eCER Operational Agreement City of Redondo Beach And Appendix A September 16, 2025 1 OPERATIONAL AGREEMENT BETWEEN
THE LOS ANGELES COUNTY DISTRICT ATTORNEY’S OFFICE AND
THE CITY OF REDONDO BEACH
1. PARTIES
This Operational Agreement (Agreement) is entered into by the Los Angeles County District Attorney’s Office (District Attorney) and the City of Redondo Beach (City), a municipal corporation, and its Police Department (RBPD)
2. PURPOSE
The purpose of this Agreement is to set forth the terms and guidelines for implementation and use of the Electronic Charge Evaluation Request portal (eCER). eCER is a web application through which law enforcement agencies submit crime reports and other supporting documentation for charge evaluation. Submission of criminal cases for charge evaluation through eCER allows the Investigating Officer (IO) to remain in the field during the initial review process, thereby eliminating time waiting to meet with a deputy district attorney (Reviewing Deputy).
Effective communication between an IO and the Reviewing Deputy is essential to the efficient and proper review of all criminal cases.
eCER does not alter the Superior Court filing deadlines or the procedures for filing the criminal complaint with the Superior Court. To meet filing deadlines, cases must be submitted through the eCER portal prior to the deadlines set forth in Attachment 1 to the appendix.
When a case submitted for charge evaluation through eCER results in the filing of a criminal complaint, the IO, or the IO’s designee, must bring the required number of filing packets to the District Attorney’s Office, sign the criminal complaint, and file the paperwork according to the relevant Superior Court procedures, as set forth in Attachment 1 to the appendix.
All cases are to be submitted through the eCER portal. This does not preclude an in-person review of the case. The District Attorney and RBPD each retain the option to determine that a particular case requires an in-person review between the IO and the Reviewing Deputy. Provisions for how each party shall be informed that an in-person charge evaluation is required are set forth in the appendix.
3. RESPONSIBILITIES OF THE DISTRICT ATTORNEY
a) Reviewing Deputies who are evaluating cases submitted through eCER will be available to consult with the IO via a telephone and email throughout the charge evaluation process. eCER Operational Agreement City of Redondo Beach And Appendix A September 16, 2025 2 b) The District Attorney, as the Host Agency, will be deemed the owner of the information entered into the application by eCER users in accordance with CJIS Security Policy version 5.6, section
