Mayor Light stated he pulled item H.5 because the City received multiple emails from people regarding the recitals that are in two of the resolutions; clarified that the recitals were not the ordinance itself, but a history of the events that led up to the resolution and the actual changes to the General Plan and to the zoning; noted that, if the recitals are read in their entirety, it states that the Council deferred the PI Land Use and the FAR limits from the November 3rd Article 27 analysis and ballot measure.
Councilmember Obagi referenced page 61 of the agenda packet to show the public what the Mayor just clarified; commented that there are people trying to draw division and drive antagonism towards the City Council; stated that the Council is trying to bring about economic vitality to commercial corridors in the City with the Article 27 vote; spoke more about the revitalization efforts the City is trying to accomplish and commented that the posts on the North Redondo page are not being honest and are misleading.
Motion by Councilmember Obagi, seconded by Councilmember Waller, to approve item H.5.

dump on the record so they would have it for a later date; opined that it needs to come out; stated there was a big process problem with L.1 because the Mayor and others said they were not considering PI at all, but it is in the sixth attachment regarding the PI for Beach Cities for the 1.25 FAR; noted that the Council voted on something with PI in it and the first reading of it was last week; said that the information serves no purpose, should not be in the record, and that it should be taken up on January 20th or whenever they choose to take up PI; spoke about it being mentioned in order to keep investors from walking from BCHD.
Mayor Light rebutted that the record reads clearly that it was directed to consider and not a final decision of the Council; stated that the record is complete and consistent all the way back to GPAC.
Darryl Boyd (via Zoom), District 3, resident of 500-600 North Prospect Ave. and the Beryl Heights Community; provided negative comments regarding the Council and BCHD working together and commented that the Council should be working for the residents; stated that there should not be spot zoning for BCHD and the language should be stricken that refers to BCHD and the 1.25 FAR; asked that the Public Safety Commission be brought back and questioned where the Councilmember for District 3 was that evening.
Administrative Specialist Bodkin reported no hands raised on Zoom and five eComments:
four opposed and one neutral.
