Ms. Manzano:

It is very nice to meet you through this letter. The following is my Aug. 4, 2026, City Council Meeting public comment for an off-agenda item.

Shortly before 3:00 p.m. on July 28, 2026, two moderately loud booms came from a Southern California Edison power pole in front of Jefferson Elementary School on Harkness Ln. I also heard sparks, and one of my neighbors briefly saw a flame coming from the power pole in question. This caused a short power outage, and the school’s fire alarm was activated. My neighbors discovered that a bird caused this power surge.

When I heard the two booms, I immediately called 911 from my Verizon Wireless iPhone because we do not have a landline phone. When a Redondo Beach dispatcher answered the phone, he said it was the non-emergency line. This is not OK because it was an emergency. Is this a City of Redondo Beach problem, a Verizon problem or a combination of the two? Either way, I will inform Verizon.

One engine from the Redondo Beach Fire Dept. responded code three, but I believe it took between five and six minutes for the engine from Station 2 to arrive. This emergency response time should not be acceptable to neither the Redondo Beach City Council nor to the Redondo Beach residents. Even though there was no active fire, the fire engine responded with lights and sirens, so, to me, the response seemed to be to that of an emergency incident. The dispatcher also made it seem like he made this an emergency call.

Redondo Beach Fire Station 2 is, according to Google Maps, 1.3 miles away from Jefferson Elementary School. I am not sure from where the fire engine was responding, but regardless, it should not take between five and six minutes for a fire engine to respond in a city that has a land area of just over six square miles. My family and I moved from Beverly Hills to Redondo Beach in Oct. 2025. If it took this long for the Beverly Hills Fire Dept. to respond, there would be meetings after meetings after meetings. The City of Beverly Hills’ land area is just over five-and-ahalf square miles, and the fire and police response times are three minutes or less.

The average response time is 90 seconds. In Beverly Hills, residents can hear the fire dept. coming before they get off the phone with the dispatcher. That was not the case with this incident.

It seems to me like the Redondo Beach Fire Dept. can have and should have a faster response time. If it cannot achieve a faster maximum response time, there should be changes, and the residents of Redondo Beach should expect better. This faster response time is especially the case when the call/incident involves a school. I am more than happy to help the Redondo Beach Fire Dept. with any changes needed to achieve a faster maximum response time. (We also need to discuss fire apparatus procurement, but we will do that at another time.)
I will address this with the Redondo Beach Unified School District, but the following also needs to be brought up to the City Council too. For some reason – even though the fire alarm was initiated and there were at least three adults in Jefferson Elementary at the time of this incident – my 911 call seemed to be the first time dispatchers heard of what happened. I believe this was the case because the dispatcher with whom I spoke had not heard of this issue with the power pole.

Why are dispatchers not notified in some way when a public-school fire alarm goes off? That seems to be a flaw in the system that needs to be urgently addressed. In Beverly Hills, the dispatchers somehow always knew when a school fire alarm started.

I have additional questions for the City Council and the Redondo Beach Fire Dept. I will ask those at a later time.

Thank you,
/s/ Max Schwartz, M.S. on 08/02/2026, at 10:46:24 p.m.

BENCHMARKING DEMONSTRATES BEACH CITIES HEALTH DISTRICT AT BOTTOM OF

EXECUTIVE EFFICIENCY
BCHD EXECUTIVE EFFICIENCY IS 9% COMPARED TO ALL BENCHMARKED AGENCIES BCHD EXECUTIVE EFFICIENCY IS 17% COMPARED ONLY TO BENCHMARKED

HEALTH DISTRICTS
A comparative review of executive staffing and 2024 non-police, non-fire, and non-firstresponder expenditures found that the City of Redondo Beach achieved the strongest executive-efficiency benchmark among the seven agencies studied, narrowly outperforming the larger City of Torrance. Redondo Beach supported approximately $97 million in qualifying expenditures with six executives, or $16.2 million per executive, establishing the benchmark score of 100; Torrance supported approximately $244 million with 16 executives, or $15.3 million per executive, for a score of 94. At the other end of the comparison, Beach Cities Health District supported only about $1.4 million in expenditures per executive, resulting in an overall benchmark score of 9%. Even when compared only with the three healthcare districts, BCHD ranked last, with an efficiency score of 17%, compared with 67% for Peninsula Health Care District and 100% for Grossmont Healthcare District.

The analysis used 2024 payroll records from Transparent California to identify chief officers, city and general managers, department directors, and comparable executives, while excluding police, fire, emergency-response, and other first-responder positions. Expenditure estimates were drawn primarily from each entity’s FY 2023–24 audited financial statements, annual comprehensive financial reports, and official financial reports, with police, fire, and publicsafety expenditures removed where separately reported. The payroll and expenditure data were subjected to a complete agency-by-agency re-audit after preliminary discrepancies were identified, including a second review of job titles, partial-year officeholders, compensation records, and financial-statement classifications. The resulting benchmark is a managementintensity measure based on qualifying expenditures per identified executive.

Note: Results were validated with multiple audits from multiple databases and intelligence services.

It seems so from a UK article regarding the EVICTION OF DEMENTIA PATIENTS

The following is an excerpt from a UK-based publication's article (a former UCLA Bruin is the author) about the BCHD debacle of evicting 100-memory care patients from Silverado.

The building meets all applicable seismic codes, is exempt from the hospital retrofit requirements (it's not a hospital anymore), and best practice allows for up to 25 years continued use. THESE 100 RESIDENTS SHOULD NOT HAVE THEIR LIVES CUT SHORT BY THE BCHD BOARD'S CASH NEEDS TO PAY $2.5M PER YEAR IN EXECUTIVE SALARIES. 20-cents of every BCHD dollar goes to its executive team compensation. Imagine if your City, Agency, NGO, or Company spent 20% of its gross spend on EXECUTIVES.

It's immoral, unconscionable, and beyond EVERY REASONABLE BENCHMARK OF SPENDING ON EXECUTIVE STAFF FOR A PUBLIC AGENCY.

For a patient suffering from advanced cognitive decline, a sudden change in environment is not just an inconvenience. It is a medical hazard. Transfer trauma is a well-documented phenomenon where abrupt relocation accelerates cognitive deterioration, spike anxiety, and dramatically increases mortality rates within the first year of a move.

The Human Toll of Transfer Trauma
The medical community has long warned about the physical cost of these corporate recalculations. When an individual with advanced Alzheimer's or dementia is removed from a familiar environment, the disruption to their spatial orientation and daily routine causes severe physiological stress.

Cortisol levels spike. Sleep cycles break down completely. This neurological shock frequently manifests as sudden behavioral shifts, increased agitation, and a rapid decline in mobility. A resident who was previously able to feed themselves or navigate a hallway independently can lose those functions within days of a forced move.

Families are left to bear the psychological brunt of this decline. They watch relatives who had achieved a fragile stability deteriorate rapidly under the stress of relocation.

The anger directed at the Redondo Beach facility is not just about logistics or money; it is a reaction to the commodification of the final years of human life.

The following is a Non-Agenda Item Public Comment to ALL AGENCIES for the Next Council Meeting In order to increase BCHD's revenues by replacing Silverado Memory Care with Sunrise Assisted Living's proposed private development, Beach Cities Health District (BCHD, Redondo Beach) elected to evict nearly 100 seniors with memory care and dementia issues according to the LA Times and a host of other media.

The action raised the ire of families and readers across the world. See the listing below of the many media outlets that carried news of BCHD's dementia care eviction action in Redondo Beach, CA.

BCHD CEO Tom Bakaly's advice to Silverado families at the April 22, 2026 BCHD Board meeting was "there are 1,500 available memory care beds available within a 60 mile radius." https://youtu.be/1tcknJNxEIo?t=1243 The table below demonstrates the current breadth and depth of media coverage of BCHDs eviction action.

Subject: BCHD failure to implement monitoring for 1/4-mile Air Toxics in the so-called "Healthy" Living Campus FEIR
This is especially important for the Cities of Torrance and Redondo Beach. BCHD is a CEQA lead agency in name only. It was forced to use exclusively consultants in its EIR process, because BCHD has no meaningful development experience. Further, it had NEVER functioned as a lead agency. As a result, the FEIR is a shoddy work product that BCHD spent nearly $13M of pre-development taxpayer funds to conclude.

Specifically, BCHD acknowledges that failure to adhere to all Federal State and Local rules and ordinances leave the 1/4-mile of surrounding residents at risk for significant air toxic health damages. Yet, the "health" district has no plan for any oversight or sampling of air toxics throughout the entire span of demolition and construction.

Toxics range from cancerous asbestos to PM2.5 and PM10 to organic exhaust to TCE and other cancer causing chemicals.

DUE TO THE PREVAILING WINDS - TORRANCE RESIDENTS AND THE CHILDREN AT TOWERS ELEMENTARY ARE AT THE GREATEST RISK.

Torrance has an affirmative obligation to intervene at the Redondo Beach Planning Commission when the BCHD "Healthy" Living Campus is brought forward by BCHD, Sunrise Assisted Living, or any of a small army of consultants.

Redondo has a moral obligation to require full protection at the full expense of BCHD.

BCHD requires NO MONITORING as the LEAD AGENCY and a HEALTH agency. That is hypocritical and absurd to endanger children and residents with toxics that have no LEAD AGENCY monitoring.

NO ONE SHOULD BE SENTENCED TO RELIANCE ON VOLUNTARY COMPLIANCE

WHEN FAILURE MEANS A LIFETIME OF HEALTH DAMAGES FOR DEVELOPING ELEMENTARY SCHOOL CHILDREN! The CITIES and TUSD MUST PROTECT THE RESIDENTS AND CHILDREN SURROUNDING THIS PROJECT!
