Caltrans Project
PCH at PV Blvd
Possible Scope Change

2 Traffic counts orient
PCH as EB/WB
3 Background – Pending Caltrans Project
Pacific Coast Highway (SR-1) South Bay to Santa Monica
Pedestrian Accessibility & Traffic Safety Improvements
• Pavement rehabilitation, update curb ramps, construct bus pads, sidewalks, upgrade gutter and drainage systems, and restriping
• Design includes a NB PCH right-turn lane onto PVB,
intersection widening
• Based on prior traffic analyses and projections – Legado Project
• Legado/Eddy settlement resulted in dedication of right-turn lane upon City’s ability to fund and construct
• Widening will shift sidewalk toward development, which is why the dedicated space was not fully landscaped

Dedication Area
5 Traffic Conditions – Then and Now
• Prior CEQA/traffic analysis practice only considered driver convenience and delay
• Past traffic impact studies tended to overestimate traffic demand • Current CEQA/traffic practice and Caltrans focuses on safety, reducing driving, lowering speeds
• Vehicle volumes flat or even declining at this intersection • Bike/ped crossings have increased substantially
• City received requests to improve pedestrian safety at this intersection
6 Need for Right-Turn Lane?
• Should consider when
Right-turn peak hour movements reach 100-125
Right-turns are 10% or more of approach volume (NCHRP 457) • City has 2023 and 2026 multimodal traffic counts
Eddy Redondo residential was 61% leased and commercial 25% leased at the 2026 count
7 2023 vs 2026 Traffic Volumes
• Northbound PCH Right-Turn to PVB
• Tues 11/7/2023: 42 AM Peak, 60 PM vehicles per hour
• Tues 3/24/2026: 52 AM, 69 PM… + 13-19% with Eddy Redondo • NB right-turns remain <8% of total NB approach volume • Volumes highly unlikely to double when Eddy is fully leased • Overall intersection volume change (2023-2026): -3% in AM, +3% in PM • Pedestrian crossings up 24% in AM, 34% in PM
• Bike crossings flat in AM, up 48% in PM
8 Right-Turn Lane Implications
• Intersection Widening
• Doesn’t improve pedestrian safety
• ADA requires lengthening crosswalk time along PV Blvd • Would DECREASE green time on PCH
• Contrary to bike/ped volume increase in the area
• Could be installed in the future if warranted
9 Alternative Uses of Funding
• Tree wells along Eddy Redondo
• Cross gutter repairs along PCH (Knob Hill to Ave H)
RECOMMENDATIONS:
10 • Request Caltrans delete the construction of the northbound right-turn lane on PCH at PV Blvd planned for their project
• Direct staff to work with Caltrans and/or Eddy Redondo to install tree wells along Eddy Redondo’s PCH frontage
• Direct staff to request Caltrans repair cross gutters along PCH between Knob Hill and Avenue H where feasible
