CITY OF REDONDO BEACH
EXEMPTION DECLARATION
PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
DATE: August 25, 2026
PROJECT ADDRESS: 200 Portofino Way
PROPOSED PROJECT: Seaside Lagoon Rehabilitation
In accordance with Chapter 3, Title 10, Section 10-3.301(a) of the Redondo Beach Municipal Code, the proposed project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction) of the CEQA Guidelines.
The proposed project consists of the rehabilitation and modernization of the existing Seaside Lagoon through the replacement of aging recreational infrastructure, including the existing lagoon, pump building, restroom facilities, utilities, hardscape, landscaping, and other associated site improvements. The project maintains the existing recreational use and operational capacity of Seaside Lagoon as a public waterfront recreational facility while improving compliance with current public health, safety, accessibility, and water quality standards. The replacement improvements will serve substantially the same purpose at the same location and do not expand the facility or intensify its existing use.
Accordingly, the project qualifies for the Class 1 Categorical Exemption (CEQA Guidelines Section 15301) because it consists of the repair, rehabilitation, and minor alteration of an existing public recreational facility involving negligible expansion of the existing use, and the Class 2 Categorical Exemption (CEQA Guidelines Section 15302) because it replaces existing public facilities with new facilities serving substantially the same purpose and capacity at the same site. Staff has further determined that none of the exceptions to the use of a categorical exemption identified in CEQA Guidelines Section 15300.2 apply; therefore, preparation of additional environmental documentation is not required.
