The City of Redondo Beach strongly supports SB 799 (Allen), which makes several important revisions to the South Bay Regional Housing Trust (SBRHT).

These updates will allow the SBRHT to better meet regional housing needs by serving a broader range of income levels including moderate income workforce households, expanding its ability to preserve existing affordable housing, and strengthening its governance structure to ensure qualified and consistent Board representation.

Cities across the South Bay are facing increasing difficulty meeting their state mandated housing goals, particularly for extremely low, very low, and low income households, and now moderate-income households as well. SB 799 provides that solution by updating the statutory framework for the SBRHT so it can operate more effectively and meet statewide housing objectives at the regional level.

The South Bay Cities Council of Governments (SBCCOG) and its member cities have spent several years evaluating regional housing trust models. Through a REAP 2.0 grant from the Department of Housing and Community Development and the Southern California Association of Governments, the SBCCOG
