Dear City Clerk:

Here are my comments on Non Agenda items from last night, Sept 15. - - --- -- - -
Good evenng Mr Mayor and city council.

This is Holly Osborne, in District 5.

I am here to speak for GREEN space, and trees, and shade I am for green space, and trees and shade, where-ever there is a lack in LA County, and beyond.

Green space is NOT the same as open space. A few years ago, before Covid, I gave a sort of impassioned speech about Aviation Park. When the school district first closed Aviation High School back in the 1980s, some of the land was sold for industrial buidlings, but there was a vote to keep the rest of the space, the gym and basket ball courts, the track, the green space, etc.

One day after work, I came to use the track, and there were bull-dozers bulldozing the green space, and the tennis couurts to enlarge the parking lot. I RACED home to my telephone, and called my councimember. " Mr Parsons what are you doing, we VOTED to keep that open space." He replied, "A parking lot is open space."
I was livid. A parking lot does not provide shade, it does not provide trees to clean the air, iti is a parking lot, not paradise.

I feel that same way for any green space in Redondo. I would not want you to build more housing on green space parkettes, such as Andrrews, next to the Sr Housing. I would fight any upzoning there.

There is another beautiful open GREEN shady space next to Redondo, and across from the Frontier housing. This is El Nido park, and it has one of the best. most balanced grouping of trees and green grass and shade around. Yes, it is controlled by Torrance, but when they write their impact report*, they have to inlorm and get comments from all neighborhoods within 500 ft. That includes a good hunk of Redondo in district 3, and also your new Frontier Complex. I sent you a map a few weeks ago.

One of their "improvements" for El Nido is a new 209 space parking lot. Cut down the beautiful shade trees. The temperature is at least 10 degrees cooler in that park because of those trees. Who in this year of record, death-like heat can think this is a good idea.

In other areas of the county, Supervisors are reducing asphalt and hard space stuff around schools.

Who thinks it is a good idea to increase hardscape in El Nido.

We have a chance to provide input, when they release the equivalent of their Environmental report. And, they HAVE to respond to comments.

Thank you

1) Harbor Commission - Provide Council Guidance on Plan for Seaside Lagoon The commissioners continue to be concerned that the Phase 1 plan has changed so much since they were briefed last by staff. Fresh water, no new amenities, etc. That makes the Allen Sanford Wave Pool the shiny object du jour vying for their attention. They want some City staff support, however, they've been told by Staff that Referrals to Staff are no longer available to the Commission. As a result, they'll be attempting to make their "requests" to Council for staff support.
2) Planning Commission - DENY Variance for 2477 Manhattan Beach Blvd Liquid Nitrogen and Argon Tanks
The City staff report is substandard and inaccurate. Diagrams lack customary and required markings. The wrong emergency plan and standard is used - and in fact the standard itself (U.S. DOT/PHMSA 2024 Emergency Response Guidebook (ERG 2024)) states that it is intended only for use in “the initial phase of a transportation incident involving hazardous materials/dangerous goods.” In other words, this is a transport-oriented emergency-response document — not a stationary bulk-storage emergency plan. City Staff, perhaps City Fire, and Impulse are all citing incorrect references in this Planning Commission report. It is defective and without oversight. This is a fixed, nearly 50,000 gallon total array of asphyxiating gasses with ample range to snuff out surrouding lives in a rupture, as well as catapult a ton of steel shrapnel.

Further, the draft ordinance itself contains inaccuracies, such as a finding of significance in transport of gas refilling by using 20-foot vs 38-foot tanks. There's no accurate statement of WHAT is significant, nor is there any work paper or reference to Staff or Consultant work. In essence, City Staff MADE UP results, published them in the Ordinance, and recommends approval based on at best substandard work and at worst, inaccurate work.

You don't often get email from [email protected]. Learn why this is important CAUTION: Email is from an external source; Stop, Look, and Think before opening attachments or links.

Hello,
I'm a Redondo Beach resident and a parent of a 4-year-old. We often use Lilienthal Park (2481 190th St), and I'd like to request that the City add swings there. The current play equipment is older and aimed at 2-5 year olds, and swings would make the park far more useful for local families.

Could you please route this request to Community Services and to the City Council? I'd also appreciate knowing:
- Who handles playground requests for Lilienthal Park
- Whether swings or a playground upgrade are already in the replacement or CIP plans - How I can support the request, including speaking at a Council meeting Thank you for your time.
