Subject: TRW Tract Neighbors Need a Safety Analysis Prior to Any Tank Installations City Council, City Manager, City Attorney, Planning Commissioners:
The residents surrounding 2477 Manhattan Beach Blvd deserve a fair analysis of the shrapnel and gas hazards from the proposed Argon and Nitrogen tanks. This link shows the explosion of a 20-foot tall tank. The proposal is for four 38-foot tall tanks which provides much more potential damage and oxygen displacing gas release.
The explosion and shrapnel video is at https://www.youtube.com/watch?v=CHXU07zyKRA Nitrogen gas will displace oxygen and could result in asphyxiation as the level of nitrogen in the local air rises well above 80%. Argon is heavier than oxygen, so it will create a layer of unbreathable gas and potentially asphyxiate residents and pool in low lying spaces, like stairwells, underground parking, etc.
All we ask is a fair, honest analysis. You've seen the video. The proponent lost its credibility when it claimed that an explosion was impossible. It's possible and it happens periodically. 200-feet from homes is well within the range of 12,000 gallons of liquid argon to travel and for large equipment to land after an explosion.
The City needs to build its own credibility and assure a transparent analysis is conducted and made public. This is a small "ask" to avoid a tragic outcome. No tanks before a SAFETY analysis. Simple. Fair.
Thank you.

Greetings Mayor and Councilmembers, I believe that proposed changes to § 10-2.1524 Fences, hedges, walls, and obstructions in all zones and § 10-5.1524 Fences, hedges, walls, and obstructions in all zones could be slightly clearer. These changes are submitted in the Bluefolder. These minor changes could make the height standards easier to understand and enforce. Also, I propose making a small exception for a tree in the sight triangle. As for the bona fide compliant provision, it seems to be in response to a very specific instance where observable violations were identified, but not being addressed. Understandably, selective enforcement feels unfair. We all care about a livable Redondo Beach, and code enforcement should not be weaponized. But legitimate complaints should not be ignored because of someone's proximity to a problem. Instead of punishing and removing people's rights to speak up, the City should revisit how it approached code enforcement. Why should visible violations, especially safety violations, need a citizen to report a situation? And why grant 60 days to resolve a landscaping violation? The grace period adds to case load. Every citizen, and every person, should have the right to notify the City of a code violation and should be able to rely on the City to fulfill its responsibility to achieve code compliance. I don't support the seed this bona fide idea is planting because it strips people of a pathway for assistance and intentionally silences people's voices.
