CEQA:

This study session is not a project under CEQA as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the environment. However, once the refined “Project Alternative” is defined/refined, the “Project”, the “No Project” and the “Project Alternative” would be subject to environmental review under CEQA.

The City Council and Planning Commission provided feedback on project alternatives to be evaluated along with the original project proposal during the environmental review process. No formal action was taken.
