Discussion And Possible Action on The
Planning Commission’s Recommendations to
The City Council Related to the Draft Zoning
Amendments Proposed for
Artesia And Aviation Boulevards
Community Development
March 10, 2026
Background
• August 5, 2025 – City Council provided guidance for AACAP revitalization to Increase FAR to 1.5 for Artesia/Aviation and create rooftop dining regulations
• January 6, 2026 – City Council reviewed the draft Amendments • February 19, 2026 – Planning Commission reviewed the
Amendments and made recommendations to City Council
2 AACAP Standards
3 C-2 and C-2-PD
1. Increase the FAR from 0.6 to 1.5
2. Increase the maximum stories from 2 to 3
3. Increase the maximum height from 30 ft to
45 ft
4. Require a 3rd floor setback of 5 ft from the 2nd
floor building face fronting Artesia and
Aviation Blvd
5. Eliminate the 10% usable public open space
requirement
Rooftop Standards
4 Rooftop Dining
1. Administrative Use Permit (AUP) required
2. Operating standards - hours, alcohol service, limit amplified sound, noise mitigation measures, and seating capacity
3. Allow limited rooftop structures at a maximum height of 10 ft (additional exception for elevators) and setback 5ft from the roof edge
4. 20 ft setback from residential uses
5. Minimize visual and neighborhood impacts
6. Seek architectural compatibility and avoid lighting impacts PC Recommendation Highlights
5 AACP Development Standards
1. Initiate a public outreach visioning process
2. Develop visual photo simulations to depict the streetscape
3. Consider treating Artesia Blvd. and Aviation Blvd. differently
4. The maximum development potential should not be granted automatically, but should be contingent upon certain design criteria and potentially based on desired use of the upper floors
5. All levels above the first-floor should have additional setbacks
6. Design standards should require variations in the wall planes on all three levels of the building
7. A first floor 10-foot front yard setback (currently 5 ft.) should be considered
PC Recommendation Highlights
6 Rooftop Dining
1. The rooftop dining regulations should be included in visioning process
2. A CUP should be required for the review of rooftop dining projects rather than an AUP
3. The rooftop dining area should be included and
calculated as commercial floor area and factor into the FAR for projects
4. Consider increasing the setback to rooftop dining
operations from 20 feet to 30 feet from a property line that is contiguous to a residential zone
5. Structures for rooftop dining including elevators should be included in the maximum allowed height for the zone
AB2011 Considerations
7 • AB 2011 overrides local zoning, requires ministerial approval of qualifying projects
• Artesia Blvd. and Aviation Blvd. qualify as AB 2011
commercial corridors
• Allows 30–60 du/ac, 45 ft height, 4-5 stories, side
setbacks 0 ft or 10 ft when adj to residential
• Objective standards are tied to the closest multifamily district which in this case would be MU-1
• Even without the amendments, 4–5 story residential or mixed-use projects could be constructed under AB 2011
and Density Bonus Law
RECOMMENDATIONS
1. Receive report and file the report; and
2. Consider the PC’s recommendations and provide
direction to staff to incorporate rooftop dining
square-footage in the FAR cap calculations.
