Avenue F / Palos Verdes Blvd Safety Issue - Summary Timeline Prepared for 16 June 2026 C,ty Council Meeting
Resident: Scott Crowell, District I
Longstanding Safety Concerns ( 200&- Present)
Repeatedly reported unsaf'e conditions at Avenue F & Palos Verdes Blvd, where drivers routinely roll through the tbur-way stop.
Continuous rolling-stop traffic at Avenue F makes it extremely difficult and unsafe to cross at Avenue G. especially during moming and aftemoon rush hours.
Often safer to tum right, perform a U-tum at F, and retum rather than attempt to cross at c.
Additional hazard: vehicles fiom the PClVHorondo split rarely stop before tuming into the Catalina Post Offrce driveway, creating a second safety issue.

Councilmember Waller.
I am tbllowing up again regarding the long- standing safety issues at Avenue C and Palos Verdes Blvd. I firsl raised this concern with the Public Safety Commission on [9 July 2025, where the commissioners immediately recognized the seriousness ofthe problem. One commissioner specifically requested that the matter be placed on the next agenda, and the rest agreed. Despite that, the issue never appeared on any subsequent agenda, and with the recent dissolution of the Commission. the matter was effectively left unresolved.
Since moving here in 2008, I have repeatedly repofted that it is extremely difllcult - and oflen unsafe - to cross PV at Avenue C during morning and afternoon rush hours. Drivers routinely roll through the four- way stop at Avenue F, creating a continuous flow of tralIc that makes crossing at C nearly impossible. As I mentioned previously. it is often sat' er to make a right turn, perform a U-turn at F. and come back, rather than attempt to cross at G.
I discussed this with former Councilmember Niles. and a neighborhood survey was conducted regarding the possibility ofconverting Avenue C into a four- way stop. While that proposal did not receive sufficient suppon at the time, the underlying safety issue has not improved. Enforcement remains minimal. and the rolling stops continue unabated.
I have also raised a second concern regarding the Catalina Post Office. Vehicles coming from the PCH/ Horondo split rarely stop at the sign before turning onto Catalina, creating a hazardous situation for anyone attempting to enter the post office driveway. This, too. would benefit fiom targeted enfbrcement.
Between 3l July and 22 September 2025, I followed up repeatedly - on 3 I July; l, 3, 5, 6, 7, 8,9, l0,and ll August; 2 I August; I September; and 22 September - before finally receiving a response. Your reply suggested that you had responded to each message, but I did not receive any ofthose communications, and none were disclosed during Council Reports as required when constituent issues are raised.
At this point, I am requesting:
l. A clear status update on any actions taken or planned regarding the Avenue G intersection.
2. A formal traffic safety evaluation, including a gap study, to determine whether additional controls or modifi cations are warranted.
3. Targeted enforcement at both Avenue F/C and the Catalina Post Oftice approach, where rolling stops are routine and create ongoing sat' ety hazards.
Please confirm receipt ofthis email and provide an update on next steps I

Re: Palos Verdes and Ave F and Catalina at Redondo Beach Post Offce Scott,
I have not reptied to every one of these, but I have reptied to you. I don't know if your Spam fitter got them or what.
I know how frustrating it is when drivers rott through stop signs or when crossing PV feets unsafe, and I appreciate that you've continued raising these concerns over the years.
You're correct that a four-way stop at Avenue G was considered previousty but did not receive enough neighborhood support at the time. That said, targeted enforcement can make a difference, and there have already been severaI focused enforcement efforts atong PV Boutevard at these intersections.
I witt atso share your comments with our traffic engineering staff so they can review whether additionat safety measures may be appropriate moving forward.

Subject: Palos Verdes and Ave F and Catalina at Redondo Beach Post Office I had brought this to the attention ofthe Public Safety Commission and all their ears perked up at the meeting when it was discussed. One of the commissioners stated he would like for it to come up for discussion at the next meeting and all agreed, yet subsequent meetings it was never discussed. With the commission being axed recently this is a topic that never got resolved.
First, PV and Ave [". I have been fighting this since I moved here in 2008 in that it is nearly impossible during morning and afiemoon rush hours to get across PV at Ave C. Those going through and that is the right term going through the four way stop at Ave F dojust that go through. Rarely does anyone come to a full stop at F. I had spoken with Niles about the situation and a survey went to the neighbors at the Ave G intersection about adding a 4 way stop there and it failed. Sornetimes when driving to Sweet Wheat or Smaft & Final it is easier to make a right then a U tum at F and go back than to try to cross. Can we please have RB watch the intersection and start ticketing those that lail to stop. I understand the hesitation olthe officers because it ra,ill certainly be challenged by the drivers causing them to have to show up to traffic court, but this is theirjob.
Another issue I wish to bring up I also brought up to the commission is at the Catalina Post Office. Going north on Catalina to turn into the post oftice those that take the split at Horondo/ l90th and PCH to go to Catalina rarely stop at the stop sign making it unsafe to try to turn into the post office. Same suggestion, police enforcement.

Robert Wyland's depiction of ocean life was covered up for a World Cup promotion - nowhewants retribution

obert Wyland - a Florida- based artist who legally changed his name years ago to simply "Wyland" - was busy recently in his studio in the Florida Keys doing what he always does: painting or sculpting vibrant, vivid scenes of aquatic life. Then his assistant walked in.
Wyland, 69, has earned intemational acclaim for his " whaling walls", a series of larger-than-life murals across the US and abroad, many which have become iconic parts of the fabric of American cities. Peacefully depicting on warehouses and oftce buildings the largest mammals on earth, the murals' whales lumber along gracefully, offering city goers a moment or two of tranquillity amid chaos.
In the late 199os, Wyland threw up one such mural - dubbed Ocean Life - in Dallas, Texas. At 82ft tall, it was among his favorites. Over the ensuing 3o years, people in the city grew attached to it. And like everything else around it, the mural started to age a little bit, too - the blues and blacks started to fade, and cracks began to show in the paint.
Wyland frequently touches up his work, and doing so to ocean life had long been on his list of future projects. At least it was, until Wyland' s assistant delivered the bad news. " She told me someone had called and told her that they were whitewashing the wall, or blue-washing it, I guessj' Wyland told the Guardian. " I was shocked. It really caught me offguard."
Sure enough, photos of the wall soon cropped up on social media, and on Wyland's phone. At first, it was unclear why this longstanding piece of public art had been painted over. Wyland, along with others at his foundation, struggled to get their bearings. Some of the artist's work has disappeared over the years - usually when a building gets torn down - but neither Wyland nor anybody around him had been consulted or even wamed that this was coming.

Photograph: JuLio Cortez/AP What has ensued has thrust the artist into a battle with the most powerful sporting organization in the world, a local organizing committee, and has sparked a long-needed debate about the ownership and importance of public art.
In time, Wyland learned that his work had been entirely erased to make way for a new mural promoting the upcoming Fifa . Almost immediately, Wyland' s team filed a cease and desist. Days later, they filed a lawsuit against Fifa seeking z5m in damages.
This is a David and Goliath thing for sure," Wyland said. " They are a multibilliondollar [organization], and I am a single artist with a small foundation, But I tell you, they picked the wrong artist and the wrong artwork. I am not going to stand by and let them get away with this."

Wyland' s fascination with ocean life began at age 14 on a family trip to Califomia.
His exposure to it was understandably limited in Detroit, his home town, but the vacation took him to Laguna Beach, where a pod ofgrey whales were undertaking their yearly migration journey - a 12,ooo-mile round-rrip swim from the Arctic to warmer waters in Mexico. When a young Wyland saw them breaching in the distance, he was hooked, growing up to idolize the famed oceanographer and fllm-maker Jacques Cousteau.
About a year later, he tried his hand at painting a mural for the first time. He'd long been obsessed with art. But when one of his teachers wanted a snowy mountain scene painted on the side of the ice-cream and burger shack he owned, Wyland took the assignment. It paid gloo. For the next few years, he took any work he could find, moving eventually to California to try to hack it full time. Things were so lean at one point, Wyland will tell you, that he was subsisting on a single Snickers bar a day.
Over the ensuing half-century Wyland homed in on an almost singular purpose:
ocear conservation. His lifet work is the whaling walls. He painted his first one in 1981, in Laguna Beach, not far from where he had fallen in love with whales in the first place. The scene - a Califomia grey whale with her calf swimming alongside her was an instant hit. Inspired by the response, Wyland decided then and there to set out to paint a hundred of them. Almost 27 years later, Wyland achieved the feat.
Many of the walls have been painted in the US, but his work spans the globe, dotting U countries.
The destruction of his mural in Dallas has sparked widespread outcry. Because of the varied parties involved - the North Texas World Cup organizing committee, the city of Dallas and its local economic development agency, Fifa, and the building's managers and owners - assigrring blame has been tricky. Very few of the parties involved have offered any comment. The city of Dallas claimed that Wyland was contacted about the mural, something the artist calls a "blatant lie".
Wyland feels he knows who to blame and says his lawsuit was filed in part to expose just who made the decision to replace his work. "[ Fifa] needs to come clean,,, he says. "They're responsible. They are saying they're not. Does that pass the smell test to you? It's their event."
Wyland's lawsuit cites the Visual Artists Rights Act of 1990, which affords artists of 2e ac Gy \z€ D '

their work. The gzSm that Wyland is asking for would be tar and away tne lalgest award claimed ia a Vara lawsuit. The artist says he will donate to charity any Droceeds from the lawsuit.
sometimes, [ money] is the only thing people understandj' Wyland said. " The number had to be big enough to where it's a wake-up call to people who come into a community and just destroy a piece of art that's part of the fabric of it. Artists'rights aren't
just about the artist. They're also about the public art that gives the people who live in a given city so much joy."
Work has stopped on the mural for now and every party involved is passing the blame. The building's owners made it clear they simply donated the space for a public art project, and that they're not making a dime offof it. Fifa, meanwhile, told the Guardian that it has "no involvement in this whatsoever", referring all inquiries to the host city committee.
The local organizing committee has acknowledged shortcomings in communication and absolved Fifa of blame), while Downtown Dallas Inc, the local economic development agency, has done its best to distance itselffrom the controversy, saying it was only involved in early discussions about Fifa's incoming mural.
Emails obtained last week by the Dallas Morning News paint a different picture. The newspaper quotes one DDI employee pointing to Wyland' s work as an ideal landing spot for a World Cup mural. "The current mural there is over 30 years old and past its Wyland said: "Is the Mona Lisa beyond its usable life? Would you say a Van Gogh is beyond its usable life? [ My murals] have been around a long time. And maybe it's faded a little bit, or cracking. That's bull - what one person makes that judgment on behalf of all of the people of Dallas? They'll try and spin everything." There are other questions which remain unanswered, including maybe the most obvious one of all: if Fifa, or the organizing committee, simply wanted to promote the World Cup, why wouldn' t they have simply plastered the side of the building with a temporary solution? There's precedent for that: for eight years, Wyland' s work
during the pandemic.
in Dallas was covered up by ads on banners before re-emerging Wyland hopes to get some clarity in court, where his legal representation can follow the money", he says. Even if given the opportunity, the artist has said, he likely wouldn' t repaint the wall. Some 30 years after its creation, recreating the massive mural would be a significant undertaking for a man nearirg 70.
The local organizing committee has yet to reveal any details as to the specifics of what they'd planned to replace Wyland' s work with, though it's legitimately questionable at this point whether that artwork will ever go up, given the backlash.
None of it matters much to Wyland. Speaking with him, one gets the sense he is still grappling with the loss of something siguificant. " Theqe walls are like my kids," he"-"* iO." ' " 1h t5-- t'a |\€ALL'| Pc 2 5 c-t'' / tz-/t
