The Council has broken its promise to residents and voters. The Council included an unacceptable provision in the Ordinance in H5 that states the Council supports FAR

1.25 for BCHD. The Council told the public that it would NOT put BCHD or P-I land use in the General Plan for the Article 27 vote. The "Whereas" regarding BCHD and its FAR 1.25 MUST BE REMOVED or we will have no recourse but to campaign against the general plan in the Article 27 vote this fall.

PUBLIC COMMENT: REVISIONS MUST BE MADE TO PROPOSED ORDINANCE AND ITS

SUPPORT DOCUMENTS TO CONFORM WITH COUNCIL DISCUSSION
Proposed ORDINANCE NO. CC-3314-26 Contains Irrelevant Information and Disadvantages the Public's Rights
Per Council direction, FAR determination is excluded from the current documents and process.

Yet, Council gratuitously include mention of the BCHD FAR in the ordinance, despite it's assurance to the public that FAR was OFF THE TABLE at this time for BCHD and other eventually to be P-I land uses.

There are literally tens of thousands of other extraneous statements that could also be included in the ordinance that would not have been SPOT UPZONING BIAS FOR BCHD. This one is disingenuous based on the Council's commitment to the public and it appears to be devised to skirt further public input or disadvantage the public's ability to voice disagreement. It must be struck. "WHEREAS, at their duly noticed public meeting on January 20, 2026, City Council conducted focused discussions on the allowed building floor area ratio (FARs) for Public Institutional (PI) properties. The City Council generally supported maintaining FARs and land use designations as originally proposed in the draft updated LUE, with the exception of the Beach Cities Health District campus, which Council directed to consider setting at 1.25 FAR to accommodate future services; and" Furthermore, the document contains references to standards in the General Plan that do not exist.

Exhibit A: ORDINANCE NO. CC-XXXX-XX
AMENDMENTS TO RBMC CHAPTER 2 ZONING AND LAND USE TO IMPLEMENT THE REDONDO BEACH

GENERAL PLAN LAND USE ELEMENT UPDATE
2 Amendment of Code 10-2.1110 requires full definition of changes Item requiring review - the table that is contained in
RMBC § 10-2.1110Land use regulations: P-CIV Civic Center zone, P-RVP Riviera Village parking zone, PGP generating plant zone, P-ROW right-of-way zone, P-CF community facility zone, P-PRO parks, recreation, and open space zone, and P-SF school facility zone is NOT provided in the materials being presented to the Council for consent calendar approval. Clearly, the consent agenda is not a place to approve unseen changes. Since the test states that some changes are being made, but the table is not presented, the Council and the Public cannot know with certainty what changes in the table are occurring. See below for the table sans modifications and the "..." for a table that is being changed.

Changes in 10-2.1116 refer to the General Plan's P-CF FAR which is non-existent. That is unacceptable. Reference to a missing value is invalid. This must be reworded.

Section 10-2.1116 Development standards: P-CF community facility zone.

Subsection (a) will be amended to read:
(a) Floor area ratio. The floor area ratio (F.A.R.) of all buildings on a lot shall not exceed the maximum floor area ratio established by the General Plan. Compliance with the applicable General Plan floor area ratio standard shall not create an entitlement to the maximum floor area ratio. The appropriateness of the proposed floor area ratio shall be determined subject to Planning Commission Design Review based on site design, building massing, compatibility with surrounding development, and consistency with the objectives of this district.

Dear Redondo Council,
I am very disappointed. The Council included the provision in the Ordinance in H5 that states the Council supports FAR 1.25 for BCHD. The Council told the public that it would NOT put BCHD or P-I land use in the General Plan for the Article 27 vote.

It was agreed that the FAR for 1.25 for BCHD would not be included in the General Plan and that it would be addressed separately.

The "Whereas" regarding BCHD and its FAR 1.25 MUST BE REMOVED.

Dear Mayor and Council Members,
The Council has broken its promise to residents and voters. Is this a mistake??? The Council included an unacceptable provision in the Ordinance in H5 that states the Council supports FAR 1.25 for BCHD.

StopBCHD.com ([email protected]) is a Neighborhood Quality-of-Life Community concerned about the quality-of-life, health, and economic damages that BCHDs 110-foot above the street, 800,000 sqft commercial development will inflict for the next 50-100 years.

Our neighborhoods have been burdened since 1960 by the failed South Bay Hospital project and have not received the benefit of the voter-approved acute care public hospital since 1984.Yet we still suffer 100% of the damages and we will suffer 100% of the damages of BCHDs proposal.
