal environment, the concrete in these structures is subject to spalling and material degradation ranging from superficial to more penetrating deterioration. The City’s Capital Improvement Program includes funding to complete structural repairs of this degradation for the North Pier Parking Structure. With the vacation of the former arcade in the lower level of the structure, there was an opportunity to consider seismic upgrades. However, after receiving construction bids for the work, the seismic scope was determined to be beyond the available means of the project budget, and the bidders were invited to resubmit their bids (now under the City’s maintenance project procurement protocols) to address the structural repairs only. The five bidders presented quotes/proposals that were evaluated by staff. Slater Waterproofing, Inc. (Slater) offered the best combination of price and experience.

BACKGROUND
In June 2022, staff presented Council with an assessment of the Pier Parking Structures, which suggested work to be done over the next several years. This included possible seismic strengthening and non-seismic structural rehabilitation to the North Pier Parking Structure. Walker Parking Consultants/Engineers, Inc. prepared the plans and specifications for the seismic strengthening and the non-seismic rehabilitation of the North Pier Parking Structures suggested for year one. The design process took significant time to address the seismic portion of the scope. On July 30, 2024, the City Council approved plans and specifications for the project. On October 30, 2024, four bids were received and publicly opened. The bids exceeded the engineer’s estimate and the available fund balance by large margins. On December 10, 2024, the City Council rejected the

the available fund balance by large margins. On December 10, 2024, the City Council rejected the bids for the Project and directed staff to revise the scope to fit within available budget and readvertise the updated construction documents.

The Project’s scope was revised to include only structural repairs and quotes from interested firms were requested on July 1, 2025. On July 24, 2025, five quotes were received and reviewed by the City Engineer. Staff then entered into negotiations with Slater, which provided the lowest base quote.

The negotiated cost is $806,861, and staff recommends adding a $125,000 contingency, per APP

14.1. This will allow the City Engineer to authorize potentially needed, but currently unseen, repair work. This brings the recommended contract total not to exceed amount to $931,861. The project, as revised, is fully funded through the City’s CIP, which have already been appropriated for the Project. As such, staff is recommending approval of the agreement with Slater.

COORDINATION
The project has been coordinated between the Waterfront and Economic Development and the Public Works Departments. The contract exhibits have been approved as to form by the City Attorney’s Office.

FISCAL IMPACT
Funding for the project is available in the City’s adopted Capital Improvement Program.
