H.9., File # 26-1205 Meeting Date: 10/6/2026
At this time, staff recommends the purchase of six 2027 Ford Police Interceptor Utility units for use by the Patrol Division of the Police Department replacing Units #647, 649, 665, 671, 674 and Watch Commander Unit #677 from National Auto Fleet Group with West Coast Lights and Sirens to do vehicle upfit. Five units are Police Patrol units with a purchase and upfit cost of $93,144.38 per unit for a total cost of $465,721.90. One of the recommended units, Unit #677, is a Watch Commander Unit with a purchase and upfit cost of $94,360.95. The total cost for all six recommended purchases is $560,082.85. These units meet the operational needs of the Police Department Patrol Division The funding available in the Public Works Fleet Operating Budget for the purchase of these six units is $511,580. The cost is higher than anticipated due to increasing costs for vehicle purchase, parts, and labor costs associated with upfit, and sales tax rate. The delta of $48,503 is available in the Public Works Fleet Operating Budget. Staff will request an additional appropriation to the Public Works Operating Budget as part of the Mid-Year Budget process, if needed, to complete the remaining planned FY 2026-27 vehicle purchases.

The vehicles recommended for purchase have been selected through the City’s regular purchasing procedures. The procedures contain a number of competitive purchasing options including the use of a Piggyback Bid, which utilizes another public entity's recent Request for Proposal or Bid, or the Sourcewell Cooperative Purchasing Program. Cooperative purchasing programs provide valuable benefits to state and local governments. By attaching to national or regional cooperatives, an agency has immediate access to legitimately solicited contracts, guaranteed pricing, and delivery options without expending staff resources on the preparation of its own request for bids.

Pricing is often attractive because of the purchasing power of these cooperatives. If approved, the recommended vehicles in this report would be acquired via Sourcewell Master Agreement #081325-
