Public Hearing Opened: 7:23 p.m.
Assistant City Manager, Paul Melikian explained on May 24, 2022 City Council received a presentation by staff and Michael Baker International regarding the status of the Development Impact Fee update study. Development impact fees are due at the time that a certificate of occupancy are issued and the fees are used to fund capital improvement projects and equipment that are needed to accommodate the new development. The intent of the development impact fees are to ensure that new development pays its fair share for impacts imposed on the city's public facilities. The current schedule being used by the city was last updated and adopted in 2015. The consultant conducted a thorough fee comparison of impact charged in surrounding cities. The proposed total fee for the City of Reedley is below the average of the seven cities in comparison. As part of the new adoption of the proposed fees, staff also recommends that the fees have the Consumer Price Index adjusted on an annual basis to keep up with current cost of infrastructure.
Mayor Fast asked when the new fees would go into effect and added she felt it was important to have the item come before Council for a vote on an annual basis verses the automatic consumer price index adjustment. City Manager, Nicole Zieba stated if it was an automatic adjustment it would not come back before council with the master fee schedule. She also felt it was important to note that it would be an annual consumer price index increase only. Under law, the development impact fees themselves could not be changed without doing a nexus study for the fees.
Public Hearing Closed: 7:46 p.m.
Council Member Betancourt moved adding she would like the automatic consumer price index increase, Council Member Soleno seconded to accept, and: ADOPT RESOLUTION NO. 2022-060 ADOPTING THE

ADOPT RESOLUTION NO. 2022-062 AMENDING THE 2022-23
ADOPTED BUDGET APPROPRIATING $158,148 IN THE GENERAL
FUND TO COVER COSTS ASSOCIATED WITH REPLACING THE
PLAYGROUND RUBBER FALL SURF T THE SPORTS PARK
Nicole R. Zieba, City Manager
RECOMMENDATION
Adopt Resolution No. 2022-062 amending the 2022-23 Adopted Budget appropriating $158,148 in the General Fund to cover costs associated with replacing the playground rubber fall surface at the Sports Park.
EXECUTIVE SUMMARY
The original rubber fall surface in the playground area at the Sports Park was installed in 2009.
This type of material usually has 12-15 years before light cracking starts to develop and the need to replace the surface should be considered . The current product is 13 years old and, in many areas, has developed holes beyond what is reasonable to patch.
This project was budgeted in fiscal year 2021-22 in the General Fund for an estimated amount of $100,000, and was put out to bid in early June 2022. No bids were received, and as a resul~, staff utilized the National Purchasing Partners Government cooperative purchasing program to obtain a competitive quote from Ross Recreation Equipment, Inc. The City has worked with this vendor in the past on similar projects, and used the opportunity to solicit a combined quote to replace both the Sports Park and Citizens Park rubber fall surfaces in the playground areas, including the four fitness clusters in Citizens Park. The project at Citizen's Park was previously budgeted for $147,597 from the City's per capita allocation of the Prop 68 Park Bond, for a total budget of $247,597 to complete both sites.
The current cost estimate to complete both projects is $383,930 which includes a 10% contingency, which is well above previously budgeted funds. This is due to significant increases in cost of materials and labor since original cost estimates were developed 18-24 months ago.
A purchase order was created in June 2022 to secure the funding for Citizens Park rubber surfaces utilizing 100% of the available Prop 68 Park Bond funds and $78,570 of the available $100,000 for the Sports Park in the General Fund. Since all appropriations lapse June 30th each year, the remaining $21,430 ($100,000 budget - $78,570 used for Citizens Park) reverted to the unallocated balance in the General Fund.
The need to complete the project at the Sports Park is still a high priority due to this area becoming a growing safety concern. Staff is requesting appropriations of $158,148 to complete both projects at the same time, which will provide a cost savings from bulk materials ordering and vendor mobilization costs when completing these two projects together. Of the $158,148 requested, $21,431 was previously allocated; therefore, the net impact of the higher than anticipated costs on the General Fund will be, at most, $136,717 if all project contingency funds are used. If project contingency funds are not utilized, the impact will ultimately be less.
Staff recommends the City Council approves Budget Resolution No. 2022-062 which will fund the replacement of the rubber fall surface in the playground area at the Sports Park at the same time the rubber surface is replaced in Citizens Park.
FISCAL IMPACT
A Purchase Order in the amount of $225,782 was processed to replace the rubber fall surface in the playground area and under the four fitness clusters in Citizens Park. Resolution No. 2022-062 requesting $158,148 from the available unallocated fund balance in the General Fund, is to complete the both projects at the same time and to take advantage of cost efficiencies by combining the projects. This amount includes a 10% project contingency.
Unused project contingency funds will automatically revert back to the as unallocated fund balance in the General Fund.

RECOMMENDATION
Approve and authorize documents pertaining to the Airport Improvement Program (AIP) for the Airport Construction Project: A) Adopt Resolution NO.069 approving the submittal of a grant application and all pertaining documents to the Federal Aviation Administration (FAA) and California Department of Transportation (Cal Trans), B) Adopt Resolution NO. 070 amending the City of Reedley 2022-23 Adopted Budget appropriating $1,763,311 in the Airport Enterprise Account Fund 041.
BACKGROUND
The Apron Construction Project is identified in the City of Reedley's Airport Capital Improvement Program (AIP). The construction work is slated for the 2022-23 budget year. This project was originally purposed to the FAA to be phased over three project years to spread out the City of Reedley's match responsibility. On January 27, 2021, the City of Reedley received a letter from the FAA starting all three phases would be funded but must be completed as one project in FY22. At this year's AIP meeting with the FAA, there was uncertainty about what funding would be available to fund this project, as an apron area holds lower priority for funding than runways and taxiways. Staff was advised to put the project out to bid with different options which will allow the FAA to determine which portions of the project there was funding available to complete. Five bids were received with the lowest bidder being Terra West Construction.
The FAA has approved the City of Reedley to move forward to complete all three phases as originally presented in the amount of $1,763,311.
FISCAL IMPACT
At the time the City of Reedley's 2022-23 Fiscal Year Budget was adopted, staff did not know the amount of funding available from the FAA for this project. Staff is recommending the City Council approve Resolution NO. 2022-070 appropriating $1,763,311 in the Airport Enterprise Account Fund 041 to cover the entire project costs. The FAA will fund 90 percent ($1,586,980); the City's match is 5.5 percent ($96,982); the State will match 4.5 percent ($79,349). The city staff is also entitled to receive reimbursement up to $11,269 for city administrative fees to reduce the overall match to approximately $85,713. This project will have a sizable impact to the enterprise fund for this project so staff will work to maintain the minimum working capital on hand by submitting project reimbursements in a timely basis manner.
PRIOR COMMISSION ACTIONS
The Airport Commission approved the proposed AIP for Fiscal Years 2022-2026 at the January 21, 2021 meeting.
PRIOR COUNCIL ACTIONS
On August 10, 2021, the City Council approved the AIP for Fiscal Years 2022-2026. The Apron Construction Project was identified on this plan.

APPROVE THE TWO CONCEPTUAL DESIGNS FOR NEW MURALS
WHICH WILL BE PLACED ON THE BACK OF REEDLEY LOCK AND
LEAVE STORAGE ON THE REEDLEY F""~KWAY.
Sarah Reid, Community Services Directo 1
Nicole R. Zieba, City Manager
RECOMMENDATION
Approve the two conceptual designs for new murals which will be placed on the back of Reedley Lock and Leave Storage on the Reedley Parkway. The two murals will go next to the already existing murals in this area.
EXECUTIVE SUMMARY
The Reedley Parkway Committee has worked with Reedley College and Reedley High School art professors in the past to have students submit conceptual designs for murals. The existing murals are located on the Reedley Parkway close to Dinuba Ave. on the backside of the Reedley Lock and Leave Storage. A project was scheduled with Reedley High School for the spring of 2019 but with the Covid-19 restrictions this project was canceled. Staff reached out to Reedley High School this past fall but at that time there was no interest in revisiting this project.
The City of Reedley partnered with Sierra Kings Health Care District (SKHCD) for Mental Health Awareness Month in May. One of the programs for Mental Health Awareness Month was a Citywide call for artist to submit a conceptual design for a mural to go on the Reedley Parkway with the theme, "Wellness in Reedley". The Community Services Department received three applications. These applications were reviewed by members of the Reedley Parkway Committee who recommended two out of the three designs move forward to the business owner of Reedley Lock and Leave Storage for consideration. The business approved both conceptual designs as presented.
Per City Ordinance 10-14-10 Item H. Murals 2. The City Council shall review and approve, approve with modifications, or deny the application as submitted.
If approved, City staff will work with both artist to establish a reasonable timeline to complete the art and once completed, schedule a ceremony in the mural location to unveil the pieces.
FISCAL IMPACT
There is no negative fiscal impact to the General Fund . The Mini Grant provided by SKHCD included the cost for the mural project. The expenses associated with this project will be reimbursed to the City of Reedley through the Mini Grant with SKHCD.
PRIOR COMMISSION ACTIONS
On April 26, 2022, the City Council approved and authorized the City Manager to sign the Sierra Kings Health Care District Mini Grant Application and related documents requesting and accepting the funding for activities related to May Mental Health Awareness Month.

TITLE: RECEIVE, REVIEW, AND FILE THE QUARTERLY INVESTMENT REPORT FOR 4th QUARTER ENDING JUNE 30, 2022 FOR FISCAL YEAR 2021-22
SUBMITTED: Paul A. Melikian, Assistant City Manager ~
APPROVED: Nicole R. Zieba, City Manager ~
RECOMMENDATION
That the City Council receive, review, and file the Quarterly Investment Report for 4th Quarter Fiscal Year 2021-22, ending June 30, 2022, as required by the City's Investment Policy last adopted on March 22, 2022. No action is required other than to receive, review, and file the report.
EXECUTIVE SUMMARY
Portfolio earnings, net of fees, for 4th quarter ending June 30, 2022 total ($861,387). The prior 4th quarter net portfolio earnings for the same 12-month period one year ago (4th quarter FY 2020-21) were $46,820.
Interest rates and market volatility have been severely impacted by the economic policy as a result of the pandemic, accounting for the steep drop off in year over year earnings. It should be noted that no loss of principal has occurred during this time period as all investments are held to maturity. The Federal Reserve is moving aggressively to tighten monetary policy, with officials expecting to hike interest rates roughly five additional times this year. As interest rates rise, the City will be able to re-invest at higher rates and anticipates better portfolio performance going forward .
The attached investment/pooled cash report shows additional detail for cash balances by City fund. The 'treasury pool ' for the City, representing the cumulative balance of all funds, totals $26,860,452 as of June 30, 2022, which is $1,782,563 higher than last quarter ending March 31, 2022. The treasury pool from the same 12-month period one year ago was $23,266, 159 as of June 30, 2021. The City has not yet received its second expected payment of funding from Coronavirus State and Local Fiscal Recovery Funds included in the Federal American Rescue Plan Act of 2021 , which will be posted to Fund 025 when received.
All financial investment instruments are constantly monitored and assessed for safety, liquidity and yield , It is important to note that the City's principal value of these investments are secure at all times, and the values that are being reported are the market values at a specific point in time. All investments in the portfolio are in compliance with the City's current Investment Policy, and staff does not anticipate any issues with regard to the City's ability to meet expenditure requirements for the next six months. (Government Code section 53646)
BACKGROUND
The cash balances in the funds are at a point in time only, and do not reflect pending receivable or payable amounts. All financial investment instruments are constantly monitored and assessed for safety, liquidity and yield . The City's idle funds are currently in principal safe investments that protect its pooled cash, such as a money market account at Five-Star Bank, rolling Certificates of Deposit through Multi-Bank Securities in various FDIC insured accounts, and the Central San Joaquin Valley Risk Management Authority investment pool, managed by Chandler Asset Management.
On March 22, 2022 the City Council approved the annual statement of investment policy. The policy includes a self-imposed, 'best practice' reporting requirement to implement a Government Finance Officers Association (GFOA) recommendation that an agency's investment policy explicitly require periodic reporting. The attached Pooled Cash Report for the end of 4th quarter fiscal year 2021-22 shows cash balances/market value and interest earnings for every cash account and investment vehicle as of June 30, 2022. It is important to note that the pooled cash report also includes restricted funds such as American Rescue Plan Act funds, final remaining unused/'frozen' RDA bond proceeds, deposits in trust, funds held for groundwater treatment, and RDA Successor Agency funds. Full account statements for all accounts are on file with the Administrative Services Department and available for inspection at any time.
Cash balances are pooled for investment and banking purposes, as it is not practical to have separate investment accounts for each City fund. Interest earnings are apportioned to each City fund based upon the percentage that a particular fund balance makes up of the total. For instance, if the City's General Fund balance was 10% of the total cash balances of the City, it would be credited with 10% of the investment interest earnings for the period.
