$5M easily spent on Fulton Playfield but the Residents of 500-600 N Prospect Ave. continually get denied funding for solutions and remediation to clear public safety and nice nuisances, privacy issues, and an overall decline in our quality of life? Start prioritizing the needs of tax paying Residents first. Parks and Recreation shouldn't be prioritized over residential and public safety, noise, and privacy issues.

It's so easy for the City of Redondo Beach to throw money around everywhere. But the Residents of 500-600 N Prospect Ave. continually get denied funding for solutions and remediation to clear public safety and nice nuisances, privacy issues, and an overall decline in our quality of life? Start prioritizing the needs of tax paying Residents first. Residential public safety, noise, and privacy issues should be resolved first. And where is competitive bidding on this?

Not even best practice, but even ADEQUATE practice prevents a decades worth of change orders to be applied to a contractor's payment agreement without going out to competitive bid. PlaceWorks needs to be terminated and an RFP issued for services.

Good evening, Mayor and Council Members,
I am commenting tonight regarding the recent effort to update the City's Ordinance 10-2.15 governing hedge, tree, and vegetation heights.

One issue that deserves consideration is air quality.

Outdoor wood-burning fireplaces and chimneys in our neighborhoods were built decades ago when homes were much smaller. Since then, many properties have added 1,000 to 3,000 square feet of living space. Homes that were once single-story structures are now much larger two- and three-story buildings reaching 30 to 35 feet in height.

As neighborhoods become more densely developed, the limited open space between homes becomes the primary pathway for air movement. When hedges and trees are allowed to grow well above the City's standards, and wood-burning chimneys continue to operate, smoke can become trapped between buildings instead of dispersing.

Some cities have addressed this issue by encouraging or requiring cleaner-burning natural gas fireplaces and restricting outdoor wood-burning devices in dense residential areas. Those options deserve consideration here as well. City government has a responsibility to place the health and safety of residents first and to evaluate reasonable measures that reduce avoidable air pollution.

I respectfully ask the Council to carefully evaluate the potential air-quality and health impacts before modifying the ordinance. The existing regulations may serve purposes beyond aesthetics and privacy, including preserving airflow in increasingly dense neighborhoods.

I would be happy to discuss this issue further with any Council Member who is interested in reviewing air-quality data. I believe this information may be helpful as the City considers future policy decisions.

Thank you.

I strongly recommend Zero Dollar Budget Items (as suggested by DM Obagi) be placed into the capital budget as a reminder of the mitigation projects that I have proposed for the 500-600 blocks of N. Prospect and N. Paulina.

Those projects include 1) safety and sound wall and 2) speed tables for "big" Prospect. There are significant health and safety risks to the residents of the 500-600 blocks of N. Prospect and Paulina from the continued noise level health damages. The council has been previously provided peer-reviewed, evidence-based studies of the health damages. In addition, the sound will also provide protection to the neighbors on Prospect from kinetic impacts off of the "big" Prospect
