SUBJECT: REQUEST FOR STOP S|GN(S) STUOy AT THE TNTERSECTTON OF Avenue G and Palos Verdes blvd
The City of Redondo Beach received your request for all-way stop controls at the intersection of Avenue G and Palos Verdes Blvd. Unfortunately, the Caty has not received sufficient support from neighbors to initiate an engineering study ofthe intersection in response to this request.
The City's current policy for all-way stop control requests requires sufficient neighborhood interest in such a change before an engineering study is initiated to determine whether State standards are met to warrant the change. Typically, the City asks the initiating party to secure adequate signatures on a petition to initiate this study. During the COVID era, however, the City has been reaching out by mail to residences within 150' radius of the subject intersection to request input (support or opposition) of the proposed all-way stop control. The City policy requires two thirds (66%) of those residents to respond positively (in favor of the study) to the Traffic Engineer by email, call, drop off, US Mail, etc., within 4 weeks.
Notices were sent by US Mail on June 22,2023 and July 22,2023 marked the end of the reply period. The Traffic Engineer received 21 notices in favor of initiating the study, which is only 21 %.
At this time, the Engineering Services Drvision considers the matter closed per Traffic Engineering policy. You are welcome to reinitiate the request and seek signatures yourself. We can provide the petition and addresses within 150 feet. Alternatively, the Council Member from your Council District may be interested in taking the matter directly to the City Council for consideration. lf you have any questions or comments, please contact the City's Traffic Engineering Team at TrafficEnoineerin [email protected]
Sincerely,
Andrew S. Winje

Re: Urgent Follow-Up: Outstanding Avenue G Safety lssue Scott,
I asked staff to reviewthe prior record and current status ofthe Avenue G request. The requestfor attway stop controls at Patos Verdes Boulevard and Avenue G was previousty reviewed in 2023 underthe City's att-way stop request process. As part of that process, notices were maited to residences within 150feetof the intersection. The records sh ow that 101 residen ces were inctuded in the survey area, 22 responses were received, 21 were in favor of initiatingthe study, and 1 was opposed. That means roughty 21 0/o of atl su rveyed residences responded in support.
Under the City's att-way stop poticy, there must be sufficient neighborhood support before an engineering study is initiated. The poticy requires a 660/0 positive response from the surveyed residents.
Because the Avenue G request did not meet that threshotd, Engineering ctosed the request in 2023, and a letter was sent to you at that time exptaining the outcome. The prior Councitmember did not etect to bring the matter forward directly to Councit.
On the substance ofthe request, staff continues to have engineering concerns about adding more stop signs atong Patos Verdes Boulevard. PV Boutevard functions as a cotlector street, and staff's position is that adding frequent stop controls atong coltector or arteriaI streets, especialty mutti-lane streets, can reduce driver comptiance and sometimes create a faLse sense of security for pedestrians or cross traffic. ln other words, adding another stop sign is not atways the safest sotution if drivers do not reasonabty expect or compty with the controt.
That said, I do not dismiss your concern. I understand that the tived experience of trying to cross PV Boutevard during peak traffic can feet very different from how an intersection appears on paper. lf you woutd tike to repeat the survey process manuatty instead of retying on the city to mait it, you can directty contact these residents. The city can assist in giving you the information you witt need.
Regarding enforcement, RBPD has increased traffic patrots atong Patos Verdes Boutevard. My understanding is that officers are in the area at least weekty for a few hours. lwi[[ atso forward your continued concerns about rotting stops near Avenue F/G and the Catatina Post Office approach to RBPD so they are aware of the specific locations and time periods you identified.
On the Catatina Post Off ice issue, staff is famitiar with the poor stop comptiance at the southbound entrance onto Catatina. Their assessment is that the PC H/Herondo/Anita signalgeneralty meters traffic and creates usab[e gaps for vehicles entering the post office driveway. Staff does not currently view the [ocation as presenting a hazardous condition requiring physicatmodification, though targeted enforcement may hetp improve comptiance.
1 l'm sorry that I did not get back to you sooner. Staff did answer me, and I dropped the batt in getting back to you. I understand this has been a long-standing concern for you, and I appreciate the detaited history you provided.
Finatty, regarding your prior emaits and Councit Reports, I am sorry for the frustration. Going forward, I wit[ strive to improve my communication skitts and repty in a timely manner to a[[ constituents.

Councilmember Waller.
I am following up again regarding the long-standing safety issues at Avenue G and Palos Verdes Blvd. I first raised this concern with the Public Safety Commission on l9 July 2025, where the commissioners immediately recognized the seriousness ofthe problem. One commissioner specifically requested that the matter be placed on the next agenda, and the rest agreed. Despite that, the issue never appeared on any subsequent agenda, and with the recent dissolution of the Commission. the matter was effectively left unresolved.
Since moving here in 2008, I have repeatedly reported that it is extremely difficult -
and often unsafe
-
to
cross PV at Avenue G during morning and afternoon rush hours. Drivers routinely roll through the four-way stop at Avenue F, creating a continuous flow of traffic that makes crossing at C nearly impossible. As I mentioned previously, it is often safer to make a right tum, perform a U-turn at F, and come back, rather than attempt to cross at G.
I discussed this with former Councilmember Niles, and a neighborhood survey was conducted regarding the possibility of converting Avenue G into a four-way stop. While that proposal did not receive sufficient support at the time, the underlying safety issue has not improved. Enforcement remains minimal, and the rolling stops continue unabated.
I have also raised a second concern regarding the Catalina Post Office. Vehicles coming from the PCH/Horondo split rarely stop at the sign before turning onto Catalina, creating a hazardous situation for anyone attempting to enter the post office driveway. This, too. would benefit from targeted enforcement.
Between 3l July and 22 September 2025, I followed up repeatedly -
on 3l July; l,3,5,6,7,8,9, 10, and ll
August; 2l August; I September; and 22 September
-
before finally receiving a response. Your reply
suggested that you had responded to each message, but I did not receive any ofthose communications. and none were disclosed during Council Reports as required when constituent issues are raised.
At this point, I am requesting:
1 . A clear status update on any actions taken or planned regarding the Avenue G intersection. 2 2. A lbrmal traffic safety evaluation, including a gap study. to determine whether additional controls or modifi cations are waranted.
3. Targeted enforcement at both Avenue F/G and the Catalina Post Office approach, where rolling stops are routine and create ongoing safety hazards.
Please confirm receipt of this email and provide an update on next steps.

I live on Avenue G in the 500 block. Trying to cross Palos Verdes at the 300-400 block is nearly impossible during morning and evening rush hours as people "ooze thmugh" or do the so called California stop at the 4 way stop at Avenue F.nd P.los Verdes. If people would do a full proper stop at F, we would have the chance to get across. While it would GREATLY slow down traffic, crn a study be done to see if it warrants at stop at Avenue G as well m.king th.t a four w.y stop?

The City of Redondo Beach has received a request for all-way stop controls at the intersection of Palos Verdes blvd and Avenue G. The City's current response policy requires staff to initiate a survey of nearby residences to determrne the level of support for this request. The City is providing this form to solicit your official response to the su rvey.
A few
a
items to keep in mind:
Staff will conduct a safety evaluation of the intersection to further inform a decision to take this request to the City Council.
lf the safety evaluation determines there is no compelling safety reason to move the request forward, the request may still be advanced if a sufficient number of survey responses in support of the request are received Completion of attached form does not guarantee that STOP signs will be installed.
A decision to install all-way stop controls can be made only by the City Council.
Please respond within four weeks of this letter's date. Only one response per address / household is permitted.
There is no need to return this form if you are not in support of the proposed additional stop signs.
A flowchart of the City's process for response to all-way stop requests is included with this letter. lf you have any questions or comments, please feel free to contact us via email at [email protected].
