RE: Support for the South Bay Cities Council of Governments Application to the Caltrans FY 27-28 Sustainability Planning Grant
Dear Ms. Bacharach,
The City of Redondo Beach is pleased to support the South Bay Cities Council of Governments' (SBCCOG) application to the FY 27-28 Caltrans Sustainable Transportation Planning Grant Program to fund the "South Bay Micromobility Destination Parking Plan." This project will build upon the SBCCOG’s micromobility strategy by adding amenities for the large number of local trips that currently are taking place while also helping to facilitate mode shift for additional short trips from full-sized gas-powered cars to zero-emission micromobility vehicles.

Increasing micromobility adoption will assist our communities in addressing congestion by encouraging residents to “right-size” their ride, electing to travel via micromobility vehicles for short distance trips in lieu of driving large vehicles congesting our roadways. As Redondo Beach fulfills housing requirements with its attendant population growth, micromobility is an important way to address further congestion and reduce VMT. Micromobility also contributes to our city, subregion, and state’s goals to reduce greenhouse gas emissions and toxic air pollutants.

The SBCCOG has taken initial steps to encourage micromobility usage through the South Bay Local Travel Network. However, to build a comprehensive micromobility ecosystem, it is important to plan for and provide safe, secure, and convenient parking amenities that support vehicles such as neighborhood electric vehicles, low speed vehicles, and other low-speed micromobility modes. Ensuring that residents and visitors can reliably access dedicated parking at major public and private destinations, such as schools, parks, shopping areas, employment centers, and downtown districts, will improve usability and help integrate these options into daily City of Redondo Beach

travel. This project will build upon and complement the SBCCOG’s other micromobility strategies by increasing accessibility and utility for micromobility users. We will partner with the SBCCOG throughout this project as a collaborator to identify opportunities for adding micromobility amenities to key destinations. For the reasons stated, the City of Redondo Beach supports this grant application.

Sincerely,
Jim Light
Mayor
