A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDONDO BEACH, CALIFORNIA, DELEGATING AUTHORITY
TO THE CITY MANAGER OR THEIR DESIGNEE, TO ESTABLISH
ADMINISTRATIVE PROCEDURES AND PROVIDE NOTICES TO
RECOGNIZED EMPLOYEE ORGANIZATIONS REGARDING
CONTRACTING FOR SERVICES UNDER AB 339
WHEREAS, THE City of Redondo Beach is a public agency subject to the Meyers-Milias-Brown Act (Government Code Section 3500 et seq), which governs labor relations between local public agencies and recognized employee organizations; and
WHEREAS, Assembly Bill 339 codified Government Code Section 3504.1, and effective January 1, 2026 requires local public agencies to provide written notice to recognized employee organizations before issuing a request for proposals, request for quotes, or renewing or extending a contract for services that could be within the scope of work of represented job classes; and WHEREAS, Government Code Section 3504.1 requires such notice to be provided no less than forty-five (45) days prior to issuing a solicitation or taking action on a covered contract, and requires certain information regarding the anticipated contract to be provided to the employee organization; and WHEREAS, the City Council finds that administration of these notice requirements is an operational and administrative function appropriately carried out by the City Manager or the City Manager’s designee; and WHEREAS, the City Council desires to authorize the City Manager to provide and delegate the required notices in order to ensure timely compliance with Government Code Section 3504.1.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Manager or their designee is hereby authorized to establish the administrative procedures necessary and to provide written notice to recognized employee organizations as required by Government Code Section 3504.1, prior to issuing a request for proposals, request for quotes, or renewing or extending a contract for services within the scope of work of job classifications represented by a recognized employee organization.
SECTION 2. The City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.
