Redondo Beach consolidated its Historical, Preservation, Library, and Recreation and Parks Commissions into one Public Amenities Commission under Ordinance No. 3272-24. Historical and cultural preservation became only one responsibility among many. Now one of the City’s most recognizable cultural landmarks is being altered to conform to a municipal marketing brand. If consolidation was supposed to preserve Redondo’s heritage more effectively, where was the preservation review when the King Harbor Gateway Sign was redesigned? The Gateway Sign controversy does not by itself prove that the Public Amenities Commission has failed. It does, however, expose the weakness of a system in which preservation is diluted among numerous unrelated responsibilities and an iconic civic landmark can be treated primarily as a branding opportunity.

The majority of Redondo residents have told the City Council that they do not want the new city logo design to replace the iconic imagery of the King Harbor sign. At three separate district meetings, majorities of constituents told the respective City Council members they would like to keep the historic iconography of the King Harbor sign.
Obviously the Mayor and City Council did not listen. The staff report says there is no cost difference between recreating the font and image of the historic sign or making the corporate logo that no one wants. Using the community's past involvement in a logo contest is no where near enough justification to destroy Redondo's history. Yes, you are destroying Redondo's history. The Council is unilaterally choosing to rip the picture out of the frame, this action could be a violation of CEQA. There is no mention in the staff report that KIng Harbor Gateway project is CEQA exempt. I will remind the Council that funds from the John Parsons Public Art fund are prohibited from the King Harbor Gateway project. The Redondo Beach Public Art Ordinance states public art money cannot be used for signage as defined in the Redondo Beach Municipal Code Section 10-2.1800.

This is something that we didn't ask for and yet another waste of tax paying Redondo Beach Residents money.
How about fixing clear public safety and noise nuisance issues first? You people are operating like a bunch of juveniles with totally misplaced priorities.

Nearly $1M spent. Where is the transparency? Tax paying Redondo Beach Residents have the right to know how their tax dollars were spent on this park. Where is the line item report? This was not an acquisition, this is a 5 year land lease with SCE and 4 years have already been burned up. A land lease is not a smart investment. And who was the contractor? Was this a no bid contract? It's not likely that only Quimby fees funded this park. Provide the honest details to Redondo Beach Residents please City Council. You always seem to find money to burn but not for remediation of clear and major residential public safety and noise nuisance issues. Let's see the full report on this park.

H.12 — The Cannabis-Tax Paradox
Redondo Beach has resisted generating local tax revenue through cannabis businesses, yet it is willing to accept $63,627.20 collected from statewide cannabis taxes to address cannabis-related public-safety consequences.
The grant would reimburse Police Department overtime for DUI saturation patrols and impaired-driving education involving alcohol, cannabis and other drugs. It requires no City match and cannot replace existing lawenforcement spending.
That does not mean the City profits from DUI arrests. It does reveal a policy distinction worth noticing: Redondo Beach opposes participating in the commercial cannabis market while accepting revenue produced by that market for enforcement and education.
The missing operational details also deserve attention:
How many saturation patrols will be conducted?
How many officer-overtime hours will the grant purchase? How much will fund enforcement versus education?
What performance measures will determine whether the program succeeds? Will results distinguish alcohol, cannabis, combined-substance and other-drug impairment? Agenda Item: eComments for L.1. 26-0920 PUBLIC HEARING TO CONSIDER AMENDMENTS TO THE GENERAL PLAN LAND

[email protected], [email protected], [email protected], [email protected], [email protected], [email protected], [email protected], [email protected] SUBJECT: OPPOSE ITEM L-1 (8/4/26) DUE TO PI-2 ILLEGAL SPOT UPZONING OF BCHD/Sunrise Private Development
Mayor, Council, City Attorney
It is unfair and illegal for the City to spot upzone the BCHD Prospect Ave site (assigning it to the new PI-2 zoning) when other similarly situated P-CF properties were all assigned to PI-1 zoning. PI-2 BCHD can get up to 550,000-sf of buildings with FAR 1.25 density). ALL OTHER P-CF SITES SUFFER WITH 0.75 FAR density and have much smaller development potential. BCHD is surrounded by residential homes. Many other P-CF are in more commercial areas with far less negative impact on surrounding neighbors.
The Council's January 20th 2026 meeting only considered the BCHD private Sunrise development for FAR 1.25 spot upzoning. No other P-CF was analyzed. This followed BCHD's threat to sue the City with taxpayer funds.
Kensington, on RBUSD property, is situated exactly the same as Sunrise. It is P-CF zoned, and provides assisted living. Clearly BCHD/Sunrise if being illegally benefitted over RBUSD/Kensington.
Further, if any P-CF site is assigned to PI-2 zoning, then ALL must be. City taxpayers should NEVER be restricted from using their property for the fullest benefit. The City's action discriminates AGAINST taxpayers who own the P-CF properties and discriminates against Kensington who is also a PRIVATE ASSISTED LIVING on PUBLIC LAND.
BCHD is not even a Redondo Beach agency. It serves all of LA County SPA-8 by contract, an area of 1.4M people. It gives away the benefits of our local land and dumps the damages on local residents.
PI-2 should be abolished and BCHD should be assigned to PI-1 like ALL OTHER P-CF land. Any other action is ILLEGAL SPOT ZONING.
Thank you.
