If a history is not available, then the customer will be billed per their actual consumption until the next AWWU calculation period. If a customer has 0 or 1,000 gallons of usage in a given month during the AWWU calculation period, those readings will not be included into the AWWU calculation. AWWU calculations will be rounded down to the nearest 1,000 gallons.

The billing for May, June, July, August, September, October, and November will be the lesser of either the calculated AWWU number or the actual consumption. Bills processed on December 1, January 1, February 1, March 1, and April 1, are based on actual consumption amounts during those billing periods, and not per an AWWU calculation. Minutes
Airport Commission
Thursday, January 16, 2025

1. CALL TO ORDER
The regular meeting of the Reedley Airport Commission was called to order at 4:02pm on January 162025, by Carl Smith, Airport Chairperson, in the Sierra Room at the Reedley Community 100 N. East Ave. Reedley, California 93654.

2. ROLL CALL AND GUEST INTRODUCTIONS
A. Commissioners Present: Joseph Oldham, Matthew Cochran, Gary Schales, Carl Smith, Chairperson
B. Commissioners Absent: Butch Agrifoglio, Vice Chairperson C. Staff Present: Sarah Reid, Community Services Director, Silvia Rodriguez, Interim Administrative Assistant
D. Guest: None

3. AGENDA APPROVAL - The agenda was approved. Motion made by Commissioner Cochran and seconded by Commissioner Schales. Motion carried.

4. APPROVAL OF MINUTES - The minutes from the November 19th meeting were approved. Motion was moved by Commissioner Carl, seconded by Commissioner Oldham. Motion carried.

5. PUBLIC DISCUSSION - None

6. OLD BUSINESS
A. Airport Pilots Lounge Floor - Director Reid thanked Commissioner Cochran for finding a vendor to complete the project. Commissioner Smith shared restroom now appears lighter, and saw the company's work and shared they did a great job.

B. 2025-2030 ACIP Update - Airport Capital Improvement Project (ACIP) was submitted to the Federal Aviation Administration (FAA) and Caltrans. Director Reid said that everything has been submitted for the two projects; Design of the Above Ground Fuel Farm and the Design of the Runway End Lights. Staff is waiting on the FAA to advise if these are eligible projects and move forward with grant agreements.

7. NEW BUSINESS
A. Glider Program - Director Reid shared that Airport tenant Michael Tomazin asked if the City would consider installing lights that are lower in the ground. Director Reid brought question to commission to gauge if the commission would even consider bringing a glider program to the Reedley Airport. Commissioner Smith shared that any lights closer to the ground are safer. Commissioner Oldham shared that this would be wise to make the Reedley Airport compatible with a glider operation.

Director Reid asked how important this is to the commission but it will come down to the cost. Mr. Tomazin had emailed some examples which she forwarded to C&S Engineering asking for more information before starting the Runway End Lights project. C&S Engineering mentioned that they typically don't see those types of Minutes

lights on the grounds of small general aviation airports. Commissioner Oldham shared that gliders can operate with above ground lights it just creates a greater risk. In the future, the side lights will be changed to LEDs but hardware isn't going to change. Commissioner Smith suggested that if city was opting for LEDs, City should consider flattening these lights as well. Commissioner Oldham shared that the in-lights are the most critical. The side lights not as much. Commissioner Smith shared that that might be more doable under the grant.

B. Above Ground Fuel Farm C&S Engineering Update - Director Reid updated the commission on the request made to C&S Engineering about a Pen and Ink update at no cost to the City. C&s Engineering is considering the request and will talk to the supervisor and get back to the City. C&S Engineering understands the reason for the request is for the oversight on the cost of the Above Ground Fuel Farm Project. Since it costs about $10,000 to go through the FAA Pen and Ink process to add anything new on the Airport Layout Plan (ALP) and the update to the ALP is now delayed a couple of years due to their error, the City request C&S Engineering to do it no cost to the City. Commissioner smith asked how did the fuel farm go from 500 to 1.4 million? Director Reid said staff started talking about this pre-COVID and C&S Engineering had a change of team right after COVID.

The original placeholder estimate was never revised until it was time to submit a proposal to the FAA and C&S Engineering realized they hadn't adjusted the Engineers estimate. This should have been caught by them sooner than it was.

C. Traffic Pattern - A proposal to have the traffic pattern changed was brought up by Commissioner Schales. Commissioners discussed this matter and some concerns include potential conflicts with nearby school and the need for FFA approval and publication changes. Director Reid shared with Commission she can bring the matter up with C&S Engineering to receive input but the Airport Enterprise account is stretched with project match commitments. It was recommended to wait until during the update to the ALP. Commissioner Schales motioned for City staff to initiate request for C&S Engineering guidance. Seconded by Commissioner Cochran. Motion carried.

D. Hangar Waitlist - Director Reid wants to revisit having a deposit to join the hangar waitlist. Staff spent a lot time calling people off the wait list. About three weeks of calling, many responses were: no take me off now, no I want to skip this time but leave me on the list. There's been no real formal process with as busy and as much interest as the City receives today for renting hangars. The recommendation is to have a form in which the interested person provides their contact information and which style and size of hangar they are interested. Requiring a deposit will ensure people are serious. Commissioners Cochran suggested having some type of information on the City's website to make things more transparent so people know where they are at on the waitlist. A. Capital Improvements - Midyear budget items will be before the City Council on January 28th which includes repairs to the FBO roof and the pilots lounge HVAC system. Quotes have been received for the roof repair and options for the HVAC system were considered. Alternatives like installing mini-split system were recommended since the HVAC unit is 40 years old & may not be worth the $2,000 repair. This will be a more cost-effective option in the long run.

2a. REQUEST FOR THE PLACEMENT OF A NO LEFT TURN SIGN BETWEEN CERTAIN HOURS ON NORTH

AVENUE AT ZUMWALT AVENUE
Commissioner Ramos motioned, Commissioner Lowery seconded, to approve the installation of a no left turn sign during specific hours with the addition of buses exempt sign. Motion unanimously carried.

PUBLIC COMMENT:

Commissioner Serrano mentioned if it would be possible to make a sign for buses exempt.

Chairman Kennedy mentioned considering the installation of a three-way stop sign that includes a left turn pocket. or waiting until the development comes in.

Sergeant Lowery mentioned placing a daily temporary sign at the center of the intersection, with Silas Bartsch Elementary School being responsible for putting the sign out each day.

Reginald Wagner Principal for Silas Bartsch Elementary school stated there is an issue with large amount of vehicle traffic during drop off and pick up time. Many drivers are going north bound on Zumwalt Avenue and vehicles turning left from North Avenue onto Zumwalt cause a gridlock. Staff must personally go out and direct traffic. He understands the difficulty of having signage with the specific hours and buses exempt. He would like to suggest considering a three-way stop
Chairman Kenndy mentioned the south side of North Avenue is wider. Could we divide the south line into two with signage of no parking and right turn only?
Sergent Lowery mentioned the installation of the stop would require us to include Fresno County.

City Engineer, Marilu Morales mentioned the county changed their stance recently, but when we annexed in, we only annexed half of the road, so we could only go up to the center line. The western haif of Zumwalt is ours and the eastern half is the county. Another option would be adding bus exempt and the motion say once the road is fully built out to remove the sign.

REEDLEY TRAFFIC SAFETY COMMISSION MEETING FOR AUGUST 22,2024 Sergent Lowery mentioned safety aspect might not be a bad idea to do stop sign, but I think we need to get more clarification from Fresno County, I know they're going to do the warrants. I don't think it's going to meet the warrants for a stop sign out there, but fix the first hurdle with Fresno County first.

Chairman Kenndy mentioned tabling it and having the engineering department go out and do some measurements and see if the right turn lane and left turn lanes could be put in as a fix. I would recommend that we look at both things, the county stuff and the stop sign. With a recommendation at the next meeting Sergeant Lowery mentioned could we do both things? Place the signage and still follow up with the county City Engineering Marilu Morales mentioned that signage can be installed on North Avenue because North Avenue is the cities. But then also request that I do further research, reach out to the county regarding installing a three- way stop sign intersection.

Chairman Kennedy mentioned that we could motion to install the sign and have the engineering department conduct further research.

COMMISSION/ STAFF COMMENTS/ REPORTS
City Engineer Marilu Morales mentioned several upcoming projects, the Willow Grove Apartment complex and Phase 2 of the Sports Park. The Manning Avenue project was submitted to the Fresno Association of Civil Engineers and received the Community Award for Fresno County.
