A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AUTHORIZING A FISCAL YEAR 2025-2026
BUDGET MODIFICATION TO APPROPRIATE $64,322 IN GRANT
YEAR 2024 STATE HOMELAND SECURITY PROGRAM GRANT
FUNDS TO THE INTERGOVERNMENTAL GRANTS FUND
WHEREAS, it is the intention of the City Council of the City of Redondo Beach (“City Council”) to review the adopted budget from time to time; WHEREAS, the City of Redondo Beach (“City”) adopted budget needs to be modified to accept unanticipated revenues;
WHEREAS, the City was awarded funds from the 2024 State Homeland Security Program (“SHSP”), administered by the U.S. Department of Homeland Security through the California Governor's Office of Emergency Services (Cal OES) as the Subgrantee and the County of Los Angeles ("County") as its Subrecipient, in the amount of $64,322 for grant year 2024; WHEREAS, the SHSP Program funds will be made available to the City for the period of September 1, 2024, to February 28, 2027, under the terms of the 2024 SHSP Subrecipient Agreement, with the federal award dated October 28, 2024; WHEREAS, the SHSP provides federal funds to enhance public safety capabilities, such as equipment, training, and planning activities to prevent, respond to, and recover from threats or acts of terrorism;
WHEREAS, the City Fire and Police departments intend to use the awarded funds for equipment, training, and related public safety initiatives, as approved by the SHSP funding authority;
WHEREAS, the City Council has approved the receipt and appropriation of past grant funding for similar public safety programs; and
WHEREAS, the City’s adopted budget for fiscal year 2025-2026 shall be modified to accept and appropriate these grant funds from the 2024 SHSP for this purpose.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That conditions have arisen during the 2025-2026 budget year that require budget modifications and, upon recommendation of the City Manager, the budget as adopted for Fiscal Year 2025-2026 is modified as follows:
Sixty Four Thousand Three Hundred and Twenty Two Dollars ($64,322) in grant funds awarded from the State Homeland Security Program (SHSP) shall be appropriated to the Intergovernmental Grants Fund.

SECTION 2. Pursuant to Section 11(f) of Article XI of the City Charter, the City Clerk is hereby directed to correct the budget records of said City for Fiscal Year 2025-2026 in accordance with the above modification.
SECTION 3. This Resolution shall take effect immediately upon its adoption by the City Council.
SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.
