Dear Honorable Mayor Light and Members of the Redondo Beach City Council, I respectfully request that the 1.25 FAR for the BCHD be maintained so that it allows the campus and its partners to meet the health needs of our community into the future.
BCHD provides special services not offered by the private sector, including the allcove for youth and young adults.
BCHD’s future depends on its proposed updated campus that can only be achieved by having the same 1.25 FAR offered to all of the public institutions in Redondo Beach.
Thanks for your consideration
Sincerely,

We are in favor of separating the BCHD/Sunrise project out of the General Plan ballot measure and let residents vote on it on its own.

Leslie and Kenvin,
I believe the Commission recommended a 0.5 FAR. GPAC recommended a .75 FAR because it believed that was the current build out FAR. But whether 0.5 or a 0.75 FAR, that would be a taking as BCHD’s current buildings total at nearly 0.8 FAR. The Council will likely separate the vote on the FAR cap for property zoned PI for a later election. If the residents vote against that FAR, the current zoning with no FAR cap will remain in place.
BCHD is not getting special treatment. A fairly recent state law requires that we put an objective development cap on all zoning designations. Today property zoned “public” has no development cap… no FAR cap. So the Council had intended to put a FAR cap on all public property, including that of BCHD.
BCHD’s website indicates they intend to submit an application well before any election. Depending on the details of that application, any vote on the FAR Cap may already be moot.

We elected you to represent our community interests and are tired of caving in to special interests.? We as a city

Good afternoon Mayor, Councilmembers, and City staff,
I am writing to request the following:
1. BCHD should not be granted a special FAR increase above what was recommended by the City Planning Commission. Any FAR increase above the Planning Commission’s recommendation raises serious legal, policy, and neighborhood-impact concerns and should not be approved without a clear, legally defensible, and publicly vetted justification.
2. Many Redondo Beach residents expect density and FAR limits that are no greater than what was envisioned during the General Plan process. BCHD should not receive special
treatment or a separate development envelope that exceeds what residents reasonably understood was being considered.
3. Granting special upzoning requests for BCHD or RBUSD would establish a precedent that could affect every neighborhood in our already dense, treecanopy-limited small city.
4. The FAR is the land-use entitlement and development envelope that determines how much development can be allowed on the site. Once a higher FAR is adopted, a later BCHD
project can be presented as consistent with the approved zoning framework.
That is why the BCHD/Public Institutional FAR must be separated on the Article XXVII ballot
now.
5. If the Mayor and City Council choose NOT to follow the City Planning Commission’s FAR recommendations, then at least, the November ballot should include separate
votes so voters can vote separately on the City’s General Plan and any spot upzoning for BCHD or RBUSD. Residents should not be forced to vote on the entire General
Plan package in order to approve or reject a special FAR increase for BCHD or Public Institutional sites.
Lastly, BCHD’s own legal counsel previously raised concerns about inconsistent FAR treatment among Public Institutional properties. Therefore, if the City applies a 1.25 FAR to BCHD, the City must clearly explain how that is legally distinguishable from other similarly situated Public Institutional sites. BCHD should not be spot upzoned.
Thank you.

I hope all is well. I'm emailing to touch base regarding the General Plan update and the consideration to modify the light industrial zones to allow for hotels. I've been keeping an eye out for future City Council meeting agendas that concern those topics, but I haven't seen anything since the January 20th meeting. The draft regulations for Artesia and Aviation do not allow housing at this time. That said, State laws AB 2011 and SB 6 would potentially for housing regardless of the commercial zoning limitations. Regarding other locations, the City’s Housing Element (click here) established 6 new overlay zones that can be developed with housing (see pgs. 94-96). That's great news! We'll let you know if we want to make a meeting, but it sounds like the proposal for zoning revision is going along swimmingly. One quick question though, do you have an estimate for what zoning it would likely be rezoned to? We were curious about standards that might apply to a hotel on the site.

Good morning,
I work with the team that owns the vacant lot at 750 N Francisca Ave. We have been in contact with Planning Manager Sean Scully and are looking to develop the land with a use that will garner the most support from the City.
Can you please look over the following project proposals and let us know what you think?
Hotel: A multistory hotel building similar to the nearby Sonesta or Shade hotels. Proposing a 60 ft tall building with 4-5 stories pursuant to the least restrictive, yet compatible, commercial zone. Site to be rezoned to Commercial/Coastal Commercial for compliance.
Business Park (Professional/Medical Offices): A set of
professional/medical offices. Clustered development of 2-4 office buildings each about 30 ft tall with 2 stories; floor area to vary between 20,000 SF - 40,000 SF per building depending on number of buildings.
Project to use existing site zoning.
Apartments: A multistory apartment building with upwards of 100 units; this project is greatly dependent on the type of residential zoning to be applied to the site. Site to be rezoned to the least restrictive, yet compatible, residential zone for compliance.
Warehouse: Refer to the previously submitted warehouse project.
Project to use existing site zoning.
Public Storage: Public storage facility similar to the Mini Storage located opposite to the site. Project to use existing site zoning.
We look forward to hearing back from you.
Thank you.
Franz Esperanza

Subject: Re: Public Comment Mayor, Council, City Attorney: The City MAY NOT Spot UPZONE BCHD nor UPZONE 200 PCH without EQUAL TREATMENT across all P-CFs and then P-SFs.

At some future time, the City and school district may be in the same financial straits as BCHD is. BCHD's refusal to staff executives as a benchmarked level had created a massive funding sump. BCHD spends 36% of its total employee budget on Executive Comp.
As a taxpayer, I want to see the Council walk the talk and upzone EVERY P-CF and EVERY P-SF to FAR 1.25 for taxpayer equity IF ANY ARE UPZONED TO 1.25! On Tue, Jul 7, 2026 at 1:10 PM Mark Nelson (Home Gmail) <[email protected]> wrote:
Using BCHD's legal firm (paid for by taxpayers) threat to the City of Redondo Beach on spot zoning, we can draw the following conclusions:
This action to upzone only BCHD to FAR 1.25 and NO OTHER P-CF parcels is de facto spot zoning.
The proposed action to upzone only 200 PCH to FAR 1.25 and no other P-SF parcels is de facto spot zoning.
The action to upzone the Civic Center is not, as P-CIV is a wholly separate zoning for the public benefit of Redondo Beach taxpayers and residents.
BCHD counsel makes a bogus argument that BCHD and the City sites are similarly situated when it equates P-CF (BCHD site) and P-SF (200 PCH). That are not similarly situated.
BCHD is a multi-agency special district that services 16 cities by legal agreement (SPA8).
P-SF is a City leased, RBUSD owned site for the public benefit of Redondo beach taxpayers and residents. Any negative externalities of the use of City or RBUSD land is directly offset against the benefits. In the case of BCHD, the damages of service and facilities to service 16 cities are all forced on Redondo Beach land and nearby residents in Torrance.
Either upzone all of P-CF and P-SF or set it as a reasonable, neighborhood preserving base of 0.5 or .75. SPOT TREATMENT IS ILLEGAL
P-CF (ALL SITES MUST BE TREATED THE SAME OR IT IS SPOT UPZONING) BCHD

Please separate the BCHD/Sunrise project out of the General Plan ballot measure and let residents vote on it on its own.
