A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO
BEACH, CALIFORNIA DIRECTING STAFF TO SUBMIT A GRANT
APPLICATION TO THE CALIFORNIA COMMISSION FOR BEHAVIORAL
HEALTH FOR THE INNOVATION PARTNERSHIP FUND TO SUPPORT
MENTAL HEALTH AND SUBSTANCE USE DISORDER SERVICES, AND
AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE ALL
AGREEMENTS AND RELATED DOCUMENTS NECESSARY TO IMPLEMENT
THE GRANT
WHEREAS, the California Commission for Behavioral Health (CBH) released the Request for Application of the Innovation Partnership Fund (IPF), marking the first round of a multi-year investment to award up to $20 million in grants this year, to drive bold, equity-centered innovations within California’s public behavioral health system; and WHEREAS, the City of Redondo Beach (“City”) deployed an Alternative Crisis Response (ACR) team in November 2025 as a one-year a pilot program to provide services to individuals suffering mental health illnesses; and
WHEREAS, the City desires to continue the ACR program to better serve the community; and
WHEREAS, the City intends to apply to CBH for IPF grant funding to continue the ACR program beyond the initial one-year pilot term.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of Redondo Beach hereby directs City staff to prepare and submit a grant application package to the California Commission for Behavioral Health to request a grant from the Innovation Partnership Fund, substantially in the form attached hereto as Exhibit “A.” SECTION 2. The City Council of the City of Redondo Beach authorizes the City Manager, or designee, to execute, on behalf of the City, all necessary applications, contracts, agreements, amendments, and related documents required to implement and administer the grant and any projects approved by the CBH.
SECTION 3. This resolution shall take effect immediately upon its adoption by the City Council.
SECTION 4. The City Clerk shall certify the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.
