Dear Mayor Light and Members of the City Council:
I am writing regarding Agenda Item H.12, the proposed acceptance of the Cannabis Tax Fund Grant of approximately $64,000 for impaired-driving efforts.
I support the City accepting this grant. Reducing impaired driving is a worthwhile goal, and using state cannabis tax revenue for this purpose is preferable to drawing on local General Fund dollars.
However, I strongly urge that the funds be directed primarily toward officer education and community outreach, rather than increased high-visibility enforcement operations such as DUI saturation patrols or similar sting-style activities.
Education and training activities, including officer courses on detecting drug impairment and public awareness efforts, can improve safety without expanding a visible police presence in the community that might be misunderstood and therefore have a negative effect on the community. These approaches are fully eligible under the grant guidelines and better align with a measured, less intrusive style of traffic safety work.
Once again, I urge you to use restraint when contemplating accepting grants or other support from the state and local government.
Thank you for considering this request as you deliberate on the grant and related budget resolutions.
Sincerely,
Bryan Stone
