RECOMMENDATION
Approve the following actions associated with the funding provided by Sierra Kings Health Care District (SKHCD): A) Approve and authorize the City Manager to sign a Special Initiative-Grant Agreement and related documents accepting funding to provide free swim lessons for qualifying families in the summer of 2025; B) Approve and authorize the City Manager to sign a Renewal Grant Application and related documents requesting and accepting funding for costs associated with public pickleball; C) Approve and authorize the City Manager to sign a Renewal Grant Application and related documents requesting and accepting funding for free swim lessons for qualifying families in the summer of 2026.
1 EXECUTIVE SUMMARY
Every summer the Community Services Department (CSD) offers a fee-based swim lesson program to the public. The fee to participate does create a challenge for low-income families.

For the past four years the City of Reedley has received a Mini-Grant from Sierra Kings Health Care District (SKHCD) to offer one week of free swim lessons for qualifying families. In 2021 there were 128 participants, 2022 there were 141 participants, 2023 there were 142 participants and in 2024, 141 participants were served.

In the summer of 2024, the free swim lessons were offered the first week of July. Offering the free swim lessons at the beginning of the season as done in past summers, worked out better than hosting the free swim lessons mid-summer. The free swim lessons provide staff the ability to train new lifeguards and doesn't disrupt the flow of the fee-based swim lessons. Staff also recognized more consistent participation in June as opposed to July as many people missed their lessons last summer. After sharing this feedback with SKHCD, it was recommended for the City of Reedley to apply for the Special Initiative-Grant Agreement in the amount of $5,000 because there is no grant cycle for applying like the Renewal Grant Application process. This grant will allow the City of Reedley to get back on track for keeping the free swim lessons in June since the funding can be spent this fiscal year. The free swim lessons will be offered June 16-20 with the federal holiday of June 19 off. There will be four days of 30-minute lessons serving 141 participants.

Staff is requesting authorization to apply for a Renewal-Grant Application to fund the free swim lessons in the summer of 2026. Applications are due March 11, 2025, and staff is requesting $5,000 to offer free swim lessons to low-income residents. If awarded, the grant funding will support 141 youth over a four-day period, meeting 30 minutes per day during the beginning of the swim lesson season in June. Because this week has a federal holiday, June 19, the pool is closed and will not be available for swim lessons. The budget will include staff time, facility use fees and student recognition certificates.

Swimming has many positive results including supporting a healthy lifestyle, reducing stress and learning a lifesaving skill that youth will carry with them for a lifetime. During the swim instruction, staff will also provide water safety tips and literature based around exercising safe habits by the river.

Last year was the first time the City of Reedley received funding to host pickleball for the public on the courts located at Reedley High School. This is available twice a week on Wednesday and Saturday during the hours of 8:30am-11 :30am. These hours are adjusted to earlier in the morning during the hot months of the year. Because of the Joint Use Agreement with Kings Canyon Unified School District, the City of Reedley is allowed to use the courts at no cost but must provide a City of Reedley employee to monitor the courts use. This has worked out very well and has provided a place to play pickleball within the City of Reedley since there are currently no courts in public spaces.

SKHCD is requesting the City of Reedley submit a Renewal-Grant Application to continue this funding for July 1, 2025-June 30, 2026. The CSD oversees this program within the departments Adult Sports and hires part time recreation staff to work on Wednesday and Saturday for four hours per day. Staff would like to continue this partnership with SKHCD and KCUSD until the 2 time there are public pickleball courts available.

FISCAL IMPACT
Offering the free swim lessons in June of 2025 was assumed in the City of Reedley 2024-25 Budget so no action is required if awarded this funding.

Staff will assume the expenditures and revenues associated with offering the free swim lessons from June 15-June 18, 2026 for the total of $5,000 in the City of Reedley 2025-26 Proposed Budget.

Staff will assume the expenditures and revenues associated with the cost for personnel and minimum supplies to host pickleball on Wednesday and Saturday from July 1, 2025-June 30, 2026 for the total amount of $8,051.00 in the City of Reedley 2025-26 Proposed Budget.

Pickleball is one of the fastest growing sports in the Untied States. Currently The City of Reedley does not have any public pickleball courts. This is something that people . have been asking for so they don't have to travel to other cities. Pickleball started at the Reedley Community Center in August 2023, from there it has recei 1ed more and more interest. Since the installation of pickleball courts at Reedley High School, the City of Reedley has utilized those courts to have open pickleball play for the public.

A highlight for this program is the City of Reedley has received great feedback from the community! The courts at Reedley High School are the only pickleball courts in Reedley. Without Sierra Kings Health Care District support it would be very difficult to keep the pickleball courts open for the public. Over the course of the year there has been more and more people who are now starting to learn how to play pickleball. This sport can be played by anyone of any age which is what makes it so engaging is that the whole family is able to play no matter the ages.

One thing that the City of Reedley had to overcome was figuring out a way to stop the balls from rolling into the other courts since the courts are back-to-back. \/\/hat the City of Reedley did was use 2 delineators and an orange mesh net to create a wall so the balls wont roll to the other court.

Playing pickleball is a great way to exercise and to stay healthy, it improves cardiovascular fitness, enhances agility, balance, and coordination. It also has great mental health benefits; it reduces stress and an: iety through active play.

Currently the City of Reedley (City) does not have any pickle ball or tennis courts for public use. Knowing how popular pickleball is, the City started hosting pickleball at the Reedley Community Center. It was available to the public 1 day a week for 2 hours. This option for public pickleball at the Community Center started in August 2023 with the City taping lines to create one court using masking tape. The interest continued to grow so the City invested in another net and started providing two courts. Most of the participants were seniors since it was open on a Wednesdays during the middle of the day. Pickle ball continued at the Community Center until January 2024. This was phase 1 of working to offer a public option for pickleball in Reedley.

The second phase of public pickleball was updating the joint use agreement with Kings Canyon Unified School District (KCUSD) to allow public use on a school campus. KCUSD installed eight pickleball courts and has tennis courts right next to them. The City and KCUSD have a long-standing relationship and joint use agreement in place. The agreement was updated in November 2023 to include use of the pickleball courts, since this was something new and not listed in the previous joint use agreement. Public pickleball started at Reedley High School in February 2024 and continues today
The City opens the courts two days a week on Wednesday's and Saturday's from 7:30am10:30am / 8:3 0am- 11:30am (depending on the time of the year). On Wednesday only the pickleball courts are open to the public and on Saturday the tennis and pickleball courts are open to the public. KCUSD requires that a City staff must be present during public play.

City staff arrives 30 minutes before the public shovvs up to set up the nets. KCUSD provides the City with access to the courts but the City is responsible for providing the nets and the pickleballs for the public to use. Depending on how many people are at pickleball dictates the number of nets that staff set up. Staff leaves one net open for people to warm up and for the beginners to learn the basics of pickle ball.

From July 2024 - February 2025, the courts have opened 81 times with a total of 810 participants. This count includes returners and new people who have never played before. In July there was a big family who came out while visiting from out of town for a wedding and enjoyed playing pickleball on a Saturday. Since pickleball was moved from the Community Center to Reedley High School, staff has seen more people come to play from all different ages. Saturdays are the busier day and when a lot of community members come out. Summer and Fall are busier seasons since the weather is nicer.

Staff has received a lot of feedback from the community regarding how much it's appreciated to have somewhere in town to play pickleball. Before this was available, people traveled to neighboring cities in order to play such as Dinuba and Kingsburg.

The most challenging part is the weather during the colder months. When it's too cold outside there aren't many participants and when the courts are too wet, we have to cancel for safety reasons. Another challenge is there are 8 courts at Reedley High School but only 4 of the courts can be used due to there is no barrier between the courts. Without a barrier the balls roll into the other court during play. To address this issue, staff has created a fence with a delineator and an orange mesh net in the middle to stop the balls from rolling into the other courts. This is a temporary fix for the courts until the new courts within a public space are built.

The third phase to approaching a public option of pickle ball in Reedley is for the City to construct pickleball courts within a public park. Once public courts become available, the City will no longer utilize the pickleball courts at Reedley High School for public open play.

The City is requesting Sierra Kings Health Care District to continue allocating funds to pay for the City employee who monitors and opens and closes the pickleball and tennis courts for the time period of July 1, 2025 - June 30, 2026 in the amount of $8,051. This request includes the purchase of a pickleball net as the City is responsible for providing the nets and equipment during public time. This partnership has worked out nicely and one the City would like to see continue.

The City of Reedley has been awarded grant funding for the free swim lessons program for four consecutive summers and has served 693 children ( ages 4-12yrs) in total. The free swim lesson program has given families an opportunity to learn the importance of swim skills and water safety, especially with the Kings River mnning through the city.

A highlight that the City of Reedley has seen in receiving this grant funding is that some participants return each year for this opportunity. The free swim program offers different levels of swim lessons, starting with Level 1 up to Level 4. Level 1 is the very basic skills to help participants feel comfortable in the water and understand water safety. As the levels increase, participants learn more advance skills such as diving, swimming laps, back stroke and floating unassisted. The lifeguards enjoy seeing participants return each summer and witnessing how far participants advance in swimming skills. Once participants know how to swim there are yearround aquatics options available in Reedley such as lap swim and water aerobics. The City of Reedley is one of the only cities in Fresno County that offers year-round public swim.

The free swim lessons program is very popular and fills up quickly with the families that qualify. Reedley residents are provided priority and when those requests are filled but spots still remain, surrounding cities have the opportunity to participate in the free swim lessons. The City of Reedley would like to continue this program with the grant funding from Sierra Kings Health Care District because it makes a huge impact on the youth to learn how to swim and educating them on water safety.

There are many physical and mental health benefits to swimming. It helps boost your mood, relieve stress, tone muscles and obtain a healthy weight. The City of Reedley offers multiple year-round aerobic programs at the Reedley High School pool, with a Joint Use Agreement in place with Kings Canyon Unified School District. The safety aspect is just as important as the health aspect of learning to swim, especially with the Kings River running through the backyard of Reedley. The specific District goals this project intends to impact will be le. Increase access to adequate nutrition and fitness to mitigate onset of obesity/diabetes. As well as 2a. Increase the availability of behavioral health education and awareness.

Data shows near drownings occur every year and drownings every other year in Reedley on the Kings River. Since Reedley has three parks the river runs through it is critical to have the education on water safety and the skills to swim. For the past four summers~ the City of Reedley was awarded a $5,000 Mini Grant from Sierra Kings Health Care District to offer a free swim lesson program for low-income families. The 2021 program served 128 children, 2022 served 141 children, 2023 served 142 children and in 2024 the program served 141 children. Qualifying families were based off the Income Eligibility Scales for School Year 2021 -22. Offering free swim lessons again to children from low-income families will give participants the basic skills of swimming that can be used throughout their lifetime. This program is well received and the public looks forward to the program each year. With the cost of living increase many families City of Reedley

will look for opportunities that are at little to no cost. This free swim lessons option to the community provides a great opportunity for local children who do not possess swimming skills.

Once participants know how to swim there are year-round aquatics options available in Reedley. The City of Reedley is one of the only cities in Fresno County that offers year-round public swim. Many neighboring cities have avid swimmers join the program during the winter months because it is the only local option. The City of Reedley offers fee-based swim lessons every summer. This limits people's ability who financially can't afford the fee. Because of this program already in place with lifeguards and staff, the ability to expand and offer free swim lessons is there. The grant funding will support 141 children over a 4-day period, meeting 30 minutes per day. Due to the June 19 federal holiday, there will be only 4-days of instruction.

The target population are children ( 4-12yrs) from low-income families in Reedley. With the swim lesson program structure already in place, adding an additional component to the summer season will be an easily supported addition. At the end of the program the only products to be purchased will be 141 program recognition supplies. The budget is focused on the cost of swim instructors and facility cost, with very limited supplies. The City of Reedley will know if this project is successful by having all 141 spots filled, seeing the progression of learning the skill of swimming, and seeing a love and respect for the water. Every summer the City of Reedley hires aquatic staff to run a six-week swim program. Staff will be trained and have all the equipment they need to add an additional week to swim instruction, so this program can be offered again.

The only collaborative partner we will have for this program will be the Kings Canyon Unified School District. They will allow the City of Reedley to operate at the Reedley High School pool with a Joint Use Agreement and with this relationship the facility fee is at a discounted rate for operating for public use. The school district will also help City of Reedley staff organize the process of finding youth from low-income families who would benefit most to learn the skills of swimming.

Offering free swim lessons to low-income families in the community provides a service that's not available. A need has been recognized through data of drownings. This supports a healthy lifestyle and will teach water aerobics skills that youth will carry throughout their lifetime.

Now that this program has been running steadily for four consecutive summers there may a possibility to increase participation. With the hiring of more staff there would need to be another grant funder that could fund these efforts or the City of Reedley may be able absorb some costs.

The Draft General Plan Map dated 01/10/2025 is provided as Map A attached to City Council Resolution No. 2024-009.

Ordinance No. 2025-001 (Rezone Application No. 2024-02) pertains to an amendment to the Official Zoning Map of the City of Reedley to be consistent with adopted Ordinance No. 2024-001 (Reedley Zoning Code Update), adopted Ordinance No. 2024-007 (Housing Element Rezones), and to meet State requirements implemented by the City of Reedley 2023- 2031 Housing Element. Changes to the map include renaming certain zone districts, changing the legend color of the zone districts, and map cleanup. The Draft Official Zoning Map dated 01/21/2025 is provided as Map A attached to Ordinance No. 2025-001 .

The appropriateness of the proposed project has been examined with respect to its consistency with guiding land use principles, goals and policies of the Reedley General Plan Update 2030 and regulatory standards set forth in the Reedley Municipal Code and its compatibility with surrounding existing or proposed uses. General Plan Amendment Application No. 2024-03 and Ordinance No. 2025-001 was evaluated and processed in accordance with provisions of the California Environmental Quality Act.

ENVIRONMENTAL ASSESSMENT
Environmental Assessment No. 2024-14 assesses the environmental effects of General Plan Amendment Application No. 2024-03 and Rezone Application No. 2024-02 pertaining to the implementation of the 2023-2031 City of Reedley Housing Element (GPA 2022-01) and Amendments to the Official Zoning Map. General Plan Amendment Application No. 2024-03 and Rezone Application No. 2024-02 are being assessed concurrently as one Addendum because implementation of Housing Element Program 15 includes both General Plan Amendment Application No. 2024-03 and Rezone Application No. 2024-02.

EXECUTIVE SUMMARY
For the past year, the trailer which is currently on the Reedley Municipal Airport property has been leased from Willscot. On July 25, 2023, the five-year license agreement with an available additional five-year extension option was approved by City Council allowing use of one City of Reedley owned hangar, seven tie-down spaces to park SCCCD owned planes, and use of open airport property for the addition of a pilots briefing room facility (trailer), and student parking area. SCCCD is subject to the airport use fees adopted in the City of Reedley Master Fee Schedule for the use of the hangar and tie-down spaces, and are subject to any fee revisions adopted by City Council during the term of the agreement. The land being occupied for the pilot briefing room and student parking area will be calculated by the fair market value (FMV) rate per square foot to lease airport property. Approval of the License Agreement identified the City of Reedley as the lead agency for purchases listed on Exhibit A, which included the second-year purchase of the trailer.

TITLE: ADOPT RESOLUTION NO. 2025-011 OF THE CITY COUNCIL OF THE CITY

OF REEDLEY REVISING THE MASTER SALARY TABLE FOR PART-TIME

EMPLOYEES
SUBMITTED: Paul A. Melikian, Assistant City Manag
APPROVED: Nicole R. Zieba, City Manager

RECOMMENDATION
It is recommended that the City Council consider and adopt Resolution No. 2025-011 to modify the pay range for the existing part-time Assistant Life Safety/Code Officer position in an effort to recruit and retain a qualified candidate for the position.

BACKGROUND
The City has had a part-time Assistant Life Safety/Code Officer position for several years that assists the C.U.R.E. Division (Clean Up Reedley's Environment) up to 24 hours per week providing after hours and weekend coverage to remedy lower-level municipal code violations.

Lower-level code violations include enforcement on yard sales, off-street parking, and mobile vending. The added support from this position allows the full-time Senior Life Safety/Code Officer to enforce higher priority or complex municipal code violations.

Currently, the hourly rate for a Part-Time Assistant Life Safety/Code Officer is $16.00 to $21.00 per hour. Staff is recommending to increase the hourly pay range to $25.00 to $30.00 per hour in an effort to attract and retain a qualified candidate for the position. The position requires a specialized skill set, including knowledge of City ordinances, ability to work autonomously in the field, and effectively communicate with the public.

FISCAL IMPACT
The cost of the Part-Time Assistant Life Safety/Code Officer is $33,587 - $40,304 annually.

TIMELY USE OF FUNDING FOR FEDERALLY FUNDED PROJECTS AND

AUTHORIZATION TO APPLY FOR REGIONAL BID GRANTS THROUGH FRESNO

COUNCIL OF GOVERNMENTS

RECOMMENDATION
Staff recommends that City Council Adopt Resolution No. 2025-012, Supporting and Implementing Timely Use of Funding for Federally Funded Projects and Authorization to Apply for Congestion Mitigation Air Quality (CMAQ) Funding through the 2025 Regional Bid Process through Fresno Council of Governments (FCOG).

EXECUTIVE SUMMARY
A portion of Federal and State Transportation funds for STBG and CMAQ are allocated through a competitive grant process from FCOG every two years. FCOG requires that all agencies submitting applications include a resolution stating that the governing board of the agency will conform to Assembly Bill 1012 (AB 1012). AB 1012 was enacted to ensure the timely use of State and Federal Funding related to transportation projects.

On November 21, 2024, FCOG Policy Board adopted and initiated the call for projects for the STBG and CMAQ regional bid grant applications. The STBG applications are due March 3, 2025 and the CMAQ applications are due March 14, 2025. The funding amount available for the two programs combined is $60. 7 million with the projects programmed in years FY 26/27 through FY 29/30.

The City will submit a grant application for one project for CMAQ. The project is the Northeast Reedley Alley Paving Project, which is located in the northeast quadrant of the City and will reconstruct six alleys including installing driveway approaches, valley gutters and pavement. The City will not submit a STBG request this round due to the current amount of projects the City has in the pipeline, but will submit a STBG project when the next call for projects is released in two years.

The attached exhibit shows the location of the project being submitted for the CMAQ regional bid application.

The applications are scheduled to be scored in June of 2025 and the recommended projects will be sent to the FCOG Policy Board for approval in July of 2025. If the City is successful in obtaining funding for the project application the project will be budgeted in future budget cycles.

FISCAL IMPACT
The cost estimate for the project is currently being prepared and it is anticipated that the cost will be between $1,100,000 and $1,400,000. If the City is awarded the project the City will have an 11.47% local match required for the project that will use the City's Measure C funds.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REEDLEY SUPPORTING

AND IMPLEMENTING TIMELY USE OF FUNDING FOR FEDERALLY FUNDED

PROJECTS
WHEREAS, AB 1012 has been enacted into State Law in part to provide for the "timely use" of State and Federal funding; and
WHEREAS, the City is able to apply for and receive Federal and State funding under the Federal Transportation Act; and
WHEREAS, the City desires to ensure that all its projects are delivered in a timely manner to preclude the Fresno Region from losing those funds for non-delivery; and WHEREAS, the it is understood by the City that failure for not meeting project delivery dates for any phase of a project may jeopardize federal or state funding to the Region; and WHEREAS, the City must demonstrate dedicated and available local matching funds; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Reedley hereby agrees to ensure that all project delivery deadlines for all project phases will be met or exceeded.

BE IT FURTHER RESOLVED, that failure to meet project delivery deadlines may be deemed as sufficient cause for the Fresno Council of Governments Policy Board to terminate an agency's project and reprogram Federal/State funds as deemed necessary.

BE IT FURTHER RESOLVED, that the City Council of the City of Reedley does direct its management and engineering staffs to ensure all projects are carried out in a timely manner as per the requirements of AB 1012 and the directive of the City Council of the City of Reedley.

RECOMMENDATION
Approve the following actions associated with special events offered by local non-profit organizations: A) Approve the request by the Kings River Conservancy to waive City of Reedley Park fees related to the annual Spring Fling on the Kings event and B) Approve the request by Serve Reedley to waive City of Reedley facility rental fees related to the fundraiser dinner to support operations in the Faith House.

EXECUTIVE SUMMARY
Kings River Conservancy is a non-profit organization dedicated to encouraging public safety and public conservation practices along the Kings River corridor from Pine Flat to Highway 99.

The organization participates in functions such as invasive species removal, a trout incubator house to release trout into the river, adding warden patrols and maintaining safe public access points along the river.

Every year the Kings River Conservancy hosts the annual Spring Fling event which features 1 live music, kayak and fly-fishing demonstrations, and boating safety talks. The event is open to the public and entrance to the event is free. Proceeds from the sale of lunch, beverages, and raffle tickets will benefit projects such as trail maintenance and public safety education.

The venue used in the past to host this event was a member's home located along the Kings River and was provided at no cost. Unfortunately, the home is no longer available, the Kings River Conservancy has requested the use of Cricket Hollow Park for April 26, 2025. Staff has confirmed this date is available. The Kings River Conservancy has requested the waiving of the City of Reedley Park fees which total $536.00. The Special Event process will remain the same with the event holder completing a Special Event Application, providing a certificate of insurance, taking responsibility for providing own tables and chairs, cleanup after the event, and providing a porta potty to accommodate the estimated 200 people.

Serve Reedley is affiliated with Redeemers Church of Reedley and serves as a hub that connects people, resources, and training opportunities to under-resourced community members. The City of Reedley and Serve Reedley have an agreement for this non-profit group to manage and operate the Faith House, which is a City of Reedley facility. The Faith House is used as a transition shelter for families in the community experiencing homelessness. The shelter provides temporary housing, support in next steps and assistance in finding jobs and permanent housing.

Serve Reedley has requested to host a fund raiser event at the Reedley Community Center on Friday December 5, 2025. This date is available. Per Resolution 2012-020, fundraiser events that are either private non-profit organized or are targeted to specific groups or fundraisers (or for profit) are not eligible for a co-sponsorship and are subject to full fees.

On October 8, 2024, the City Council approved the agreement between the City of Reedley and River City Theatre Company (RCTC) for use of the Reedley Opera House. To perform live theater. Language was included in the agreement to allow RCTC use of City of Reedley parks at a rate of 20% of the adopted City of Reedley fees to host fundraisers. In both the arrangement with RCTC and Serve Reedley, the City of Reedley has a vested interest in the success of these two organizations as the operations these groups perform are in City of Reedley facilities that are unique for what type of activities are suitable in these locations. The 80% discount of City of Reedley fees is what Youth Sports non-profit organizations are responsible for when using City of Reedley parks and facilities. Example of these groups are Reedley Little League and Reedley Youth Soccer. This model has worked and covers the hard costs imposed on the City of Reedley.

Staff is recommending the same approach with Serve Reedley for use of the Reedley Community Center. Serve Reedley will be responsible for 20% of the City of Reedley adopted facility rental fee to cover the hard costs which includes staff time to oversee the event, electrical and toiletry costs in the amount of $168.00.

BACKGROUND
Resolution 2012-020 was adopted on March 27, 2012, which established new guidelines for co-sponsorship for Special Events and Youth Sport Events. Special Events are an important benefit to a community and this action absorbed the soft costs involved with continuing to support long-standing events such as 4th of July Firework Show, Reedley Fiesta and Parade, 2 Electrical Farm Equipment Parade, Street Faire, Framer's Market, Cruising for Jesus Car Show, Kings River Blossom Bike Ride, Mayor's Prayer Breakfast, Pet and Storybook Parade, and Taste of the Town. The hosting group is responsible for hard costs generated by the event.

Examples of soft cost are City of Reedley fees, owned items such as barricades, tables and chairs. Over the years, this arrangement has worked out well but some of the events are no longer offered and new events have surfaced which bring forth community benefit.

FISCAL IMPACT
Waiving the City of Reedley Park rental fees for the Kings River Conversancy Spring Fling will be a loss of park revenue in the amount of $536.00 to the General Fund.

Waiving the City of Reedley rental fees for the fundraiser hosted by Serve Reedley at the Reedley Community Center will be a loss of Community Center revenue in the amount of $844.00 to the General Fund.

REPORT TO CITY COUNCIL

MEMORANDUM
AGENDA ITEM NO: 14
COUNCIL MEETING DATE: March 27. 2012
SUBJECT: Co-Sponsorship of Special Events and Youth Sports RECOMMENDATION:

To adopt Resolution No. · 2012-020 approving the new Guidelines for CoSponsorship for Special Events and Youth Sports Events.

BACKGROUND: .
-In the past, the City has co-sponsored several community special events, such as ~treet Faire, Fiesta, Kings_River Blossom Bike Ride, etc. The Special Events were being charged to the Redevelopment (RDA) fund. Since, the RDA no longer exists, and the City's General Fund cannot support the additional expenses, City staff has been . researching how the City can continue to sponsor special events and youth sports · events. ·
Staff has taken a hard look at our co-sponsorship guidelines and has made some necessary changes to minimize City co~t, while still making ev~nts fea~ible for nonprofit agencies. During a special department head meeting on co-sponsored events1 Staff decided not to charge the event holder for the soft costs.that the City could charge (i.e. rental of a park, use of equipment, disposal, street closures, etc.). The event holder will still be .required to assume liability for any damage to ·equipment or facilities. The hard costs that create direct outlays of cash for the City (i.e. overtime of personnel and ·rental of equipment that the City does not own) would be paid by the event holder.

The Special Event process will remain the same. The event holder will complete the Special Event Application to the Community Services Department for processing. A meeting will be · scheduled with City staff to discuss the event and ways to reduce the hard costs to ttie event holder. For example, instead of 6 police officers required for an event, it may be possible to only use only 2 police officers and utilize volunteers to fill in the gap. This would greatly reduce the hard cc;>st for police overtime. 1 ---
The City strongl, lieves that we will be able to find, solution for each of the ongoing events that will be acceptable to both the event holder and the City.

The co-sponsored youth sports events will remain the same as it has in the past.

Attached please find Exhibit "A", Guidelines for Co-Sponsorship for Special Events and Youth Sports Events, for your review. At this time, the City can only cosponsor the past list of special events as listed in the Guidelines, due to budget constraints.

Upon Council approval, these Guidelines will become effective immediately.

These Guidelines will be reviewed on an annual basis.
