Overall Passage Rates
With final tallies completed, 410 of the 539 tax and bond measures passed. The overall (preliminary) 76% passage rate is within the range of the last few election cycles. With about 10 million ballots counted on election night, 388 measures were passing. But as an additional 6 million ballots were tabulated, some results shifted.
This is the largest number of local tax and bond measures passed at one election in California history. It was also the largest number proposed. This high number reflects a rebound from voter’s fiscal anxiety coming through the Covid-19 pandemic. It does not necessarily indicate a trend. At this same election, Californians approved Proposition 2, a $10 billion education school bond that will provide matching funds for many local school projects. In March 2020, as the pandemic emerged, voters defeated a $15 billion state bond proposal and most local school construction bonds. In the lingering anxiety from the pandemic, local agencies have been reluctant to go to voters with tax and bond measures since.

Measure Outcome by Category
Most school bond measures are designed to meet the tax rate limits in the California Constitution for approval with 55 percent of voters. 205 of 267 school bond measures passed (including one twothirds vote measure), a 77 percent passage rate that is typical of elections prior to the pandemic in 2022.
Majority-vote general purpose tax measures, mostly sales tax increases were common and did well. Twothirds vote special taxes and non-school bonds not so well.

School Measures
There were 267 school bond measures this election, all but one requiring 55% voter approval.
Pleasant View Elementary School District’s Measure J exceeds the tax rate limits stipulated in Proposition 39 (2000) to be passed with 55% approval. It still passed with more than the two-thirds approval it needed. Voters approved $45.4 billion of local school construction bonds of the $50 billion proposed from $9 billion for Los Angeles Unified School District, $790 million for San Francisco Unified School District, and $3.5 billion for San Diego Community College District. The Kingsburg High School (Fresno) and Elverta (Sacramento) measures each failed by just three votes. Weed Elementary (Siskiyou) failed by four votes.

There were also eight special sales tax measures qualified through citizen initiative. Under recent court rulings, these measures require majority voter approval for passage. Canyon Lake’s measure was also a cannabis tax increase with restrictions on the spending for public safety services. It failed.
Madera County’s transportation sales tax is an extension of an existing rate.
Utility User Taxes
Voters in Long Beach expanded their utility user tax to businesses but voters in McFarland rejected a new utility user tax there.

Business Operations Taxes
Thirteen cities proposed general revisions and updates of their business operations taxes. Berkeley and Santa Cruz voters approved taxes on sugary beverages. These are majority vote general purpose taxes.
The City of Albany proposed a tax on the business of renting residential property with a tax rate of
0.36% of gross receipts for renting four or fewer units and 1% of gross receipts for renting five or more units. Proceeds were to be dedicated “to fund local tenant rental assistance programs, residential rental code enforcement, legal assistance for tenants and landlords, and to support rental providers to avoid financial hardship.” The measure failed.
San Francisco voters approved initiative Measure L, a tax on transportation network companies and autonomous vehicle businesses with the tax revenue dedicated to public transportation.

Cannabis – Local Excise Taxes
There were five measures taxing cannabis, all majority general purpose and all passing. Canyon Lake’s Measure Z sales tax initiative also included a cannabis tax with proceeds earmarked for law enforcement. It failed. The others, placed on the ballot by their local agencies rather than citizen initiative, passed.
Parking Taxes
Voters in Santa Monica approved a tax on patrons of private parking lots to fund general city services. Oakland voters also approved extending their existing parking tax to fund law enforcement services as a part of a parcel tax extension (see parcel taxes).
Vehicle Registration Taxes
Voters in Calaveras County approved a ten year extension of that county’s abandoned vehicle abatement tax. The tax is a $1 per vehicle registration tax, $2 on commercial vehicles. State law requires the proceeds from such a tax to be used for abandoned vehicle abatement.

Other measures of Note
Measures to impose term limits passed easily in ten cities and a school district. La Palma voters approved a measure to modify their term limit rules.
There were 17 measures to convert elected city clerk or treasurer positions to appointed (by city council or manager). Eleven passed. Voters in Siskiyou County declined a proposal to appoint, rather than elect, their County Auditor-Controller.
Bellflower becomes a charter city but Saint Helena and Benecia voters said ‘No’ when also offered property transfer tax measures.
Voters in Stockton, forgetting one of the lessons of bankruptcy, approved a provision for binding arbitration for police and fire labor agreements in their city charter. A ballot-box-budgeting initiative in Pomona passed that requires ten percent of general revenues be dedicated to children and youth.
Richmond approved rank choice voting.
A water rate repeal referendum failed in San Lorenzo Water District, but passed in Grover Beach. Voters in the Riverpark community of Oxnard strongly rejected a measure to repeal various city taxes. Rent control failed in Larkspur and San Anselmo (Marin County) but passed in Santa Ana. An initiative in Ojai to require the city to allow pickleball at city hall courts passed narrowly.
