Subject: Written comments — Significant Amendment to 2025–26 Annual Plan & 2026–2030 Five-Year Plan (EHV continuity & downsizing)
Date: Thursday, November 13, 2025 8:40:00 PM

Dear Ms. Delgado,
Thank you for inviting Resident Advisory Board input on the significant amendment to the 2025–26 Annual Plan and 2026–2030 Five-Year Plan. I was unable to attend the November 7 RAB meeting, so I’m submitting these written comments before the December 2, 2025 deadline. Please include them in the record for the public hearing and staff’s summary of resident feedback. Will the public hearing be held at City Hall? What is the address for the 6pm meeting mentioned in the email sent October 22, 2025? Who I am & why this matters:
I am an Emergency Housing Voucher (EHV) tenant living near Prospect & Beryl with my 15-year-old son, Matthew. Stability in Redondo has transformed our lives. Matthew is thriving at RUHS—MCJROTC (demonstrating leadership by reviving and commanding the armed exhibition drill team), 100+ community-service hours, Teens in Policing, and a 4.0 GPA. I work as a paraeducator, drive with Uber, and attend ASU on a full scholarship (Barrett Honors, 4.13 GPA) in an accelerated pathway toward a California math teaching credential (master’s target Dec 2027).
We are using this assistance exactly as intended—to reach self-sufficiency.
On October 27, 2025, I received RBHA’s notice that our EHV assistance is expected to end April 2026. Because that is two months before Matthew’s spring finals, I’m asking that the significant amendment and any related Board actions include practical steps that prevent displacement of currently housed EHV families who are on track to independence.
1) Continuity before April 2026 (a “bridge not a cliff”) Please outline the specific timeline by which RBHA will bring options forward before April 2026 to avoid gaps for currently leased EHV households (e.g., absorption into HCV as turnover permits; short-term “bridge”/step-down support using local, county, LAHSA-funded, or philanthropic sources; and aligning any changes to school terms so students are not displaced mid-semester).
Please designate a tenant liaison and commit to monthly updates to EHV households from now through April 2026 so families can plan. 2) Downsizing/occupancy standards—parent + teen of opposite sex I understand RBHA is exploring limiting two-person households to 1- bedroom. I respectfully request clarity on how this would apply to parent/teen of opposite sex households, like ours.
Please share whether RBHA will consider reasonable
accommodations for privacy/safety and adolescent development (parent + 15-year-old teen of opposite sex) to remain appropriately housed, and how those requests will be evaluated and documented.
If downsizing is required, please confirm the notice period, expected move-by timing (avoiding mid-semester), and whether grace periods will be available to align with the RBUSD academic calendar. 3) Relocation support if downsizing is required
Section 8 does not cover moving costs, deposits, application fees, or storage. If households must downsize, what relocation assistance (City/County/LAHSA partner funds, one-time stipends, deposit programs, coordination with providers like Harbor Interfaith) will RBHA arrange so families are not displaced due to upfront costs? Please indicate whether extensions will be offered to give families realistic time to secure an affordable 1-BR if required. 4) Communication timeline
At the September 2, 2025 Council meeting, EHV expiration was described as December 2026 for ~19 families; the tenant notice states April 2026. For transparency, please publish the timeline of HUD/RBHA communications and tenant notices, so everyone operates from the same facts and urgency.
Coordination note: Congressman Ted Lieu’s casework team has opened inquiries with RBHA and HUD–Los Angeles regarding continuity options for EHV households. I’m providing this same information so City/RBHA and federal partners can coordinate.
I appreciate RBHA’s work under difficult funding conditions. My goal is simple: to remain stably housed while my son completes high school and I complete my credential, so we can exit assistance permanently. Thank you for considering these requests and for any guidance you can provide about next steps.
Sincerely,
Erica Eve Foster
